AN ORDINANCE relating to zoning; creating M-4, Planned Industrial
Zone, specifying the purposes, criteria, permitted
uses and development standards for such zone; and
enacting Chapter 12.49, "M-4, Planned Industrial Zone",
as a new chapter of the City of Yakima Municipal Code.
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. Chapter 12.49, "M-4, Planned Industrial Zone", is
hereby enacted as a new chapter of the City of Yakima Municipal
Code, which chapter and its various sections shall read as follows:
"Chapter 12.49
M-4, Planned Industrial Zone
12,49.010 Purpose. The purpose of the M-4, Planned
Industrial Zone is to classify and set standards for those
industrial uses which by their nature are of moderate intensity
and which do not produce any objectionable odor, dust, noise,
glare, vibration, air pollution or any other factor which would
be detrimental or injurious to neighboring property or the
occupants thereof.
12.49.020 Criteria. The following general criteria are
II! hereby established for use in the classification or reclassi-
fication of land to the Planned Industrial Zone:
1. General Plan - Compliance with the General Plan shall be
established.
2. Location - Planned Industrial uses shall be located with
primary access to a secondary or major street. Land so
utilized shall be topographically suited to such use
without major earth movement which would result in unsafe
or unsightly cut or fill slopes.
3. Need - A demonstrated public need shall be established
within the general area.
4. Utilities - The existing utilities system (water, sewer,
drainage, electrical, gas, and communications facilities)
shall be adequate, or new systems will be constructed
which will be adqquate, to serve the Planned Industrial
land use.
12.49.030 Permitted Uses. In an M-4, Planned Industrial
411 Zone, no building or improvement or portion thereof shall be
erected, constructed, converted, established, altered or
enlarged, nor shall any lot or premises be used, except for
one or more of the following purposes. All such uses shall
be within an enclosed building unless specifically stated
otherwise herein:
1. Manufacturing, compounding, processing, packaging, or
treatment of products such as:
a. Bakery goods
b. Candy
c. Cosmetics
d. Dairy products
e. Drugs
f. Fruit products
g. Perfumes
h. Toiletries
2. Manufacturing, compounding, assembly, or treatment of
articles or merchandise from the following previously
prepared materials:
a. Canvas
b. Cellophane
c. Cloth
d. Feathers
e. Felt
f. Fur
g. Hair
h. Leather
i. Metals

k. Paper
1. Plastics and synthetics
mo Textiles
n. Wire
o. Wood
p. Yarn
3. The following miscellaneous light industrial and related
uses:
a. Accessory uses, normally a part the principal use
b. Blacksmith
c. Bottling works
d. Carpet cleaning
e. Monument or marble works, finishing and carving only
f. Spray painting or paint mixing
g. Stamping, dieing, shearing or punching of metal, not
exceeding one-eighth (1/8) inch in thickness
• h. Storage in bulk provided the property is enclosed
by a wall or fence of sturdy construction and uniform
color or an evergreen hedge not less than six (6)
• feet in height.
i. Warehouses for uses, materials and products permitted
in the M-4 zone.
j. Welding shops
12.49.040 Development standards. The following development
standards shall apply to all Planned Industrial Zones unless
a waiver of one or more of the standards has been granted by

the Planning Commission and the City Council. A request
for waiver and the justification therefor shall be filed in
writing at the time that the application for a zone change
is filed:
1. Underground Utilities. All utilities shall be underground.

3. Site size. No Planned Industrial site shall consist of
less than 15,000 square feet of usable land (less than
10% grade).
4. Building coverage. Building coverage of any Planned
• Industrial parcel or lot shall not exceed 60% of the
site, parcel or lot exclusive of all existing or required
streets and alleys.
5. Walls:
a. A 24 inch high wood, concrete, masonry, or decorative
block wall, or landscape screen shall be provided
and maintained on the outside perimeter of all off -
street parking areas abutting or visible from a
public street except at those points of ingress and
egress for either vehicular or pedestrian traffic.
The wall shall be set back a minimum of 3 feet from
the property line and the setback area shall be
landscaped.
b. A 6 foot high decorative concrete or masonry wall
or solid landscape screen shall be provided and
maintained'on the boundary of any Planned Industrial
Zone which abuts or lies across a public alley from
a residential zone except in the front setback area
where said wall shall be 24 inches high.
6. Height Limit. Buildings within the Planned Industrial Zone
shall have a maximum height of 35 feet when located within
100 feet of a residential zone.

