Roll Call ° Council: Mayor Kathy Coffey, presiding,Assistant Mayor Dulce Gutierrez, Council Members Holly Cousens, Kay Funk, Brad Hill, Carmen Mendez and Jason White Staff: City Manager Moore, City Attorney Cutter and City Clerk Claar Tee 2. Pledge of Allegiance Mayor Coffey led the Pledge of Allegiance. 3. Interpreter Services Mayor Coffey introduced Juven Garcia who announced interpreter services are available. 4. Open Discussion for the Good of the Order A. Proclamations i. Tele Communicators Week proclamation Council Member Cousens proclaimed April 14-20, 2019, as National Tele Communicators Week and Public Safety Manager Brad Coughenour and Assistant Communications Manager Stacey Garcia accepted it. ii. Stand Against Racism proclamation Council Member Mendez proclaimed April 25-28, 2019, as YWCA Yakima Stand Against Racism Day and Cheri Kilty, YWCA Executive Director, accepted it. iii. Cinco De Mayo proclamation Assistant Mayor Gutierrez proclaimed May 5, 2019, as Cinco de Mayo day. Maria DJ Rodriguez and a Ms. Cinco de Mayo candidate accepted it. B. Presentations/ Recognitions/ Introductions i. Recognition of Walt Fridley of the Wastewater Division for an Apple Award Wastewater Manager Mike Price and Wastewater Superintendent Marc Cawley recognized Walt Fridley for demonstrating excellent customer service above and beyond his regular assignments. YV Tech PSAs- Bicycle and Pedestrian Advisory Committee Planning Manager Joseph Calhoun and Community Relations Specialist Se8nD@vidO recognized YVT8Ch students for their aSSiSt8nD8 in helping to Cva8b* a bike/pedestrian public service announcement campaign. 5. Council Reports A. Council Public Safety Committee report Assistant Mayor Gutierrez reported on the recent Council Public Safety Committee meeting. B. ' Council Member Funk made a rebuttal statement, concluding that she stands bv her remarks. The City Clerk read the [8SO|VUoO by title only. MOTION: Coffey moved and Hill seconded to adopt the resolution. The motion carried by@5-2 vote, Funk and White voting no. RESOLUTION NO. R'2019~041, ARESOL0TUON authorizing the removal of City Council Member Kay Funk from participation in all City Council Committee assignments and non-City boards, committees and commission assignments for a period of six months. 6. Consent Agenda Mayor Coffey referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from Council members present. Item 6G was removed from the consent agenda becoming item 8. Item 8 was added to the consent agenda becoming item 6H. Resolution authorizing a Fire District Assistance Agreement with the Washington State Department of Natural Resources (DNR) to obtain Federal Excess Personal Property (FEPP) RESOLUTION NO. R-2019-042, A RESOLUTION authorizing a Fire District Assistance Agreement with the Washington State Department of Natural Resources (DNR)to obtain Federal Excess Personal Property(FEPP). F. Resolution authorizing award of Bid 11834 and execution of an agreement with Solenis (formerly BASF Corp), to purchase cationic polymer flocculant RESOLUTION NO. R-2019-043, RESOLUTION authorizing award of BID 11834 and execution of an agreement with Solenis (formerly BASF Corp), to purchase Cationic Polymer Flocculant. G. Item 6G was removed from the consent agenda becoming item 10 H. Resolution awarding Request for Qualifications (RFQ) 11903Q and authorizing an agreement with ALSC Architects, to develop a design for Yakima Convention Center north expansion RESOLUTION NO. R-2019-044, RESOLUTION authorizing award of Request for Qualifications (RFQ) 11903Q and authorizing an agreement with ALSC Architects, to develop a design for Yakima Convention Center north expansion. Letter of support for Opportunity Industrialization Center 7. Public Comment Tony Courcy, City resident, spoke on several issues. Jerry Mellen, City resident, shared his concerns about the City's debt level. Luz Gutierrez, City resident, spoke in support of the City Manager hiring the new Police Chief. CITY MANAGER UPDATE 8. Item 8 was added to the consent agenda becoming item 61 9. Resolution authorizing two additional months base salary as severance for the Police Chief position City Manager Moore briefed Council on the resolution and reported Mr. Murray's background check has been completed and is extremely positive. Mr. Moore distributed an accurate in- depth article written by KAPP TV reporter Emily Goodell, titled New Yakima Police Chiefs record clean despite allegations. The City Clerk read the resolution by title only. After Council discussion, MOTION: Hill moved and Coffey seconded to adopt the resolution. The motion carried by a 6-1 vote, Funk voting no. Page 3 of 4 10 RESOLUTION NO. R-2019-045, A RESOLUTION authorizing two additional months base salary as severance for the Police Chief position. 10. Resolution authorizing a contract with TTC Construction for Spring Creek Road Improvements for roadway and related improvements in the vicinity of the Yakima Sports Complex Acting Chief Engineer Desgrosellier briefed Council on the resolution. After discussion, the City Clerk read the resolution by title only. MOTION: Gutierrez moved and Cousens seconded to adopt the resolution. The motion carried by unanimous vote. RESOLUTION NO. R-2019-046, A RESOLUTION authorizing a contract with TTC Construction for Spring Creek Road Improvements for roadway and related improvements in the vicinity of the Yakima Sports Complex. 11. Other Business Mayor Coffey stated at the April 2, 2019 Council meeting, the Council voted 6-1 to accept the City Manager's response to the YPPA's letter and consider the matter closed. Since then, the YPPA has emailed Council members stating they have had time to read Mr. Moore's response and feel they have additional information to share with Council. Mayor Coffey suggested Council members not meet with the YPPA and if there are additional documents they should send those directly to the City Manager for his review and response. After further Council discussion, Council Members Hill and Mendez stated they would like to read the YPPA's response, as should the City Manager, and after reviewing the response determine if a meeting is warranted, which would include the City Manager. 12. Adjournment MOTION: Gutierrez moved and Hill seconded to adjourn to a Special City Council Meeting on April 23, 2019, at 5:30 p.m. in the Council Chambers at City Hall. The motion carried by unanimous vote.
