Roll Call Council: Mayor Kathy Coffey, presiding, Councilmembers Holly Cousens, Kay Funk and Jason White Staff: Acting City Manager Cutter and City Clerk Claar Tee Absent and excused: Councilmembers Dulce Gutierrez, Brad Hill and Carmen Mendez 2. Pledge of Allegiance Mayor Coffey led the Pledge of Allegiance. 3. Interpreter Services Mayor Coffey introduced Juven Garcia who announced interpreter services are available. 4. Open Discussion for the Good of the Order A. Presentations / Recognitions/ Introductions Yakima County Development Association report Jonathan Smith, Executive Director, provided an update on Yakima County Development Associations 2018 accomplishments. 5. Council Reports None. 6. Consent Agenda Mayor Coffey referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from Council members present. Item 6A(now 8) and 6F (now 9)were removed removed from the consent agenda, which renumbered the agenda. The City Clerk read the Consent Agenda items, including resolutions and ordinances, by title. (Items on the Consent Agenda are handled under one motion without further discussion—see motion directly below.) MOTION: Cousens moved and White seconded to approve the consent agenda. Set date of July 16, 2019, for a closed record public hearing to consider the Yakima Planning Commission's recommendation regarding the pre|inninary plat of Vista Ridge Phase 2 located in the vicinity of872nd Ave & Coolidge Rd. E. Resolution setting public hearings on July 2 and July 16, 2019, to review and adopt the Six-year Transportation Improvement Program and amend the Capital Facilities Element of the Yakima Urban Area Comprehensive Plan for the period of 2020 to 2025 RESOLUTION NO. Fl-2019-862' A RESOLUTION setting thednnes and place for hearings on July 2nd and July 16th, 2019 in the city of Yakima Council Chambers to review and adopt the Six-year Transportation Improvement Program and amend the Capital Facilities Element of the Yakima Urban Area Comprehensive Plan for the period of202U-2U25. F. This item was removed from the consent agenda becoming item 9 G. Ordinance updating Classification and Compensation Plan for City Employees 3eodon2.2O.1OO ORDINANCE NO. 2019-011'AN ORDINANCE relating to City personnel; adopting a classification and compensation plan for City employees to be effective July 21, 2019; and repealing all preceding pay ordinances in the City ofYakima Municipal Code. 7' Public Comment TnnyCourcy. City resident, spoke on several issues. La Casa Hogar board members Priscilla Trevino and David Morales, along with Executive Director Laura Armstrong, provided o report on the citizenship class and requested a letter of support from Council for an upcoming grant application for citizenship work. Community Integration Committee Member Sandra Aguilar spoke in support of their request. MOTION: Cousens moved and White seconded to add the letter of support on the July 2nd agenda. The motion carried by unanimous vote, Gutierrez. Hill and Mendez absent. Luz Gutierrez, City resident, shared her concern about the low sales tax projections onUthe 2O19budQeL Robert Strader, City resident, spoke in support of the agreement with Spark Northwest. DEPARTMENT ITEMS 8. Accept Council Committee minutes Councilmember Funk shared her thoughts on what the minutes should reflect. Additionally, she — asked about the status of a grant application reported in the April Partnership Committee minutes. Community Development Director Davenport reported they are monitoring the grant status; however, the information has not yet been released. MOTION: Cmusenm rnoYgd and White seconded to accepted the Council Committee Page 2of4 35 minutes. The motion carried by unanimous vote, Gutierrez, Hill and Mendez absent. 9. Ordinance amending the City of Yakima Municipal Code Chapters 7.12, 7.50, and 7.60 regarding metering of wastewater utility connections Wastewater Manager Mike Price briefed Council on the ordinance. The City Clerk read the ordinance by title only. / MOTION: Cousens moved and White seconded to pass the ordinance. The motion carried by unanimous vote, Gutierrez, Hill and Mendez absent. ORDINANCE NO. 2019-012, AN ORDINANCE relating to required meters for wastewater utility services; amending Sections 7.12.030, 7.50.060, 7.50.110, 7.50.120, and 7.60.050 of the Yakima Municipal Code regarding metering of wastewater utility connections. 10. Resolution authorizing a Memorandum of Understanding with Spark Northwest for the Solarize Yakima Campaign Randy Beehler, Communications and Public Affairs Manager, briefed Council on the item.After discussion, the City Clerk read the resolution by title only. MOTION: Cousens moved and White seconded to adopt the resolution. The motion carried by unanimous vote, Gutierrez, Hill and Mendez absent. RESOLUTION NO. R-2019-063, A RESOLUTION authorizing an agreement with Spark Northwest for the Solarize Yakima project. 11. Ordinance amending the 2019 Budget for the City of Yakima; and making appropriations from Unappropriated Fund Balances within various Funds for expenditure during 2019 for various purposes including 2018 encumbrances (First Reading) Steve Groom, Director of Finance and Budget, briefed Council on the appropriation ordinance. Mayor Coffey noted this is a first reading and will be brought back at the next Council regular meeting for approval. The City Clerk read the ordinance by title only.AN ORDINANCE amending the 2019 Budget for the City of Yakima; and making appropriations from Unappropriated Fund Balances within various Funds for expenditure during 2019 for various purposes including 2018 encumbrances. 12. Discussion of potential amendments to the Yakima Municipal Code, including adding the definition of"inoperable" as the term relates to junk vehicles Senior Assistant City Attorney Sara Watkins briefed Council on the ordinance. Senior Assistant City Attorney Brooke Gooseman and Code Administration Manager Joe Caruso reviewed the suggested amendments.After Council discussion, it was consensus not to take any action. 13. Other Business MOTION: White moved and Cousens seconded to add Community Integration Council representation to the next agenda. The motion carried by unanimous vote, Gutierrez, Hill and Mendez absent. 14. Adjournment MOTION: Cousens moved and White seconded to adjourn to a City Council special meeting on June 24, 2019, at 5:30 p.m. in the Council Chambers at City Hall. The motion carried by unanimous vote, Gutierrez, Hill and Mendez absent.
