AN ORDINANCE relating to City government administration; speci-
fying the duties of the Human Relations Commission
of the City of Yakima; amending Section 1.30.040
of the City of Yakima Municipal Code; and declaring
411 an emergency.
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. Section 1.30.040 of the City of Yakima Municipal
Code is hereby amended to read as follows:
"1.30.040 Duties. The duties of the commission shall
be to:
1. Conduct public education programs and solicit the
cooperation of individuals and organizations in
the City in promoting equality and understanding
among all citizens on matters involving discrimina-
tion because of race, creed, color, national origin;
age, sex, religion, marital status or handicap;
2. Investigate problems arising in the City which
may result in tensions or discrimination because
of race, creed, color, national origin, age, sex,
religion, marital status or handicap; and perform
• persuasion, mediation or conciliation services
where deemed appropriate by the commission to reduce
tensions and discrimination in the community;
3. Conduct hearings, in accordance with rules and
regulations adopted and approved pursuant to Sub-
section 1.30.030 C of this chapter, on all complaints
referred to it by the City Human Relations Officer
involving a charge of discrimination by any City
department, or City employee in the discharge of
that employee's duties, because of race, creed,
color, national origin, age, sex, religion, marital
status or handicap; and after such hearing, make
a written report to the City Council containing
findings of fact concerning the complaint and a
recommendation to the City Council for the resolu-
tion of the complaint;
4. Report to the City Council on investigations con-
ducted by the commission and make recommendations
designed to eliminate prejudice and discrimination
and to improve understanding of human relations
in the community;
5. Periodically review and monitor the City's Affirma-
tive Action Program; and
6. Perform other assignments as may be requested by
the City Council."
Section 2. This ordinance is one to provide for the
immediate preservation of the public peace, prpperty, health,
safety and welfare of the people of the City of Yakima and an
• emergency is hereby declared to exist and this ordinance shall
be in full force and effect immediately upon •its passage, appro-
val and publication as provided by law and by the City Charter.
