Roll Call 25 Council: Mayor Kathy Coffey, presiding, Assistant Mayor Dulce Gutierrez, Council Members Holly Cousens, Kay Funk, Brad Hill, Carmen Mendez and Jason White Staff: City Manager Moore, City Attorney Cutter and City Clerk Claar Tee 2. Agenda preview for June 4 and 18, 2019 draft agendas City Manager Moore reviewed the June 4 and 18, 2019 draft agendas. Senior Assistant City Attorney Faul answered questions regarding the TBD item, and it was consensus to change the authority to the City Manager and Public Works Director. Assistant City Attorney Schaap responded to questions on limited commissions. 3. City Manager update City Manager Moore updated Council on the letter to Yakima County Department of Corrections regarding cost of medical care for inmates and will bring back information on potential cost savings. City Manager Moore briefed Council on the following items: water bill issue with Astria Regional Medical Center, the AWC Conference on June 25-28 in Spokane; Assistant City Manager and Deputy Fire Chief positions and Senate Bill 5497 / ICE flights. Joan Davenport, Community Development Director, updated Council on the mill site. Scott Schafer, Director of Public Works, reported on the LED streetlight project. Council discussed the need for a Planning Commission liaison. Assistant Mayor Gutierrez and Councilmember Cousens will attempt to take turns attending meetings. City Manager Moore stated his response to the YPPA will be provided to the Council on Thursday, May 30. Councilmembers suggested an executive session to review YPPA's concerns and Mr. Moore's response. 4. Council Committee update Councilmember White provided a brief update on the Council Economic Development Committee meeting. Assistant Mayor Gutierrez asked about the City's requests to the School District. City Manager Moore updated Council on his recent meeting with School District Associate Superintendent Scott lzutsu and will share his draft response to Superintendent Ilion with Council. 5. Adjournment Page 1 of 2 26 MOTION: Gutierrez moved to adjourn to the next Council Business Meeting on June 4, 2019, at 5:30 p.m. in the Council Chambers at City Hall.
