Roll Call 495 Council: Mayor Kathy Coffey, presiding, Assistant Mayor Dulce Gutierrez, Council Members Kay Funk, Brad Hill, Carmen Mendez and Jason White Staff: City Manager Moore, City Attorney Cutter and City Clerk Claar Tee Absent: Council Member Holly Cousens (excused) 2. Pledge of Allegiance Mayor Coffey led the Pledge of Allegiance. 3. Interpreter Services Mayor Coffey introduced Jorge Villasenor who announced interpreter services are available. 4. Open Discussion for the Good of the Order A. Presentations / Recognitions / Introductions Presentation of Yakima Valley Tourism 2018 Annual Report John Cooper, President & CEO of Yakima Valley Tourism, presented a PowerPoint on the Yakima Valley Tourism's 2018 annual report. ii. Alert Yakima Emergency Notification System (Everbridge) Fire Chief Aaron Markham reported on the Emergency Notification System known as Everbridge. B. Appointments to Boards, Commissions and Council Committees Appointments to the Henry Beauchamp Jr. Center Advisory Board and the Ad Hoc Homeless Facility Review Committee MOTION: Gutierrez moved and Mendez seconded to appoint James Parks to the Henry Beauchamp Jr. Community Center Advisory Board and make the following appointments to the Ad Hoc Homeless Facility Review Committee: County representative: Mike Leita (as appointed by the County Commissioners); Arboretum representative: Leslie Wahl; Expert on programs: Lee Murdock; Expert on housing: Page 1 of 4 496 Nathan Poel; and, Community members: Nathan Krebs, Lynn Thompson, and Rhonda Hauff. The motion carried by unanimous vote, Cousens absent. 5. Council Reports A. Council Partnership Committee report Council Member Mendez reported on the March 1, 2019, Council Partnership Committee meeting. After discussion regarding HB 1307 for VFW tax exemptions, MOTION: Mendez moved and Hill seconded that the City draft a letter of support if this bill is reintroduced. The motion carried by a unanimous vote, Cousens absent. City Manager Moore stated the Healing Species outreach program will be sent to the GRIT Committee for review. B. Council Economic Development Committee report Council Member White reported on the February 28, 2019, Council Economic Development Committee meeting. 6. Consent Agenda Mayor Coffey referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from Council members present. Items 8 (now 6E) and 9 (now 6F) were added to the consent agenda. The City Clerk read the Consent Agenda items, including resolutions and ordinances, by title. (Items on the Consent Agenda are handled under one motion without further discussion—see motion directly below.) MOTION: Gutierrez moved and Mendez seconded to approve the consent agenda. The motion carried by unanimous vote, Cousens absent. A. Accept Council Committee minutes B. Approve payment of disbursements for the period February 1 – 28, 2019 C, Resolution authorizing a contract with Selland Construction, Inc. to provide for the cleaning and recoating of biosolid digesters at the City of Yakima Wastewater Treatment Plant RESOLUTION NO. R-2019-032, A RESOLUTION authorizing a contract with Selland Construction, Inc. for City Project No. 2489 which provides for the cleaning and coating of biosolids digesters at the City of Yakima Wastewater Treatment Plant D. Resolution authorizing application for a Violence Against Women STOP Grant RESOLUTION NO. R-2019-033, A RESOLUTION authorizing an Interlocal Agreement for STOP Formula Grant Program funding between the Yakima Police Department and the Yakima County Sheriffs Office E. Resolution authorizing the award to and execution of a Lease/Purchase Option Agreement with Y HOTEL LLC for City property located at 1808 North 1st Street RESOLUTION NO. R-2019-034, A RESOLUTION authorizing the award to and execution of a Lease/Purchase Option Agreement with Y HOTEL LLC for City property located at 1808 North 1st Street Page 2 of 4 497 F, Resolution authorizing an Agreement with Yakima Police Activities League (YPAL) for the Operation and Maintenance of the Washington Fruit Community Center RESOLUTION NO. R-2019-035, A RESOLUTION authorizing the City Manager to execute the Washington Fruit & Produce Community Center Operation and Maintenance Agreement with Yakima Police Activities League (YPAL) 7. Public Comment Tony Sandoval, City resident, talked about the Police Chief search process. John Procopio, non resident and representing SEIU and caregivers at Yakima Regional, AKA Astria Regional Medical Center, asked for Council's support in their labor dispute with Astria. Bob Gerst, Chair of the Greater Yakima Chamber of Commerce, stated a letter will be delivered to Mayor Coffey and City Manager Moore urging the City to consider appointing Interim Chief Gary Jones as Yakima's Police Chief. Ira Cavin, spoke on behalf of the Yakima Police Patrolman's Association (YPPA) union, reporting the YPPA members have taken a vote of no confidence in City Manager Moore, which will be sent to Council members, and also requested the Police Chief search be halted. Alexander Patten, City resident, spoke in support of Sheriff Udell's position against enforcing the new gun law. DEPARTMENT ITEMS 8. This item was added to the consent agenda becoming item #6E 9. This item was added to the consent agenda becoming item #6F 10. Ordinance amending the Yakima Municipal Code Chapter 11.04 Building Code, with regards to intermodal shipping containers used as temporary uses Supervising Code Inspector Glenn Denman briefed Council on the ordinance. The City Clerk read the ordinance by title only. MOTION: Gutierrez moved and Funk seconded to pass the ordinance. The motion carried by a 5-1 vote, Hill voting no and Cousens absent. ORDINANCE NO. 2019-006, ORDINANCE amending the City of Yakima Municipal Code Chapter 11.04 Building Code 11. Other Business Council Member Hill made an announcement regarding the Yakima Valley Filipino -American community organization regarding their 66th anniversary dinner on March 24, 2019 in Wapato. Assistant Mayor Gutierrez made several announcements on behalf of the Public Safety Committee. MOTION: Coffey moved and Gutierrez seconded to adjourn to Executive Session for Page 3 of 4 498 up to 30 minutes to discuss the performance of a public employee, pursuant to RCW 42.30.110 (1)(f). The motion carried by unanimous vote, Cousens absent. After 30 minutes, Mayor Coffey announced Executive Session is extended for another 15 minutes. The meeting reconvened at 7:55 p.m. Mayor Coffey stated the Council would like the City Manager to respond to the letter from the Yakima Police Patrolman's Association by April 2, 2019. 12. Adjournment MOTION: Gutierrez moved and Mendez seconded to adjourn to a City Council special meeting on March 26, 2019, at 5:30 p.m. at City Hall.
