AN ORDINANCE creating the Yakima Wastewater Facilities Project
Fund as a special fund; specifying the purposes of
such fund and designating the source of money there-
for; enacting. Chapter 3.64, "Yakima Wastewater Faci-
lities Project Fund", and various sections thereof,
411 as a new chapter and new sections of the City of
Yakima Municipal Code; and declaring an emergency.
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. Chapter 3.64, "Yakima Wastewater Facilities
Project Fund", and Sections 3.64.010, 3.64.020 and 3.64.030,
are hereby enacted as a new chapter, and new sections of the City
of Yakima Municipal Code to read as follows:
"Chapter 3.64
YAKIMA WASTEWATER FACILITIES PROJECT FUND
3.64.010 Fund created--Purposes. There is hereby created
a special fund to be known as the Yakima Wastewater Facilities
Project Fund. The monies in said fund shall be used to pay
for •expenses of engineering services, land acquisition and
construction, and for other expenses incidental to the planning
and construction of additions and improvements to, and new
facilities for, the construction of wastewater interceptors
to meet the E. P. A. requirements for the treatment of waste-
water of the 1972 amended Federal Water Pollution Control
Act (PL 92-500).
3.64.020 Source of funds. Proceeds from a contemplated
issue of Wastewater Facilities Revenue Bonds, together with
any money contributed or loaned by any governmental agency
or any other source for the purposes specified in Section
3.64.010 above,shall be deposited in the Yakima Wastewater
Facilities Project Fund as any such money becomes available.
The City Council may, from time to time, transfer or appro-
priate money from any available source into said fund.
3.64.030 Expenditures. Expenditures from the Yakima
Wastewater Facilities Project Fund shall be made only for
the purposes specified in Section 3.64.010 above. No expen-
diture shall be made from such fund unless the Yakima City
Council shall approve such expenditure by passing an ordinance
appropriating money within the fund for the purpose for
which the expenditure is to be made or by including an
appropriation for such purpose in the Budget."

Section 2. This ordinance is one to provide for the immediate
preservation of the public peace, property, health, safety and
welfare of the people of the City Yakima and an emergency is
hereby declared to exist and this ordinance shall be in full force
and effect immediately upon its passage, approval and publication
as provided by law and by the City Charter.
