HomeMy WebLinkAbout05/21/2019 Business Meeting/Executive SessionYAKIMA CITY COUNCIL May 21,2019 City Hall -- Council Chambers 5:00 p.m. Executive Session, 5:30 p.m. Regular Meeting -- MINUTES EXECUTIVE SESSION Executive Session regarding land and property considerations Council: Mayor Kathy Coffey, presiding, Assistant Mayor Dulce Gutierrez, Councilmembers Holly Cousens, Kay Funk and Jason White Absent and excused: Councilmembers Brad Hill and Carmen Mendez MOTION: Gutierrez moved and Funk seconded to adjourn to Executive Session for up to 30 minutes to discuss land and property considerations. The motion carried by unanimous vote, Hill and Mendez absent. Executive Session was held and adjourned at 5:15 p.m. 1. Roll CaII Council: Mayor Kathy Coffey, presiding, Assistant Mayor Dulce Gutierrez, Councilmembers Holly Cousens, Kay Funk and Jason White Staff: City Manager Moore, City Attorney Cutter and City Clerk Claar Tee Absent and excused: Councilmembers Brad Hill and Carmen Mendez 2. Pledge of Allegiance Mayor Coffey led the Pledge of Allegiance. 3. Interpreter Services Mayor Coffey introduced Juven Garcia who announced interpreter services are available. 4. Open Discussion for the Good of the Order A. Proclamations LGBTQ Pride Month proclamation Councilmember Cousens proclaimed the month of June 2019 as LGBTQ Pride month and Cristina Ortega accepted it. ii. Hispanic Academic Achievers Program proclamation Assistant Mayor Gutierrez proclaimed May 24, 2019, as Hispanic Academic Achievers Page 1 of 4 21 22 Program Day and Berenice Ponce accepted it. B. Presentations / Recognitions / Introductions Recognition of City's Investment Policy by Washington Public Treasurers Association Steve Groom, Director of Finance and Budget, presented Council with the Washington Public Treasurers Association certificate recognizing the City of Yakima on its policy for meeting or exceeding standards of excellence. Council Reports A. Councilmember Funk's request for written clarification on which meetings she can and cannot attend Mayor Coffey presented a letter to Councilmember Funk clarifying the censure. Councilmember Funk thanked Mayor Coffey for the clarification since this is a new procedure. 6. Consent Agenda Mayor Coffey referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from Council members present. Items 6A (now 8), 6D (now 9) and 6E (now 10) were removed from the consent agenda, which renumbered the agenda items. The City Clerk read the Consent Agenda items, including resolutions and ordinances, by title. (Items on the Consent Agenda are handled under one motion without further discussion—see motion directly below.) MOTION: Gutierrez moved and Cousens seconded to approve the consent agenda. The motion carried by unanimous vote, Hill and Mendez absent. A. Accept Council Committee minutes B. Approve payment of disbursements for the period April 1 - 30, 2019 C. Project Completion and Contract Acceptance for Insituform Technologies, LLC - Project 2470 Wastewater Collection System Improvements Priority 2 D. Resolution authorizing an Airport Lease Agreement with Yakima Coffee Castle, LLC, for property located at 2412 West Washington Ave, Yakima Air Terminal - McAllister Field RESOLUTION NO. R-2019-052, A RESOLUTION authorizing an Airport Lease Agreement with Yakima Coffee Castle, LLC, for property located at 2412 West Washington Ave, Yakima Air Terminal -McAllister Field. E. Resolution declaring a totaled 2013 Ford F-150 to be surplus to the needs of the City and authorizing sale of the vehicle to the State Farm Insurance Company RESOLUTION NO. R-2019-053, A RESOLUTION declaring a totaled 2013 Ford F-150 to be surplus to the needs of the City and authorizing sale of the vehicle to the State Farm Insurance Company. F. Resolution acknowledging prior declaration that City -owned property located at 2312 W. Nob Hill Boulevard is surplus to the uses and needs of the City, Page 2 of 4 23 authorizing disposition and approving Agreement of Purchase and Sale for said property to Heyden Properties LLC RESOLUTION NO. R-2019-054, A RESOLUTION acknowledging the prior City Council determination declaring the property located at 2312 West Nob Hill Boulevard, Yakima, to be surplus to the uses and needs of the City and subject to disposition; and approving an Agreement Of Purchase And Sale. Public Comment The following people spoke against the ICE flights utilizing the Yakima Airport: Dolores Gonzalez, non-resident; Ruthi Roth, non-resident; Hannah Fredeen, non-resident; Dan Chapman, City resident; Noemi Sanchez, City resident; Robert Salas, City resident; Celena Barajas, City resident; Giovanni Severino, City resident, and City resident Janie Wright spoke on behalf of the Yakima Immigrant Response Network. Roman Kilinkaridis, City resident, asked several questions and was referred to the City Manager. Brandy Schwartz, President of the Yakima Valley Landlords Association (YVLA), along with members of the YVLA, offered their assistance and expertise on affordable housing issues. Jerry Mellen, City resident, criticized the City Manager form of government. Jean Ragland, non-resident, thanked Council for supporting the LGBTQ community. DEPARTMENT ITEMS Approval of the minutes from the May 7, 2019 City Council regular meeting and May 8, 2019, City Council special meeting Councilmember Funk stated she meant to remove the Council Committee minutes from the consent agenda. MOTION: Cousens moved and Gutierrez seconded to approve the minutes from May 7 and 8, 2019. The motion carried by unanimous vote, Hill and Mendez absent. 9. April 2019 Investment Transactions report Councilmember Funk recognized Finance & Budget Director Groom for a great report. MOTION: Gutierrez moved and Cousens seconded to approve this item. The motion carried by unanimous vote, Hill and Mendez absent. 10. 2019 1st Quarter Accounts Receivable Status Report Councilmember Funk praised Finance on the report. MOTION: Gutierrez moved and Cousens seconded to approve this item. The motion carried by unanimous vote, Hill and Mendez absent. 11. Fire System Records Management Program report Fire Code Inspectors Tony Doan and Jay DeLoza gave a presentation on the Fire System Records Management Program and proposed changes to the program, including the recommendation to adopt a recording fee. Councilmember Funk thanked the Fire Code Inspectors for a great presentation. Page 3 of 4 24 MOTION: Funk moved to support the imposition of the processing of inspection fees as expeditiously as possible and according to the recommendations just received. The motion failed for lack of a second. 12. 1st Quarter 2019 Capital Improvement Projects report Bob Desgrosellier, Acting Chief Engineer, presented the 1st Quarter 2019 Capital Improvement Projects report. 13. 2019 1st Quarter Financial report Steve Groom, Director of Budget and Finance, presented the 2019 1st Quarter Financial Report. 14. Discussion on R-2011-77 -- E -verify City/County Procurement Manager Sue Ownby introduced the item. MOTION: Gutierrez moved and White seconded to direct staff to bring back a resolution rescinding the federal E -verify program resolution passed in 2011 to the next Council business meeting. After discussion, Gutierrez raised a Point of Order that a comment was not germaine to the motion. Coffey stated the Point was well taken. The motion carried by a 3-2 vote, Funk and Cousens voting no, Hill and Mendez absent. 15. Other Business MOTION: Funk moved to add to the agenda at the next meeting a discussion of the City's policy about the ICE flights at the Yakima Airport. The motion failed for lack of a second. 16. Adjournment MOTION: Gutierrez moved and Cousens seconded to adjourn to a City Council special meeting on May 28, 2019, at 5:30 p.m. at City Hall.
