Roll Call Council: Mayor Kathy Coffey, presiding,Assistant Mayor Dulce Gutierrez, Councilmembers Holly Cousens and Jason White Staff: City Manager Moore, City Attorney Cutter and City Clerk Claar Tee Absent and excused: Councilmembers Kay Funk, Carmen Mendez and Brad Hill Due to lack of quorum, the scheduled start time of the meeting was delayed. Mayor Coffey called the meeting to order at 5:45 p.m. 2. Agenda preview for July 2 and 16, 2019 draft agendas City Manager Moore reviewed the July 2 and 16, 2019 draft agendas. 3. City Manager update City Manager Moore reported the Downtown Association of Yakima recently stopped sponsoring insurance for cruise events, which led to the cancelation of a recently scheduled cruise. Councilmember White requested additional information regarding insurance rates as it relates to City sponsored events. Community Development Specialist Colleda Monick will research and provide additional information in the near future. City Manager Moore stated the Council received a request from a constituent about banning plastic straws and Styrofoam in the City of Yakima. It was Council consensus to not pursue this issue. Councilmembers expressed interest in HB 1406, which would allow the City to recover a sales and use tax revenue up to the maximum amount permitted under the bill. This tax recovery may only be used for"acquiring, rehabilitating, or constructing affordable housing." City Manager Moore anticipates bringing this back on the July 16 Council agenda. City Manager Moore asked for specific guidance related to the downtown definition and Strategic Plan updates.After discussion, it was consensus to have a study session regarding the Downtown Master Plan to possibly include a citizen survey. Councilmembers also discussed having the Community Integration Committee research why some community members don't utilize the downtown area of the City. 4. Adjournment MOTION: Gutierrez moved and Cousens seconded to adjourn to the next Council regular meeting on July 2, 2019, at 5:30 p.m. in the Council Chambers at City Hall. The motion carried by unanimous vote, Funk, Hill and Mendez absent.
