'aC r1 1 AN ORDINANCE relating to city government administration; creating an Airport Advisory Commission and defining its member- ship, organization and duties; enacting Chapter 1.23 "Airport Advisory Commission" as a new chapter of the City of Yakima Municipal Code; and declaring an emergency. BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. Chapter 1.23 "Airport Advisory Commission" and the following various sections thereof are•hereby enacted as a new chapter and new sections of the City of Yakima Municipal Code to read as follows: "Chapter 1.23 AIRPORT ADVISORY COMMISSION 1.23.010 Airport Advisory Commission created -- General duties. An Airport Advisory Commission is hereby created as an advisory body to make recommendations to the City Council on matters specified in Section 1.23.050 of this chapter. The commission shall make such recommendations concerning policy matters related to the Yakima Air Terminal, but shall . not engage in any administrative functions concerning the operation of the Yakima Air Terminal. • 1.23.020 Appointment and term of members. A. The Airport Advisory Commission shall consist of seven (7) members appointed by the City Council. The Chairman of the Aviation Committee of the Greater Yakima Chamber of Commerce or an alternate designated by him shall be an ex- officio and non - voting member of the Airport Advisory Com- mission, and his term shall coincide with his term as Chairman of the Aviation Committee. Other ex- officio members may be appointed by the Council, however, they shall act in an advisory capacity and may not vote. B. The term of office of each member, other than ex- officio members, is for four (4) years unless that tenure shall expire by reason of death, resignation, inability to serve or by removal by the City Council; provided, original appointments shall be made so that two members are appointed for four years, two members for three years, two members for two years and one member for one year. No member may be appointed to succeed himself in office except for those original members appointed for less than four year terms and except for members appointed to fill unexpired terms. No retired member may be reappointed sooner than 12 months from the date of that member's retirement. Any vacancy in the membership of the commission shall be filled for the unexpired term in the same manner as the original appointment. 1.23.030 Appointment of chairman and secretary. A. At the first meeting of the Commission after January 1st of each year the members shall appoint one of their num- ber as Chairman and one as Vice - Chairman who shall hold office for one year and until his successor is appointed. B. The Airport Manager shall be an ex-officio member of and shall serve as secretary to the Airport Advisory Commission. 1.23.040 Meetings--Removal of members. A. The Advisory Commission shall hold a regular meet- ing at least once each calendar month. If a member of the IIP Advisory Commission does not attend two (2) consecutive regular monthly meetings, unless excused by the vote of the Advisory Commission, his membership thereon shall automatically terminate.. Special meetings may be called at any time by the Chairman, Vice-Chairman, or by three members requesting a special meeting. Minutes of each meeting shall be kept and sent to the City Manager and City Council. B. Any member of the Advisory Commission may be removed from office by a vote of the majority of the members of the City Council. 1.23.050 Duties. The Airport Advisory Commission shall: 1. Study, consider, and develop long range plans for the ultimate development and use of Yakima Air Terminal, giving due regard to any airport layout or master plan adopted by the City of Yakima and to federal and state regulations. 2. Ascertain the type of service to be rendered and keep abreast of developments in the aviation indus- try so as to be able to inform the City Manager • and City Council on all pertinent matters concern- ing airports and aviation generally. 3. Study and recommend on matters relating to airport improvements, including methods of financing and lease arrangements. 4. Review and recommend on special permits and pro- posals, as required, that deviate from the airport layout or master plan. 5. At least once a year report activities to the City Manager and City Council and make information avail- able to other commissions and officials of the City as required. 6. Advise the City Manager on priorities for inclusion in the airport budget and make budget recommenda- tions to the City Council. 7. The Advisory Commission shall recommend such rules and regulations to the City Manager as it shall deem necessary for the operation of the airport. 8. All reports and recommendations shall be made to the City Council, but shall first be submitted to the City Manager. 9. Perform other related activities as requested by the City Council or by the City Manager." -2- Section 3. This ordinance is one to provide for the immediate preservation of the public peace, property, health, safety and welfare of the people of the City of Yakima and an emergency is 110 hereby declared to exist and this ordinance shall be in full force and effect immediately upon its passage, approval and publication as provided by law and by the City Charter, PASSED BY THE CITY COUNCIL, signed and approved this WOr\ day of _NI 1977.
