ORDINANCE NO. - AN ORDINANCE relating to traffic control; designating a City Hall Parking Lot and prohibiting parking therein of un- authorized vehicles; enacting Section 9.50.677 as a new section of the City of Yakima Municipal Code; and declaring an emergency. BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. Section 9.50.677 is hereby enacted as a new section of the City of Yakima Municipal Code to read as follows: "9.50.677 City Hall Parking Lot--Parking Regulated-- Parking Permit--Enforcement. A. The parking lot owned by the City consisting of Lots 4 and 5, Block 48, of the Town of North Yakima (now Yakima), Washington, according to the plat thereof recorded in Volume A of Plats, page 10, and re-recorded in Volume E, Page 1, records of Yakima County, Washington, is hereby designated as the City Hall Parking Lot. B. Signs shall be conspicuously posted warning against parking of unauthorized vehicles at the City Hall Parking Lot designated in subsection 9.50.677 A, and when such signs are so posted, it shall be unlawful for any person to park a vehicle in that City Hall Parking Lot unless the parked vehicle is a marked city owned vehicle, or unless there is displayed within the parked vehicle a valid park- ing permit, issued pursuant to subsection 9.50.677 C, so as to be plainly visible and legible from a point outside the vehicle near the driver's position. C. The issuing of parking permits referred to in sub- section 9.50.677 B shall be administered by the Special Services Manager of the City. The permits shall be issued to such members of the management group of the City as desig- nated by a policy or rules and regulations, as adopted or amended from time to time, of the Special Services Manager, subject to approval by the City Manager. D. The procedures for enforcing the parking prohibitions of this section shall be those procedures provided by Chapter 9.60, 'Enforcement', of the City of Yakima Municipal Code as applicable to parking violations." Section 2. This ordinance is one to provide for the immediate preservation of the public peace, property, health, safety and welfare 411 of the people of the City of Yakima and an emergency is hereby declared to exist and this ordinance shall be in full force and effect immediately upon its passage, approval and publication as provided by law and by the City Charter.
