ORDINANCE NO. - DsyQa, AN ORDINANCE relating to building regulations; adopting by reference the Uniform Building Code, 1976 Edition, Copyright 1976 by the International Conference of Building Officials, regulating the erection, construction, enlargement, 41/ alteration, repair, moving, removal, conversion, demoli- tion, occupancy, equipment, use, height, area and main- tenence of buildings or structures in the City of Yakima; and amending Sections 11.04.010, 11.04.020, 11.04.030, 11.04.040, 11.04.050, and 11.04.060, and enacting new Section 11.04.070, all of the City of Yakima Municipal Code. WHEREAS, R.C.W. 35.21.180 authorizes cities and towns within the State of Washington to pass ordinances adopting by reference compilations and codes relating to the construction of buildings, and, WHEREAS, the City Council of the City of Yakima has heretofore examined and understands the scope and purpose of the regulations of the Uniform Building Code, 1976 Edition, copyright 1976 by the International Conference of Building Officials, and the "Regulations for Barrier-Free 41 dated October, 1976, promulgated by the Washington State Building Code Advisory Council, constituting supplements and amendments to the Uniform Building Code, and deems it in the best interests of the City that such Uniform Building Code and Regulations For Barrier-Free Facilities be adopted as the law of the City of Yakima, and WHEREAS, three copies of such Uniform Building Code and those Regulations have heretofore been filed and are now on file in the Office of the City Clerk of the City of Yakima for use and examination by the public, as required by law, now, therefore, BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. Section 11.04.010 of the City of Yakima Municipal Code .is hereby amended to read as follows: "11.04.010 Adoption of Uniform Building Code. The Uniform Building Code, 1976 Edition, Copyright 1976 by the International Conference of Building Officials, consisting of the Uniform Building Code and a separate supplement volume thereto entitled 'Standards', of which not less than three copies each have been and now are on file in the office of the City Clerk of the City of Yakima, is hereby adopted and incorporated as fully as if set out in full herein, as the building code of the City Of Yakima, except as hereinafter amended, and the provisions and regulations thereof are hereby adopted as the provisions and regulations of the City of Yakima; and the several sections or numbers therein shall con stitute, and may be referred to as, the numbers of this chapter." Section 2. Section 11.04.020 of the City of Yakima Municipal Code is hereby amended to read as follows: "11.04.020 Amendment to Section 201. Section 201 of the Uniform Building Code, as applied to the City of Yakima, is hereby amended to read as follows: 'SECTION 201. There is hereby established in the City of Yakima the Division of Code Administration in the Depart- ment of Community Development which shall be under the juris- diction of the Chief of Code Administration designated by the appointing authority. Wherever the term Building Official is used in this code it shall be construed to mean the Chief of Code Administration.'" Section 3. Section 11.04.030 of the City of Yakima Municipal Code is hereby amended to read as follows: "11.04.030 Amendment to Subsection 2305 (d). Subsection 2305 (d) of the Uniform Building Code, as applied to the City of Yakima is hereby amended to read as follows: 'SECTION 2305 (d) SNOW LOADS. Snow load, full or un- balanced, shall be considered in place of loads as set forth in Table No. 23-C where such loading will result in larger members or connections. When valleys are formed by a multiple series of roofs, special provisions shall be made for the in- creased load at the intersections. The snow load for the City of Yakima is thirty pounds per square foot.'" Section 4. Section 11.04.040 of the City of Yakima Municipal Code is hereby amended to read as follows: "11.04.040 Amendment to Subsection 2305 (e). Subsection 2305 (e) of the Uniform Building Code, as applied to the City of Yakima, is hereby amended to read as follows: 'SECTION 2305 (e) SPECIAL PURPOSE ROOFS. Roofs to be used for special purposes shall be designed for appropriate loads as approved by the Building Official. Greenhouses, lath houses, residential patio structures and agricultural buildings shall be designed for a verticle live load of not less than fifteen pounds per square foot.'" Section 5. Section 11.04.050 of the City of Yakima Municipal Code is hereby amended to read as follows: "11.04.050 Amendment to Subsection 2907(a). Subsection 2907 (a) of the Uniform Building Code, as applied to the City of Yakima is hereby amended to read as follows: 'SUBSECTION 2907 (a) GENERAL. Footings, unless otherwise specifically provided, shall be constructed of solid masonry or concrete and in all cases shall extend at least 24 inches below the adjacent finish grade. Foundations supporting wood shall extend at least six inches above the adjacent finish grade.'" Section 6. Section 11.04.060 of the City of Yakima Municipal Code -2- is hereby amended to read as follows: "11.04.060 Amendment to Section 4501. Section 4501 of the Uniform Building Code, as applied to the City of Yakima, is hereby amended to read as follows: IIP 'SECTION 4501. No part of any structure or any appendage thereto, except signs, shall project beyond the property line . of the building site, except as specified in this chapter, pro- vided, that in the remodeling of existing commercial buildings a maximum of four inches projection beyond the property line, or the existing projection line, shall be allowed for the instal- lation of new or different facing materials. Structures or appendages regulated by this Code shall be constructed of materials as specified in Section 1710. The projection of any structure or appendage shall be the distance measured horizontally from the property line to the outermost point of the projection. Nothing in this code shall prohibit the construction and use of a structure between buildings and over or under a public way provided the structure complies with all requirements of this code. No provision of this chapter shall be construed to permit the violation of other laws or ordinances regulating the use and occupancy of public property.'" Section 7. Section 11.04.070 is hereby enacted as a new section of the City of Yakima Municipal Code to read as follows: "11.04.070 Adoption of Regulations For Barrier-Free Facili- ties. The 'Regulations For Barrier-Free Facilities', dated October 1, 1976, as promulgated by the Washington State Building Code Advisory Council, of which regulations not less than three copies of each have been and now are on file in the office of the Yakima City Clerk, are hereby adopted and incorporated as fully as if set out in full herein, as supplements and amendments to the Uniform Building Code adopted by this Chapter." Section 8. This ordinance shall be in full force and effect thirty days after its passage, approval and publication as provided by law and by the City Charter. PASSED BY.
