HomeMy WebLinkAbout1976-2011 ORGANIZING & SPECIFYING THE DUTIES OF THE OFFICE OF MANAGEMENT & BUDGET. ORDINANCE NO. AN ORDINANCE relating to Yakima city government administration; prescribing the organization and specifying the duties of the Office of Management and Budget; and amending Sections 1.18.080 and 1.18.081 of the City of Yakima Municipal Code. BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. Section 1.18.080 of the City of Yakima Municipal Code is hereby amended to read as follows: "1.18.080 Department of Mana.ement and Budget. Under the general direction of the Director of Manage- ment and Budget, the following offices shall perform the responsibilities and duties generally described as follows: 1. Office of Management and Budget. Under the supervigion of the Director of Management and Budget, this office shall: (a) Direct the operations of the various offices in the Department of Management and Budget; (b) Conduct analyses and make recommenda- tions to improve the organization, management and productivity of the operations of city government; (c) Provide management advice and assistance • to the City Manager as required. (d) Develop and administer a safety program for all employees to reduce accidents; (e) Develop and administer a training program for all employees to improve individual and organizational capabilities; (f) Perform such other duties as may be required by law or by the City Manager. 2. Office of Finance. Under the supervision of the Finance Officer, this office-.shall: (a) Compile the annual budget and prepare estimate b therefor; (b) Maintain a general accounting system for the city government and exercise bud- getary control over all expenditures by offices and departments; (c) Perform internal audits of all city financial affairs; (d) Prepare a monthly report of the fiscal activities of all funds for the pre- ceding month and such other reports as may be required by the City Manager. (e) Determine the structure and operational characteristics of all accounting sys- tems used in the city government. (f) Maintain control and a running inventory of all fixed assets of the City; (g) Perform such other services as may be required by law or the Director. 3. Office of Utility Accounting. Under the supervision of the Utility Accounts Manager, this office shall: (a) Receive all customer applications for utility services; (b) Collect and maintain data for billing and collection of all customer utility accounts; (c) Maintain a uniform utility accounting system for the water and sewer utilities as required by state law; (d) Turn-on and off services and investigate service problems; (e) Perform such other services as may be required by law or by the Director. 4. Office of Treasury. Under the supervision of the City Treasurer, this office shall: (a) Be responsible for the receipt, custody and disbursement of all city funds, all local improvement district funds, and other trust funds, keeping accurate accounts of all collections and dis- bursements for each fund; (b) Be the custodian of all city investments and bank collateral, investing idle funds as may be prudent and lawful; (c) Prepare and submit all financial state- ments and reports required by law; (d) Prescribe the times at and manner in which monies received by the several offices and departments of the City shall be paid into the Treasury or deposited in a bank; (e) Make deposits of City funds in banks in the manner prescribed by law; (f) Purchase and sell bonds for benefit of local improvement district funds and the Local Improvement District Guaranty Fund; (g) Maintain an office for the purpose of receiving all money paid as bail for non-moving traffic violation citations; (h) Perform such other services as may be required by law or by the Director. 5. Office of Information Systems. Under the superviion of the Information Systems Man- ager, this office shall: (a) Analyze and make recommendations for automation of information systems within the various offices and departments; (b) Design, program and maintain information systems for approved applications; (c) Analyse, design and implement record retrieval systems for approved applica- tions; (d) Maintain a working relationship with Yakima County's Data Processing Depart- ment in the operation of the City-County Joint Computer Center. (e) Perform such other services as may be required by the Director. 411 6. Office of Personnel. Under the supervision of the Personnel Officer, this office shall: (a) Prepare and maintain a classification plan based on the duties and responsibi- lities of positions in the municipal competitive service; (b) Administer procedures for the appoint- ment, promotion, discipline, and separa- tion of employees, including recruit- ment, testing, counseling and selection services for all departments and of- fices; (c) Establish and maintain a personnel record system; (d) Administer all rules and regulations pertaining to civil service, and provide staff assistance to the Civil Service Commissions; (e) Administer the City's Affirmative Action • Program; (f) Perform such other services as may be required by law or by the Director. 7. Office of City Clerk. Under the supervision of the City Clerk, this office shall: (a) Receive, on behalf of the City Council, all petitions, claims, filings for office and similar Official communica- tions; (b) Maintain a journal of Council proceed- ings, record and index file all ordinan- ces and resolutions and post notices and make publications as required by law; (c) Maintain all Council records, books, papers, contracts, bonds and other valuable documents of the City unless otherwise provided for by other appli- cable law; (d) Supervise City elections as the law may • require; (e) Administer the City licensing law; (f) Perform such other services as may be required by law or by the Director; 8. Office of Special Services. Under the super- vision of the Special Services Manager, this office shall: (a) Purchase all supplies, materials and services for the City, except the ser- vice of specialists, upon properly executed requisitions; -3- • (b) Store all supplies and materials not delivered to the various departments; (c) Supervise the care and maintenance of the City Hall and its Annex; (d) Supervise the disposal of surplus pro- perty; (e) Maintain and supervise a risk management program covering City buildings, equip- ment and personnel; 411 (f) Enforce the provisions of the City's traffic ordinances pertaining to non- moving traffic violations, concurrently with the Police Department. Metermen - employed in this office are hereby vested with authority to enforce such ordinances by placing notices on ille- gally parked vehicles, as prescribed by applicable ordinances, and by signing formal complaints for the issuance of warrants by the court for violations of such ordinances; (g) Service, maintain and repair parking meters; (h) Administer a records management program providing for the inventory, retention, and disposal of city records; (i) Assist the Director in the administra- tion of the Parking and Business Im- provement Area; (j) Supervise animal control officers in the enforcement of laws and ordinances relating to dogs and other animals; (k) Administer duplication services, and the word processing center. (1) Conduct management, operations and productivity analyses and perform such other services as may be required by the Director." Section 2. Section 1.18.081 of the City of Yakima Municipal Code is hereby amended to read as follows: "1.18.081 Animal Control Officer -- Duties and Authority. A. In order that the Special Services Manager may supervise Animal Control Officers in the enforcement of laws and ordinances relating to dogs and other animals pursuant to Section 1.18.080 8 (j) of this chapter, the position of Animal Control Officer is created. The Animal Control Officer shall be under the direction of the Special Services Manager and shall receive technical supervision from the Chief of Police. B. The Animal Control Officer shall enforce all ordinances" pertaining to the regulation, control and licensing of dogs and other animals in the City, concurrently with the Police Department. For that purpose, he is vested with authority to impound animals when required or authorized to do so by applicable city ordinances, to issue notices to persons who he has reason to believe have violated such ordinances, to sign formal complaints for the issuance of warrants by the court for violations of such ordinances, to cooperate with the health officer exercising jurisdiction in the City regarding the investigation of dog bites and -4- the quarantine of dogs for rabies examinations, and with authority to otherwise perform his duties imposed by this section and other ordinances of the City." Section 3. This ordinance shall be in full force and effect thirty days after its passage, approval and publica- tion as provided by law and by the City Charter.
