AN ORDINANCE relating to traffic control; designating City Hall Park- ing Lots and prohibiting parking therein of unauthorized vehicles and authorizing their impoundment; amending Section 9.50.677 of the City of Yakima Municipal Code; and declaring an emergency. BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. Section 9.50.677 of the City of Yakima Municipal Code is hereby amended to read as follows: "9.50.677 City Hall parking lot--Parking reulated--Parking permit--Enforcement. A. The parking lots owned by the City consisting of Lots 4 and 5, Block 48, and Lots 13, 14, 15 and 16, Block 49, of the Town of North Yakima (now Yakima), Washington, according to the plat thereof recorded in Volume A of Plats, page 10, and re-recorded in Volume E, page 1, records of Yakima County, • Washington, are hereby designated as City Hall Parking Lots. B. Signs shall be conspicuously posted warning against parking of unauthorized vehicles at the City Hall Parking Lots designated in Subsection 9.50.677 A, which signs shall also warn that unauthorized parked vehicles are subject to impound- ment, and when such signs are so posted, it shall be unlawful for any person to park a vehicle in the City Hall Parking Lots unless the parked vehicle is a marked city owned vehicle, or unless there .is displayed within the parked vehicle a valid parking permit, issued pursuant to Subsection 9.50.677 C, so as to be plainly visible and legible from a point outside the vehicle near the driver's position. C. The issuing of parking permits referred to in Subsec- tion 9.50.677 B shall be administered by the Customer Services Manager of the City. The permits shall be issued to such mem- bers of the management group of the City as designated by a policy or rules and regulations, as adopted or amended from time to time, of the Customer Services Manager, subject to approval by the City Manager. D. The procedures for enforcing the parking prohibitions of this section shall be those procedures provided by Chapter 9.60, 'Enforcement', of the City of Yakima Municipal Code as applicable to parking violations, provided that the Chief of Police or his agent is authorized to immediately impound or cause to be impounded any unauthorized vehicle parked in City Hall Parking Lots described in Subsection A of this section. 111 The applicable provisions of Chapter 6.84 of the City of Yakima Municipal Code shall govern towing, storage, redemption or other disposition of any vehicle impounded pursuant to this section." Section 2. This ordinance is one to provide for the immediate preservation of the public peace, property, health, safety and welfare of the people of the City of Yakima and an emergency is hereby declared to exist and this ordinance shall be in full force and 411 effect immediately upon its passage, approval and publication as provided by law and by the City Charter.
