Vice Chairman called the meeting to order at 10 AM.
1. Approve the minutes of June 13th meeting.
2. Welcome and introduction to Mike Bastinelli, YPD Spokesperson.
3. Discussion on Pedestrian and Bicycle Safety with Mr. Bastinelli:
After discussion of the need for greater safety concerning the interaction between
automobiles and pedestrian/bicyclists it was agreed that a joint press release stressing
education of all users of roadways was needed. The YPD and other city staff (Randy
Beehler?) will develop a message with a positive attitude. They will provide this
message both in English and Spanish and hopefully coordinate with school districts to
remind drivers of the start of school putting pedestrians and cyclists in potential harms
way. Mr. Bastinelli will bring a report on his efforts to the August 8th meeting.
Mr. Bastinelli will work with Sergeant Moore of YPD traffic division to develop a list of
traffic pedestrian conflict locations. These locations would be reviewed by the
committee as potential sites for traffic calming and/or signage to reduce danger points.
B. Sheffield will review the sites listed in the June 2018 minutes and suggest near term
mitigation strategies for the August 8th meeting.
4. Discussion of City of Yakima ADA Transition Plan and Self Evaluation Report:
B. Sheffield reported that 1400 ADA ramps have been added or replaced through out
the city since 2008. The city has a 20 year plan to adapt crossing signals with audible
signals to assist sight impaired pedestrians. The city has budgeted $30,000 per year for
these renovated crossings.
B. Sheffield stated that it would need a budget of up to $200,000 per year to continue
retrofitting all the city street crossings with ADA approved ramps. Those funds have not
necessarily been allocated each year. There were some questions concerning the
prioritization of potential improvement sites and B. Sheffield will review the process and
report back at the August 8th meeting.
The city continues to apply for grants to fund these projects such as Safe Routes to
Schools and other state programs. Yakima Transit is a partner in building sidewalks and
ADA compliant facilities on transit routes funded by Federal grants.
5. Discussion of Pedestrian Master Plan:
B. Sheffield will research potential funding sources for a pedestrian master plan and will
inquire about the costs of Bellingham Washington's master plan.
6. Update of TIP projects:
B. Sheffield will work with city legal staff to update Title 12 city code to facilitate bicycle
lanes on roadways near Soza Sports Complex. Design on the roadways near Soza are
delayed due to issues with the Yakima Airport changes. The project on west Power
House Rd will probably receive funding in spring of 2019. B. Sheffield will bring design
of River Rd and roundabouts on Fruitvale and 34th Ave to next meeting. The project on
North 1st street is designed and on schedule. The East/West Corridor project is
designed, right of way is being acquired and construction will start in 2019.
7. Deliverables for August 8t' meeting:

Review and report on the ADA site priority process.
Inquire on funding source and cost of Bellingham Pedestrian Master Plan.
Work with city legal department on Title 12 update.
Provide committee with designs of River Rd and roundabouts on Fruitvale and 34th Ave.
Bring list of sites that need mitigation of vehicle and pedestrian conflicts started by
Officer N in June meeting.
