Vice Chairman Phil Mattoon called the meeting to order at 10:00 AM
1. Good of the Order, Additions to Agenda
Phil asked that members arrive on time.
Ken began introductions to Jason White from committee members.
Joseph Calhoun reminded committee of need to elect a new Secretary.
2. Approval of Minutes from January 10th, 2018
Approved with change of date to reflect 10/01/2018.
3. Motion to elect Shirley Strader as committee Secretary
Motion approved without dissent.
4. Bike Racks in Parks: Ken Wilkinson, Yakima Parks and Recreation manager report.
No bicycle racks are currently available.
Mr. Wilkinson reported a history of vandalism has caused fewer racks in place.
Anecdotal evidence that "artistic" racks have not been vandalized.
Phil pointed out that the Bicycle Master Plan calls for deployment of five racks per year.
Ken W. suggested that strategic placement of racks was called for, destinations of journeys were
especially important.
Ken J. thought that placement of the racks in locations other than parks would encourage more bicycle
usage.
Ken W. will report at March 14th meeting on costs and possible placement sights.
5. TIP Projects update from Brett Sheffield:
Work is continuing on grant applications which are due April 15, 2018.
Discussion on bicycle lanes near Sozo sports complex disclosed ongoing cooperation with Yakima
County for bike lanes on Spring Creek Rd and need to possibly lower speed limit. Engineering is
working on changing road lane width from 15 feet to 10 feet and adding 5 foot bike lanes. Brett
mentioned that the city needs to update Title 12 ordinance for development standards and he is
working with the city legal department to schedule those changes.
Update on "East-West" Corridor project reveals that negotiations are underway for right of way and
hopefully will be concluded by end of 2018. Bravo Company Blvd. will have sidewalks and bike lanes.
Brett stated that all the projects in the TIP will have sidewalks and bike lanes with the exception of the
intersection of Fair Avenue and East Nob Hill Blvd only having sidewalks.
Update on Cowiche Canyon Trail project states that the "city" met with the residents impacted by the
trail February 8th and negotiated a general agreement with those landowners for the route of the trail.
A flashing beacon enhanced crosswalk at Power House Rd and Cowiche Canyon trailhead is part of
design.
Design work is underway for round -a -bouts at 34th Ave and Fruitvale Blvd. Funding is available for
construction, design should be available in two months. River Rd will be improved from 34th Ave to
40th Ave. with a small round -a -bout at 34th and River Rd.
6. Pedestrian -Auto collision action plans:
Shirley presented "Vision Zero" information to committee and discussed need for the city to promote
safety programs. The committee was supportive of need for drivers to be accountable for their actions
while driving. Jason commented that he sees this as a priority for building community bonds in the
neighborhoods.
Ask staff to bring information on the number of collisions at 24th Ave and Lincoln Blvd.
Motion to invite City of Yakima Police representative to next meeting to discuss safety issues for
pedestrians was approved.
7. Bicycle Master Plan presentation to council: Committee asked Jason if he thought that the rest of the
council would be open to having a briefing on the BMP before they vote on its possible adoption on
March 6, 2018 council meeting. Jason and Brett will inquire as to the council and city manager's
viewpoint as for need for briefing.
8. Motion to adjourn was approved at 11:30
