Minutes for Meeting of January 25, 2017
CaII to Order
Commission Chair Kenmotsu called the meeting to order at approximately 5:30 P.M.

Mann, Nancy Rayner, Karl Pasten
Absent: None
Quorum: Quorum present

III. New Business
A. Election of Chair and Vice -Chair
The Commission bylaws require the Chair and Vice -Chair to be elected at the first
meeting of the year. Ms. Rayner first nominated Ms. Stohr as Chair. Ms. Storrs asked if
commissioners could self -nominate, which is appropriate, and expressed her desire to be
Chair. The two nominees discussed and decided that Ms. Storrs would be Chair and Ms.
Stohr would be Vice -Chair. Ms. Rayner made a motion to that effect, Mr. Mann
seconded. Motion carried.
B. Approval of December 7, 2016 Minutes
The meeting minutes from December 7, 2016 were presented for discussion. A motion
was made by Mr. Mann to approve as submitted, Ms. Kenmotsu seconded. Motion
carried.
C. 2017 Work Program
Ms. Kenmotsu provided a brief synopsis of past work programs of the Commission. The
intent is to develop a list of projects that the Commission can promote and work on in the
coming year. The following project ideas were discussed:
• Become more involved in the Capitol Theatre
• Create a simple fact sheet of the History of Yakima for residents and tourists
• Fruit Row Historic District
• Historic Building Tours
• Farmers Market Outreach
• Naches Avenue: Potential for walking tours, open house(s), Historic District.

These items will be discussed and ranked at the February meeting.
D. Commission Terms and Expiration
The positions held by Mr. Mann and Ms. Rayner expire on June 30, 2017. Both
commissioners feel it is time for new people to come on board. Commissioners are
encouraged to reach out to potential candidates and let them know how they can apply.
IV. Old Business
A. Historic Preservation Element — 2040 Comp Plan
Mr. Calhoun presented the Historic Preservation Element draft that is part of the City's
overall 2040 Comprehensive Plan update. This is an optional element of the Growth
Management Act (GMA). The draft was drawn mostly from the Historic Preservation Plan
that was developed in 2016 by Artifacts. Commissioners discussed the draft element and
provided the following edits:
• Include a side -bar graphic that differentiates Heritage and Historic.
• Section 8.2 Survey and Listing: revise the narrative format to a table or graphic to
document current properties on the register.
• Section 8.3 City Facilities: add a sentence discussing the seeking of grant
funding and partnerships.
• Policy 8.1.3(a): separate as its own policy number and clarify tax and other
funding sources.
B. 2016 Historic Preservation Awards
Mr. Calhoun listed the potential candidates for each award category discussed at the
December 7, 2016 meeting. Commissioners discussed each category as follows:
Research: For his extensive research and published documents on Yakima's history,
and specifically his recent published book "Kamiakin Country," Jo Miles was nominated
for this award. A motion was made by Ms. Kenmotsu, Ms. Rayner seconded. Motion
carried.
Person: In light of his recent retirement from the Yakima Museum and his many
contributions to promoting Yakima's history, John Baule was nominated for this award. A
motion was made by Ms. Rayner, Mr. Mann seconded. Motion carried.
Property: For his recent rehabilitation improvements to the Emporium building (Semon
building) at 121 East Yakima Avenue, Jason Eaton was nominated for this award. A
motion was made by Ms. Rayner, Ms. Kenmotsu seconded. Motion carried (Mr. Mann
abstained).
Awards will be formally presented at the February 22, 2017 Historic Preservation
Commission meeting, with recognition at the March 7, 2017 City Council meeting.
Mr. Calhoun also provided a copy of the state-wide DAHP award announcement.
Nominations are due March 17, 2017.
C. Fruit Row Update
Mr. Calhoun provided an update on the Fruit Row Historic District. Staff has developed
an informational brochure that is being used to obtain financial support for the nomination
process. Mr. Mann brought up the possibility of creating label murals on the buildings,
similar to the murals in Toppenish, to incorporate the historic value and art of old fruit
labels.

A. General Discussion of other items not on the agenda

VI. Citizen Participation
Councilman Bill Lover discussed options for the Wilson Building, land -banking, and how the
Commission interfaces with the Downtown association.
VII. Adjournment
The meeting was adjourned at approximately 7:30 p.m. to the next scheduled meeting which
will be held on Wednesday, February 22, 2016, at 5:30 p.m. in the City Hall Council
Chambers.
