AN ORDINANCE relating to traffic control; limiting parking time on Certain streets; parking time on streets and in public parking lots within a prescribed core business district; amending Section 9.50.520 and Subsection 9.50.675 A, and enacting new Section 9.50.521, all of the City of Yakima Municipal Code; and declaring an emergency. BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. Section 9.50.520 of the City of Yakima Municipal Code sr is hereby amended to read as follows: "9.50.520 Parking time limited on certain streets. When ' signs are erected in each lock giving notice thereof, no person shall park a vehicle for longer than the times specified herein at any time between the hours of nine a.m. and six p.m. of any day except Sundays and public holidays within the district or upon any of the streets described herein: (A) One hour parking: (1) 'Both 'Sides of South 5th Avenue from Yakima Avenue to Walnut Street. (2) Both sides of North 4th Avenue from Yakima Avenue to "A" Street. (3) Both sides Of North 5th Avenue from Yakima Avenue to "A" Street. (4) The east side of North 6th. Avenue from "A" Street to "B" Street. (5) The west side of North 6th Avenue from Yakima Avenue to."A" Street. III (0) Both sides of North 7th Avenue from Yakima Avenue to "A" Street. (7) The north side of "A" Street between 6th Avenue and the first alley east of 6th Avenue. . (8) Both sides of Yakima Avenue from 6th Avenue to 7th Avenue. (9) Both sides of North 7th Avenue from "A" Street to Summitview Avenue. (10) The west side of Pierce Avenue between Browne Avenue and the first alley south of Browne Avenue. (11) The west side of South 2nd Street from Spruce Street to Pine Street, unless otherwise prohibited. (12) Both sides of.Walnut Street from 5th Avenue to the first alley east of 4th Avenue: (13) The west side of North Front Street from "A" Street to "B" Street. • (14) The west'side of South Front Street from Yakima Avenue to Walnut Street. ( The east side of South Front Street from Chest- nut Avenue to Walnut Street. (16) The south side of West "B" Street between North 1st Avenue and the Burlington Northern Railroad tracks. • • (B) Two hour parking: (1) Both sides of South 1st Street from Spruce Street to Pine Street. • (2) Both sides of East Spruce Street from 1st Street to 2nd Street. (3) The south side of Pine Street between 1st Street and the first alley east of 1st Street. (4) Both sides of East Chestnut Street from Naches Avenue to 6th Street. (5) Both sides of South 6th Street from Yakima Avenue to Chestnut Street. (6) The east side of South Naches Avenue from Yakima Avenue to Chestnut Street. (7) The north side of Yakiba Avenue from 7th Avenue to 8th Avenue. (8) Both sides of West Chestnut Avenue from 2nd Avenue to 6th Avenue. (9) The east side of North 3rd Street from "B Street to Lincoln Avenue, unless otherwise prohibited. (10) The west side of South 7th Avenue from Chestnut Avenue to Walnut Street, unless otherwise prohibited. (11) The west side of North 8th Avenue from Yakima Avenue to Summitview Avenue. (12) The south side of West Walnut Street between 3rd Avenue and the first alley west. (13) Both sides of South 4th Avenue from Yakima Avenue to Walnut Street. (14) The north side of West "A" Street from 7th Avenue to Pierce Avenue. (15) Both sides of South 2nd Street from Spruce Street to a point one hundred ninety feet north thereof. (16) Both sides of South 3rd Street from Spruce Street to a point one hundred sixty-five feet north thereof. • (17) Both sides of Browne Avenue from 7th Avenue to Pierce Avenue. (18) The south side of Yakima Avenue between 6th Street and the first alley east of 6th Street. (19) Second Street from Walnut Street to "B" Street. (20) The south side of Yakima Avenue from 10th Avenue to llth Avenue." Section Z. Section 9.50.521 is hereby enacted as a new section of the City of Yakima Municipal Code to read as follows: -2- "9.50.521 Parking time limited in the core business district. When signs are erected in each block giving notice thereof, no person shall park a vehicle for longer than two consecutive hours, between the hours of 8:00 o'clock a.m. and 6:00 o'clock p.m. of any day except Sundays and public holidays, on any street -and in any parking lot operated by the City for public parking within the area bounded on the west by the centerline of 1st Street, on the south. • by the centerline of Walnut Street, on the east by the centerline ,of Naches Avenue, and on the north by the centerline of "B" Street; and for the purpose of this section it shall be unlawful for any person to move a vehicle from any public parking location within the above described area and to park that vehicle at any other , public parking location within that area in such a manner so that the accumulated parking time exceeds two consecutive hours." • Section 3. Subsection 9.50.675 A of the City of Yakima MUnicipal Code is hereby amended to read as follows: "9.50.675 Public Parking Lots. • . A. Parking time limit. In all parking lots operated by the City or public parking, it shall be unlawful for any person to park a vehicle for a period of time in excess of two consecutive hours between the hours of 8:00 a.m. and 6:00 p.m. on any day except Sundays and public holidays, unless the parked vehicle displays a valid long term parking permit • issued pursuant to, and used in accordance with, the rules and regulations adopted by Subsection 9.50.675 C of this section. The provisions of Section 9.50.521 of this chapter pertaining to moving vehicles from one parking location to another within the area defined by that section shall be applicable to the parking time limit imposed by this subsection for parking lots operated by the City for public parking within that defined area." Section 4. This ordinance is one to provide for the immediate • preservation of the public peace, property, health, safety and welfare of the people of the City of Yakima and an emergency is hereby declared • to exist and this ordinance shall be in full force and effect immedi- ately upon its passage, approval and publication as provided by law and by the City Charter.
