SPECIAL MEETING
April 9, 2019

1. Roll Call
Council: Mayor Kathy Coffey, presiding,Assistant Mayor Dulce Gutierrez, Council Members Holly
Cousens, Brad Hill and Jason White
Staff: City Manager Moore, City Attorney Cutter and City Clerk Claar Tee
Absent and Excused: Council Members Kay Funk and Carmen Mendez
2. Review agenda for the April 25, 2019 Joint City Council/Yakima School District meeting
City Manager Moore reported at the March 5, 2019 Council meeting, it was consensus to add Safe
Routes to Elementary Schools, Gang Prevention/Intervention and After School Programming to the
agenda for the meeting with the Yakima School District. Mayor Coffey noted she will be meeting with
the Chair of the Yakima School District (YSD)to review the agenda.Assistant Mayor Gutierrez
suggested asking the YSD if they will conduct student surveys on how many students walk to school,
the routes taken, and where students access the bus to assist with grant applications and future
infrastructure needs. City Manager Moore stated he will check with Public Works to see if that
information is utilized in the application process.
City Manager Moore stated they will provide information on Gang Reduction Intervention Task Force
efforts and potential SAMHSA grant funding for Gang Prevention/Intervention item.Assistant Mayor
Gutierrez suggested asking YSD about the possibilities of working with a counselor, teacher, mentor
or an advisor instead of a former school resource officer.
Assistant Mayor Gutierrez discussed asking YSD what the City can do to help support them in
opening their buildings for after school and summer youth programs.
3.
Review Council Boards & Committee assignments
Council members reassigned board and committee assignments held by Council Member Funk. It
was consensus to make the following substitutions:
• Healthy Communities & Neighborhood Building: Hill
• Public Safety: White with Hill as first alternate and Coffey as second alternate
• Yakima Parks Commission: Gutierrez with Cousens as alternate
• EMS Trauma Care: this is an alternate position and Chief Markham attends
• Office of Emergency Management: Mendez
• Dispute Resolution Center: Gutierrez to attend Tuesday meetings; Cousens to attend Friday

meetings
• Yakima County EMS Admin Board: Mendez
• 911 Administration Board: Mendez
• Board of Health: on hold at the request of the Board of Health
• Solid Waste Advisory: on hold as this Board will not be meeting this year
Additionally, Council Member White reported he is unable to attend all of the Planning Commission
meetings, and Mayor Coffey volunteered to attend as alternate. Council Member Hill stated he has
been appointed to the Yakima Valley Museum Board.
4. Adjournment
MOTION: Gutierrez moved and Cousens seconded to adjourn to the next City Council
regular meeting on April 16, 2019, at 5:30 p.m. at City Hall. The motion carried by unanimous
vote, Funk and Mendez absent. The meeting adjourned at 6:11 p.m.
