1. Roll Call
Council: Mayor Kathy Coffey, presiding,Assistant Mayor Dulce Gutierrez, Council Members Kay
Funk, Brad Hill and Jason White
Staff: City Manager Moore, City Attorney Cutter and City Clerk Claar Tee
Absent and excused: Council Members Holly Cousens and Carmen Mendez
2. Agenda preview for May 7 and 21, 2019 draft agendas
City Manager Moore reviewed the May 7 and 21, 2019 draft agendas.
3. City Manager update
City Manager Moore introduced Lisa McLean with the Office of Financial Management who reviewed
the census process. Mr. Moore provided an update on the following items: State of the City on May
8, 2019;Airport Manager Rob Peterson appointed to the YCDA Board;AWC conference in June;
Email phishing scams on the rise, and Council candidates meeting with the City Manager.
Council members discussed the agenda for the upcoming meeting with the Yakima School District
Board including the possibility of requesting a school conducted survey asking for additional
information such as the number of students who are walkers, percentage of walkers, and schools
where there are few walkers. It was suggested that the Public Safety Committee take up this issue at
its May 2 meeting and bring forward recommendations to the full Council at the May 7 business
meeting. City Manager Moore referenced the November 2018 letter sent to the school district
superintendent and as previously reported, Mr. Irian responded by telephone saying he felt that all
the items were the City's responsibility; however on item 3, he said that streets near Barge-Lincoln
and Adams schools might benefit from analysis.
Regarding gang prevention/intervention, Council discussed asking the school district to identify a
liaison at each school the City could work with. Regarding the youth development portion of the
agenda, Council would like to invite the school district to send a representative to the May 29 Village
meeting.Additionally, Council discussed asking the school district if there are any possibilities of
additional bus transport that might enable expansion of the Beyond the Bell program to an additional
site, what it would take to identify select school buildings to keep open from 3:00 to 7:00 pm during
the school week and perhaps on weekends and during the summer as well.
Ryan Bleek,Assistant City Attorney, reported the City will be notifying property owners who are
delinquent on their LID assessments of the foreclosure process for non-payment.

Randy Beehle[ Communications and Public Affairs Manager, discussed how public comment is
currently handled and other options including having the comment period during one section of the
meeting instead of on every agenda item.After Council discussion, it was general consensus to keep
it as it is with the exception of only accepting comment before the consent agenda begins, and if
there are more than ten comment clips, to reduce the comment period to two minutes and if more
than twenty slips, it will be reduced to 1.5 minutes. Mayor Coffey noted after the meetings, for
additional security purposes, Council members should meet with community members in the lobby.

None.
5. Adjournment
MOTION: Gutierrez moved and Hill seconded tm adjourn xothe next City Council regular
meeting on May 7. 2Q19' at5:30 p.m. at City Hall. The motion carried by unanimous vote,
Cousena and Mendez absent. The meeting adjourned a17:10p.nn.