7. Yards:
a. No building or above ground structure shall be con-
structed within 15 feet of the front or rear property
line.
b. . A side yard of a minimum width of 15 feet shall be
maintained on property zoned for Planned Industrial
use abutting any residentially zoned property.
c. The 3 feet of the front yard nearest the front
property line shall be landscaped and the remaining
12 feet may be either landscaped or utilized as a
portion of a driveway or off-street parking area.
d. The 8 feet of either a rear or side yard adjacent
to residential zoning shall be landscaped with plant
material and trees appropriate in type and size to
create a solid plant screen subject to the approval
of the Community Development Director and as repre-
sented on the approved landscaping plan.
8. Refuse Storage. All outdoor trash, garbage and refuse
storage areas shall be screened on all sides from public
view by a minimum 5 k' foot high wood, decorative concrete
block or masonry wall.
9. Storage. All storage of wares, merchandise, crates,
bottles, or similar items shall be within a completely
enclosed yard.
411 10. Loading Facilities. All loading or unloading facilities
shall be located at such a depth within a development
as to reasonably contain and restrict the emission of
noises typically attributed to such function as deter-
mined by the Community Development Director.
11. Lighting. All lighting of the building, landscaping,
parking lot, signs, or similar facilities shall be hooded
and directed so as to reflect away from adjoining properties.
12. Mechanical Equipment. A11 ground mechanical equipment shall
be completely screened behind a permanent structure and
all roof-top mechanical equipment shall be placed behind
a permanent parapet wall and be completely restricted from
all view.
13. Signs. The following signs and conditions thereto will
be allowed:

a. Three square feet of advertising sign up to a maxi-
mum of 300 square feet will be allowed on the front
of the building for every lineal foot of building
frontage. No such sign need be less than 40 square
feet regardless of the lineal building frontage.
b. Two square feet of identifying sign up to a maximum
of 150 square feet will be allowed on the side or •
rear of a building for every lineal foot of building
frontage when said side or rear is oriented to or
faces a public parking area or street.

14. Landscaping:
a. A landscaping plan shall be filed with the Office
of Code Enforcement at the time application is made
for a building permit. The landscaping plan shall
be drawn to a minimum scale of 1 inch for each 50
feet; shall indicate the square footage of each
planting area; shall tabulate the square footage
of all landscaped areas and percentage of the
total site devoted to landscaping; shall identify
at the planting area the type of plant; shall list
the botanical and common names of all plants with
the number of each and their container size; and
shall clearly portray the permanent irrigation
system.
b. Landscaping shall consist of combinations of trees,
shrubs, and ground covers with careful considerations
given to eventual size and spread, susceptibility
to disease and pests, durability, and adaptability
to existing soil and climatic conditions.
c. A minimum of 4% of the total net area (which net
area shall be computed by excluding streets) of the
development shall be landscaped, permanently watered,
and maintained. Approximately one -half of such
landscaped area shall be generally distributed
throughout the parking lot with the remainder dis-
tributed as planted areas around buildings, peripheral
planters around the site, parkways, street tree
wells, and other appropriate locations.
d. No required planting area shall be less than 24
square feet in area with the exception of raised
planter boxes around or in close proximity to
buildings.
e. An average of at least one tree shall be planted
for every 10 single row parking stalls or every 20
double row parking stalls within the parking lot.
f. Each unused space resulting from the design or lay-
out of parking spaces or accessory structures which
is over 24 square feet shall be landscaped."
Section 20 This ordinance shall be in full force and effect
thirty days after its passage, approval and publication as provided

by law and by the City Charter.
PASSED BY THE CITY COUNCIL, signed and approved this
