41! AN ORDINANCE relating to city government administration; creating
a Yakima Center Advisory Commission and defining
its membership, organization and duties; enacting
lk Chapter 1.88, "Yakima Center Advisory Commission", as
a new chapter of the City of Yakima Municipal Code.
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. Chapter 1.88, "Yakima Center Advisory Commission",
and the following various sections thereof are hereby enacted as
a new chapter and new sections of the City of Yakima Municipal Code
to read as follows:
"Chapter 1.88

ql, YAKIMA CENTER ADVISORY COMMISSION
1.88.010 Yakima Center Advisory Commission created--
General duties. A Yakima Center Advisory Commission is hereby
created as an advisory body to make recommendations to the
City Council on matters specified in Section. 1.88.050 of this
chapter. The commission shall make such recommendations con-
cerning policy matters related to the Yakima Center, but shall
not engage in any administrative functions concerning the
operation of the Yakima Center.
• 1.88.020 Appointment and term of members. •
A. The Yakima Center Advisory Commission shall consist
of seven (7) regular members appointed by the City Council.
The Center Manager shall be an ex-officio member of the Com-
mission; the City Council may appoint such other ex-officio
members as it deems necessary; however, ex-officio members
shall act in an advisory capacity to the Commission and may
III not vote on recommendations made by the Commission, or on
other items of Commission business.
B. The term of office of each member, other than ex-officb
members, is for four (4) years unless that tenure shall- expire
by reason of death, resignation, inability to serve or by
removal by the City Council; provided, original appointments
shall be made so that two members are appointed for four years,
two members for three years, two members for two years and
one .member for one year. No member may be appointed to succeed
himself in office except for those original members appointed
for less than four year terms and except for members appointed
to fill unexpired terms. No retired member may be reappointed

be filled for the unexpired term in the same manner as the
original. appointment.

1.88.030 Appointment of chairman and secretary.
A. At the first meeting of the Commission after January
1 of each year the members shall appoint one of their regular
members as Chairman and one as Vice - Chairman, each of whom
shall hold office for one year and until a successor is
appointed.
B. The Center Manager shall serve as secretary to the
Yakima Center Advisory Commission.
1.88.040 Meetings -- Removal of members.
A. The Advisory Commission shall hold a regular meeting
at least once each two calendar months. If any regular mem-
ber of the Advisory Commission does not attend two (2) con-
secutive regular meetingg, unless excused by the vote of
the Advisory Commission, his membership thereon shall auto-
matically terminate. Special meetings may be called at any
time by the Chairman, or Vice - Chairman in the Chairman's
absence; and the Chairman shall call a special meeting at
the request of any three regular members. Minutes of each
meeting shall be kept and sent to the City Manager and City
Council.
B. Any regular member of the Advisory Commission may
be removed from office at any time by a vote of the majority
of the members of the City Council for inefficiency, neglect
of duty or malfeasance in office, without the necessity for
a public hearing.
1.88.050 Duties of Commission. The Yakima Advisory Com-
mission shall:
1. Study, consider and develop long range plans for
the use of the Yakima Center.
2. Recommend the type of service to be rendered and
keep abreast of developments in the convention
industry so as to be able to advise the City Mana -
ger and City Council on center operation.
3. Study and recommend Center improvements, including
methods of financing and lease arrangements.
4. Review and recommend a master plan for the long
range use and development of the'Center.
5. Advise the City Manager on priorities for inclusion
in the Center budget and revenue budget recommenda-
tions to the City Council.
t. The Advisory Commission shall recommend such rules
and regulations as provided for in the Center manage-
ment contract to the City Manager as it shall deem
necessary or desirable for the operation of the
Center.

41/ 7. Perform other related activities as requested by
the City Council or by the City Manager.
All reports and recommendations of the Advisory Commis-
sion shall be submitted to the City Manager."
Section 2. This ordinance shall be in full force and effect
thirty days after its passage, approval and publication as provided
by law and by the City Charter.
