Council: Mayor Kathy Coffey, Assistant Mayor Dulce Gutierrez, Council Members Holly Cousens,
Brad Hill, Carmen Mendez, and Kay Funk
Staff: City Manager Cliff Moore, Director of Community Development Joan Davenport, Senior
Assistant City Attorney Sara Watkins and Acting City Clerk Jodi Stephens
Absent: Council Member Jason White
2. Affordable Housing
Director of Community Development Joan Davenport and Senior Assistant City Attorney Sara
Watkins presented a PowerPoint, which included various findings and recommendations related to
actions the Council may consider. After the presentation, the following action items from the
report were discussed:
1. Refer items to the Yakima Planning Commission related to zoning and regulatory innovation for
broad community discussion about potential amendments. The City Council reviews all
recommendations of the Planning Commission.
MOTION: Cousens moved and Mendez seconded to refer all zoning actions on action item
number one (1) to the Planning Commission. After discussion, Cousens raised a point of order
that the motion under consideration was action item 1, and not others. Coffey stated the point was
well taken. The motion carried by unanimous vote, White absent.
2. Direct the Healthy Community and Neighborhood Building Committee (HCNB) to review this
report and prioritize policy options for the full Council.
MOTION: Hill moved and Cousens seconded to direct the Healthy Community and
Neighborhood Building Committee (HCNBC) to review this report and prioritize policy
options for the full Council as suggested under action steps on page nine, step 2. After
discussion, MOTION: Hill moved and Cousens seconded to amend the motion to replace
HCNBC with Partnership Committee. After discussion, Funk raised a point of order that members
should not misrepresent other members positions. Coffey ruled the point is well taken. Cousens
stated this has been addressed previously that Mendez would recuse herself from the Partnership
Committee on this topic and allow Cousens to attend as the alternate, which allows for a good mix of
Council members. After discussion, Gutierrez raised a point of order to keep the conversation
germane to the motion. Coffey ruled the point is well taken. The Acting City Clerk read the motion

with the amendment, which carried by a 5-1 vote, Funk voting no, White absent.
3. The full City Council should evaluate some of the crucial policy issues related to encouraging new
housing starts.
MOTION: Cousens moved and Hill seconded to direct staff to bring back a staff report on
item three (3). The motion carried by unanimous vote, White absent. Community Development
Director Davenport agreed to bring this item back to Council on May 7, 2019.
3. Adjournment
MOTION: Gutierrez moved to adjourn to the next City Council regular meeting on March
19, 2019, at 6 p.m. at City Hall. The motion carried by unanimous vote, White absent. The meeting
adjourned at 6:18 p.m.
