AN ORDINANCE relating to building regulations; adopting by
reference the Uniform Mechanical Code, 1976
Edition, by the International Conference of
Building Officials and the International
Association of Plumbing and Mechanical Of-
ficials, together with "Appendix A", Uniform
Mechanical Code Standards & Uniform Building
Code Standards, and "Appendix B", Steam & Hot
Water Boilers, Steam &'Hot Water Piping and .
Fuel Gas Piping, "Appendix C", Sizing of Vent-
- ing Systems serving appliances equipped with
draft hoods and appliances listed for use with
Type B vents, and amending Sections 11.32.010,
11.32.040, 11.32.050, 11.32.060, 11.32.080 and
11.32.090, and adding new Section 11.32.100 of
the City of Yakima Municipal Code.
WHEREAS, R.C.W. 35.21.180 authorizes cities and towns with-
in the State of Washington to pass ordinancesadopting by refer-
ence compilations and codes relating to the construction of build-
ings, and
WHEREAS, the City Council of the City of Yakima has hereto-
' fore examined and understands the scope and purpose of the regu-

lations of the "Uniform Mechanical Code", 1976 Edition, of the
International Conference of Building Officials and the Inter-
.
national Association of Plumbing and Mechanical Officials, and
deems it in the best interest of the City that such Uniform •
Mechanical Code be adopted as the law of the City of Yakima,
and
WHEREAS, three copies of such Uniform. Mechanical Code have
heretofore been.filed in the office of the City Clerk of the
City of Yakima for use and examination by the public, as re-

quired by law, now, therefore,,
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. Section 11.32.010 of the City of Yakima
Municipal .Code is hereby amended to read as follows:
"11.32.010 Adoption of Uniform Mechanical Code. The
'Uniform Code', 1976 Edition of the International
• Conference of Building Officials and the International Assoc-
iation of Plumbing and Mechanical Officials, together with
'Appendix A', Uniform Mechanical Code Standards & Uniform
Building Code Standards, and 'Appendix B', Steam & Hot Water
Boilers, Steam & Hot Water piping and Fuel Gas Piping,
'Appendix C', Sizing of Venting Systems Serving Appliances
Equipped with Draft Hoods and Appliances listed for use with
Type B Vents, of which not less than three copies each have
been and are now on file in the office of the City Clerk of
the City of Yakima, is hereby adopted and incorporated as
fully as if set out in full herein, as the Mechanical Code
of the City of Yakima, except as hereinafter amended, and
the provisions and regulations of the City of Yakima; and
the several sections or numbers therein shall constitute,
and be referred to as, the numbers of this chapter."
Section 2. Section 11.32.040 of the City of Yakima
Municipal Code is hereby amended to read as follows:
"11.32.040 Amendment to Subsection 913 (b) -1. Sub-
section 913 (b) -1 of the Uniform Mechanil Code adopted
by this chapter is hereby amended to read as follows:
'SECTION 913 (b) -1. 'GAS VENTING INTO EXISTING •
MASONRY CHIMNEYS. Existing lined masonry chimneys
And unlined, chimneys with not more than one side
exposed to the outside may be used to vent gas
appliances provided:
1. An approved metal liner shall be installed
in existing unlined masonry chimney when deemed
necessary by the Building Official. Such approved
liner shall be constructed of not less than 24 guage
USG galvanized sheet steel.'"
Sedtion 3. Section 11.32.050 of the City of Yakima Munici-
pal Code is hereby amended to read as follows:
"11.32.050 Amendment to Section 302. Section 302 of
the Uniform Mechanical Code adopted by this Chapter is
amended by adding thereto a new subsection numbered 302(d),
which new subsection shall read as follows:
'302 (d) TO WHOM PERMITS MAY BE ISSUED.
1. A permit may be issued to a properly li-
censes person, firm or corporation not acting in
violation of any current contractors law.
2. Any permit required by this code may be
issued to any person to do any work regulated by
this code in a single family dwelling used exclu-
sively for living purposes, including the usual
accessory buildings and quarters in connection with
such buildings, in the event that such person is the
bona fide owner of any such dwelling and an acces-
sory building and quarters, and that the same are
occupied by said owner, provided, that owner shall
personally purchase all materials and shall per-
sonally perform all labor in connection therewith.
3. No permit shall be issued to any person to
do or cause to be done any work regulated by this
code except to a person holding a valid unexpired
and unrevoked heating and/or comfort cooling con-
tractors license as required by Section 11.32.090
of this chapter.'"
Section 4. Section 11.32.060 of the City of Yakima Muni-
cipal Code is hereby amended to read as follows:
"11.32.060 Amendment to Section 305 of the Uniform

Mechanical Code is hereby amended to read as follows:
'Section 305. Inspection. All equipment for
which a permit is obtained under this code shall be
inspected by the Building Official. That portion
of any equipment intended to be concealed by any
permanent portion of the building shall not be con-
cealed until inspected and approved.

