Pledge of Allegiance Mayor Coffey led the Pledge of Allegiance. 3. Interpreter Services Mayor Coffey introduced Jorge Villasenor who announced interpreter services are available. 4. Open Discussion for the Good of the Order A. Proclamations March for Meals proclamation Assistant Mayor Gutierrez proclaimed March 2019 as the "17th Annual March for Meals Month" and Stacy Kellogg with People for People accepted it. B. Presentations / Recognitions / Introductions Davis High School CCAN Club presentation on T21 initiative Mayor Coffey stated several students are not able to make it and have requested that this item be postponed. 5. Council Reports A. Lodging Tax Advisory Committee report Mayor Coffey reported on the recent Lodging Tax Advisory Committee meeting. 6. Consent Agenda Mayor Coffey referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from Council members present. Item 10 was added to the Page 1 of 4 490 consent agenda becoming item 6E. The City Clerk read the Consent Agenda items, including resolutions and ordinances, by title. (Items on the Consent Agenda are handled under one motion without further discussion—see motion directly below.) MOTION: Cousens moved and Mendez seconded to approve the consent agenda. The motion carried by unanimous vote, Funk and White absent. A. Approval of the minutes from the February 19, 2019, City Council Business meeting, February 26, City Council Special meeting and notes from the February 25, 2019 meeting B. Resolution authorizing an Engineering Services Agreement with JUB Engineering, Inc. for Engineering Services required to design and acquire an Aircraft Rescue and Firefighting apparatus RESOLUTION NO. R-2019-029, A RESOLUTION authorizing an Engineering Services Agreement with JUB Engineering, Inc. for Engineering Services required to design and acquire an Aircraft Rescue and Firefighting apparatus. C. Resolution authorizing award of RFP 11810P and execution of an agreement with DoubleMap, to purchase an Onboard Integrated Technology System RESOLUTION NO. R-2019-030, A RESOLUTION authorizing award of RFP 11810P and execution of an agreement with DoubleMap, to purchase an Onboard Integrated Technology System. D. Ordinance updating Classification and Compensation Plan for City Employees Section 2.20.100 ORDINANCE NO. 2019-003, AN ORDINANCE relating to City personnel; adopting a classification and compensation plan for City employees to be effective April 7, 2019; and repealing all preceding pay ordinances in the City of Yakima Municipal Code. E. Consideration of revised investment policy for the City of Yakima Public Comment Joe Mann, City resident, spoke in support of Interim Police Chief Gary Jones for Police Chief. Lee Murdock, City resident and Director of the Homeless Network and Shelter Manager for the Young Adult Winter Shelter, provided a status report on guests served. Liz Hallock, City resident, shared her concern about the new business license code. Tom Gaulke, Chair of the Affordable Housing for the Homeless Network, thanked the City for its support of low income housing. PUBLIC HEARINGS Final public meeting to consider citizen comments on the proposed 2019 Annual Action Plan for Community Development Block Grant (CDBG) and HOME Fund Programs Neighborhood Development Services Manager Archie Matthews introduced the public meeting. Mayor Coffey opened the public hearing and Alexander Patten, City resident, shared Page 2of4 491 his concern that this program is spreading poverty in our community. Mayor Coffey stated no action is necessary on this item tonight and it will be brought back for approval at a future Council meeting. Closed record public meeting and Ordinance to consider the Yakima Planning Commission's recommendation regarding a rezone application submitted by Squire -Ingham Company for property at 5231 W Powerhouse Road Associate Planner Trevor Martin briefed Council on the rezone. Mayor Coffey opened the public hearing and, with no one coming forward to speak, closed the hearing. The City Clerk read the ordinance by title only. MOTION: Cousens moved and Gutierrez seconded to pass the ordinance. The motion carried by unanimous vote, Funk and White absent. ORDINANCE NO. 2019-004, AN ORDINANCE rezoning parcels 181309-41006, 181309- 44003, and 181309-44009 from Two -Family Residential (R-2) to Multifamily Residential (R-3) and amending the Zoning Map of the City of Yakima. DEPARTMENT ITEMS 10. This item was added to the consent agenda becoming item #6E 11. "Police Beat" program update Interim Police Chief Gary Jones presented a PowerPoint on the police beat program. Officer Soptich reported on his, and fellow officers, efforts to know the residents and businesses on their beat. CITY MANAGER UPDATE 12. Update on the Yakima Police Chief search City Manager Moore updated Council on the Police Chief search. After Council discussion, MOTION: Gutierrez moved and Mendez seconded to appoint Mendez and Gutierrez to the interview panels. Mayor Coffey stated she will be the first alternate and Council Member Cousens will be the second alternate should they be needed. The motion carried by unanimous vote, Funk and White absent. 13. Discuss Yakima School District joint meeting priorities Mayor Coffey reported she met with Raymond Navarro, Jr., President of the Yakima School District Board, regarding a joint City Council/Yakima School District Board meeting. Assistant Mayor Gutierrez stated she would like the agenda items for this meeting to be related to public safety. After discussion, it was Council consensus to have Safe Routes to Elementary Schools, Gang Prevention/Intervention and After School Programming as the agenda items. Assistant Mayor Gutierrez noted she would like to have an information packet prepared prior to the School District meeting. Mayor Coffey suggested the Public Safety Committee bring back documents to Council for review prior to the joint meeting with the school district. 14. Resolution authorizing a Memorandum of Understanding with the Yakima School District and Educational Service District #105 to provide gang education and prevention measures to youth affiliated with gang involvement Page 3 of 4 492 City Manager Moore and Senior Assistant City Attorney Sara Watkins briefed Council on the agreement. Matt Lunstrom, City resident, stated the gang issue is a valley issue and should be addressed at a higher level. The City Clerk read the resolution by title only. MOTION: Gutierrez moved and Cousens seconded to adopt the resolution. The motion carried by unanimous vote, Funk and White absent. RESOLUTION NO. R-2019-031, A RESOLUTION authorizing a Memorandum of Understanding with Sageland Mediation, Yakima School District and ESD 105 15. Ordinance relating to regular meetings of the Yakima City Council; amending section 1.06.010 of the City of Yakima Municipal Code City Manager Moore introduced the item. MOTION: Gutierrez moved and Cousens seconded to pass the ordinance. The motion carried by unanimous vote, Funk and White absent. ORDINANCE NO. 2019-005, AN ORDINANCE relating to regular meetings of the Yakima City Council; amending section 1.06.010 of the City of Yakima Municipal Code. 16. Other Business Council Member Mendez asked if the City of Yakima has a contract with the City of Wapato for housing inmates. Interim Chief Jones confirmed that the City does not. 17. Adjournment MOTION: Gutierrez moved and Mendez seconded to adjourn to a City Council special meeting on March 12, 2019, at 5 p.m. at City Hall.
