Chairman Neil McClure called the meeting to order at 10 AM
1. Approve minutes for February 14, 2018 meeting:
Minutes approved without changes.
2. Good of the Order.
Introduction and welcome to new member Paul Cook.
3. Discussion on bike racks:
Ken Wilkinson, Yakima Parks and Recreation Department Manager, was unable to attend but provided
handout with different types and prices of racks available.
A discussion on prioritizing placement of racks led to a plan to use "crowd sourcing" application,
developed by city "IT" staff, to locate existing, damaged and preferences for new installations on
interactive map. Joseph C. and Trevor M. will work with IT to develop the "APP".
Neil M. proposed that the committee study the need for a policy to address bike rack installation as a
ratio to auto parking spaces by developers, possibly as future agenda item.
Brett S. noted that as part of the Safe Routes to School projects bicycle racks were being included on
some projects.
4. Discussion on pedestrian safety:
General concern over the safety of pedestrians attempting to cross multi -lane streets and lack of
motorist following yield laws to pedestrians led to a request for current auto vs bicycle and pedestrian
collision data report. Brett S. will supply for next meeting.
Phil M. requested explanation on the lack of a crosswalk on west side of intersection at 40th Ave and
Fruitvale Blvd. Brett S. explained that the intersection has multiple jurisdictions controlling different
borders; Washington State DOT, City of Yakima, Yakima County and Yakima Greenway all have some
control. Phil M. pointed out the danger caused by the missing crosswalk to pedestrians or bicyclists
who could be tempted to cross on the west side to avoid time delays. Brett S. will make inquiry as to
possible solutions.
Inquiry was made as to the progress on the cities retrofitting to LED street lights. Brett S. explained
that the city had faced issues with the inspectors from Washington State Labor and Industries not
approving some installations, but that is being resolved. Light placement priorities should aid
pedestrians.
A request was made for a representative from Yakima Police Department to attend May meeting.
A request was made for the city ADA transition plan as a starting point for a Pedestrian Master Plan,
which Brett S. will forward so that members can preview before May meeting.
5. Brett. S. reviewed upcoming requests for TIP projects:
Safe Routes to School call for projects April 27th include improvements for McKinley Elementary
(Pedestrian activated stop light at 13th Ave and Tieton Ave).
Apple Valley Elementary request for sidewalk on east side of 88th Ave, Tieton Ave. to Summitview.
Bike/Ped call for projects by May 11th include bike lanes on West Powerhouse, bike lanes on 5th Ave
and change 24th Ave between Washington and Nob Hill to 3 lanes with bike lanes.
Discussion on better signage at 40th Ave and Chestnut crossing which Brett. S. will pursue. Possibly a
black and white "regulatory" stop advisory type.