When the installation of any equipment is com-
plete, a second or final inspection shall be made.
Certification of inspection and approval of gas in-
stallations shall be by attaching a metal 'City of
Yakima' seal to the gas piping and by telephone
verification to the gas utility company.
Equipment regulated by this Code shall not be
connected to the fuel or power supply until author-
ized by the Building Official.
Ill Exception: The requirements of this Section
• shall not be considered to prohibit the operation
of any heating equipment installed to replace exist-
,
ing heating equipment serving an occupied portion
of a building, in the event a request for inspec-
tion of such heating equipment has been filed with
the Department not more than 48 hours after such re-
placement work is completed, and before any portion
of such equipment is concealed by any permanent
portion of the building.
A final inspection approval may, upon notice,
be revoked by the Building Official if he finds that
the heating, ventilating, cooling, or refrigeration
equipment fails in any respect to comply with the
requirements of this Code, or that the installation
• is unsafe, dangerous, or a hazard to life or pro-
perty.'"
Section 5. Section 11.32.080 (a) of the City of Yakima
Municipal Code is hereby amended to read as follows:
"11.32.080 Definitions. As used in this chapter, the
• following terms shall have the following meanings:
• (a) "Heating and/or comfort cooling contractor"
means any person, firm or corporation who installs,
contracts to install or services, repairs, alters or
cleans any or all types of heating and cooling appli-
ances."
Section 6. Section 11.32.090 of the City of Yakima Munici-
pal Code is hereby amended to read as follows:
"11.32.090 License Required.
It is unlawful for any person, firm or corpor-
ation to engage in the business of installing or con-
tracting to install, repair, clean or alter heating
and/or comfort cooling equipment or install, repair
or alter any piing or duct work, without first ob-
taining and being the authorized holder of a current
certificate of registration as a contractor issued
by the Washington Department of Labor and Industries
pursuant to the provision of Title 18 of the Revised
Code of Washington."
Section 7. Section 11.32.100 is hereby adopted and added as
a new section to the City of Yakima Municipal Code, which new
section shall read as follows:

"11.32.100 Amendment to Section 1005 of the Uniform
Mechanical Code, as applied to the City of Yakima is hereby
amended to read as follows:

'Section 1005, Insulation of Ducts.
Every supply and return air duct and plenum of a
heating or cooling system shall be insulated with
not less than the amount of insulation set forth in
Table No. 10-D except for ducts and plenums used ex-
clusively for evaporative cooling systems.
Exception: Under floor supply and return air
ducts and plenums will not be required to be insul-

ated where perimeter insulation, not less than one
inch thick, is installed and attached to the founda-
tion walls.

Only approved materials shall be installed within
ducts and plenums for insulating, sound deadening or
other purposes. All suchmaterials shall have a mold,
humidity and erosion resistant face that has met the
requirements of U.M.C. Standard No. 10-1. Such ma-
terials shall have a flame-spread rating of not greater
than 25 and a smoke developed rating of not greater than
50. Duct systems operating at velocities in excess of
2000 feet per minute shall be fastened with both adhe-
sive and mechanical fasteners, and all exposed edges
shall have adequate treatment to withstand the operat-
ing velocity.
Insulations applied to the exterior surface of
metal ducts located in buildings shall have a flame
spread of not more than 25 and a smoke development
rating of not more than 50 when tested as a composite
installation, including insulation, facing materials,
tapes, and adhesives as normally applied.
Exception: Insulation having a flame-spread

rating of not over 50 and a smoke development rating
of not over 100 may be applied to the exterior sur-
face of metal ducts installed only in dwellings or
apartment houses where the duct system serves not
more than one dwelling unit.'"
Section B. This ordinance shall be in full force and effect
thirty days after its passage, approval and publication as pro-
vided by law and by the City Charter.
