AN ORDINANCE accepting the recommendation of the Planning

R-1, Single Family Zone, to Planned' Development Zone.
WHEREAS, after proper-petition and due notice, hearings have
been held Joy the Planning Commission and by the.City Council of
the City of-Yakima on, the application of Yakima Federal Savings
and Loan. Association to rezone property situated at ,3906 Tieton •
- Drive in the.City of. Yakima, Washington, which property is more
particularly described below, from R-1, Family Zone, to
Planned Development Zone, and

WHEREAS, as a result of its hearing on July 2, 1974, the •
Planning Commission has recommended approval of such rezone appli-
cation and
WHEREAS, on July 22, 1974, the Council held its hearing
on such application and as a result thereof finds that to grant
such rezone application would not be detrimental to the neighbor-
ing area, and that to grant such rezone would be in accord with
good planning and with the intent, of the General Plan of the City
• of Yakima, and that the highest and best use for said property is
.for Planned Development Zone, now, therefore,
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. The application of Yakima Federal Savings and
Loan Association to rezone property at 3906 Tieton Drive, Yakima,
Washington, legally described as follows:
Lot 15, Walnut Grove, as recorded in Volume. "N" of Plats,
Page 7, records of Yakima County, Washington, EXCEPT the
• East 4 feet thereof,
from R-1.Single Family Zone, to Planned Development Zone, is hereby
granted; and said property is hereby zoned as Planned Development
Zone in accordance with and to conform to the plan and program
for-such development, a copy of which plan-and program is attached
hereto and by this reference made a part of this ordinance.
Section 2. The above change in zoning shall be included and
depicted on the next.regularly amended Use District Map prepared
by and for the City. •
Section 3. The City Clerk is hereby authorized and directed
to file with the Yakima County Auditor a. certified copy of this
ordinance.
Section 4. This ordinance shall be in full force and effect
thirty days after its passage, approval and publication as provided .
by law and by the City Charter.

Gentlemen:
The following is submitted to comply with the request for written informa .
tion contained in Paragraphs B of Section 12.50.030 and 12.50.050 of
the outline for planned development zone. The narrative set forth below,
without outline numbering, should serve the desired informa-
tion.
Yakima Federal's Stadium Branch at the corner of 40th Avenue and Tieton
Drive has been in operation since January 2, 1974. As projected in our
previous rezone application for that site, the growth of this new branch
has been very good. Though we have not experienced any parking or
vehicular traffic problems at the Stadium Branch, continued growth at the
present rate would seem to anticipate future needs in this area.
Early this year we were able to acquire the lot adjoining our Stadium Branch
on the east. We are now the owner in fee of said lot. Working with the
1111 same architect who designed our Stadium Branch, we have presented a
proposal for a rezone to planned development for use as a parking lot in
conjunction with our Stadium Branch.
The plan as presented proposes correlating the additional parking with the
existing facility as much as possible. The general landscaping and identical
fencing plan will be incorporated in the additional lot. The lighting and
underground sprinklin.g, system will he tied into those of the existing facility.
Through the use of compacted fill and retaining walls on the south and east
perimeter of the site, we propose to bring the new lot up to grade with our

present facility on the west and with Tieton Drive on the north.
We believe the plan as proposed virtue of the increased number of
parking stalls and the addition of one more exit from the facility, will
serve to minimize any possible future traffic congestion in the area.
For this same reason our customers transaction time at the Stadium
Branch should be shortened. We, therefore, are convinced that the
addition of this parking lot to our present facility and approval of the
necessary rezone being requested are in the public interest.
Should the rezone application be granted, we anticipate starting construc-
tion in August, 1974, and a completion date no later than 3 months following
commencement of construction.
