Minutes from July 13, 2018 approved. 2. Discussion of the ADA implementation plan and the self evaluation of such a plan. $30,000 per year is now budgeted by the city for prioritized sites in need of improvement. $200,000 per year would be needed to improve all the out of compliance intersections in the city. Sites are prioritized by "things that come up", ie "complaints". Motion approved to recommend to the City council to adopt the ADA plan. 3. Discussion of the TIP situation. Brett S. answered some technical aspects of how the TIP list works. Committee asked that it be notified every March meeting of upcoming TIP review. The Title 12 changes needed to provide for work near the Sozo Sports to provide for bicycle lanes has not been completed (Brett S.). 4. Discussion on the possible impact of the Yakima Humane Societies ending their participation with the city on animal control. Elisa S. suggested that part of a citizen education effort with the YPD include reminders to dog owners of their responsibilities in protecting pedestrians and bicyclists. 5. Update on effort to contact the City of Bellingham and their process in developing a Pedestrian Master Plan. Joseph C. reported having made several efforts to contact appropriate personnel in Bellingham without success. He will make more attempts. 6. Update on the development of the list, of high incident sites, of pedestrian and vehicular collisions. Police spokesperson Mike Bastinelli was unable to attend this meeting. He is invited to the September 12th meeting to further this project and the public education project on interaction of motorized vehicles with pedestrians and bicyclists. Shirley S. stated that she reviewed several educational videos produced by Whatcom county and found them very informative. 7. Update on the planned "roundabouts" at Fruitvale Blvd and 34' Ave. Work is expected to start in 2019 on these two projects. The committee was concerned about the speed limit on Fruitvale Blvd and issues slowing that traffic. Brett S. noted that the speed limit will be 15 mph and that lane narrowing via usage of chicanes will help slow approaching traffic. The committee was concerned about sidewalk and bicycle lane plans being incomplete. Brett S. will provide more complete plans as they are finished. 8. Update on bicycle rack public input survey. Trevor M. reported that the survey is ongoing and he will provide detailed report at September 12th meeting. Committee wanted to know if the renovations at Randall Park included bicycle racks and if bike racks were being installed at Kissel Park. Inquiries to Ken Wilkinson for next meeting. Neil M. suggested that a future agenda item might be the need to develop a city ordinance addressing the need of bicycle racks at all new public and private development projects.
