AN ORDINANCE relating to traffic control, adopting an Air Terminal parking regulation plan and regulating parking at the Yakima Air Terminal; authorizing certain personnel to issue parking violation notices; authorizing impoundment of illegally parked vehicles; enacting Sections 1.18.042 41111 and 9.50.542 as new sections of the City of Yakima Muni- cipal Code; and declaring an emergency. BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. Section 1.18.042 is hereby enacted as a new section of the City of Yakima Municipal Code to read as follows: "1.18.042 Airport Personnel Authorized to Enforce Air Terminal Parking Regulations. The Airport Manager, Airport Maintenance Man and Airport Security Guards, together with officers of the Yakima Police Department, are hereby vested with authority to issue park- ing violation notices for violations of parking regulations at the Yakima Air Terminal and to impound or cause to be impounded vehicles parked in violation of parking regulations at the Yakima Air Ter- minal, and to otherwise enforce such parking regulations." Section 2. Section 9.50.542 is hereby enacted as a new section of the City of Yakima Municipal Code to read as follows: 111 "9.50.542 Air Terminal parking regulations. A. Adoption of Air Terminal Parking Regulation Plan. The map, filed in the office of the Yakima City Clerk and identified as the "Air Terminal Parking Regulation Plan" and dated August 19, 1974, is hereby adopted as the plan for regulating parking of vehicles at the Yakima Air Terminal. The map may be amended from time to time by resolution of the Yakima City Council adopt- ing an amended or new map. A copy of such map, or amended or new map, shall be conspicuously posted in the lobby of the Yakima Air Terminal as a condition precedent to the enforcement of the "Air Terminal Parking Regulation Plan" adopted by this section. B. Unlawful to Violate Parking Plan. It shall be unlawful for any person to stop, stand or park a vehicle at the Yakima Air Terminal in violation of the plan depicted on the map adopted by Subsection 9.50.542 A, above, of this section, or in violation of such plan as it may be amended from time to time by resolution of the City Council by adopting an amended or new map, as authorized by Subsection 9.50.542 A, above, of this section; provided, no violation shall be deemed to exist unless a sign is posted at or near the regulated or prohibited parking area 410' notifying of the regulation or prohibition of parking in accor- dance with the map constituting the Air Terminal Parking Regulation Plan adopted by this section. = 4 C. Impoundment. Any vehicle parked at the Yakima Air Terminal in violation of the provisions of this section is subject to impoundment and storage for redemption by the owner at the owner's expense, and at no expense to the City; provided, no vehicle shall be impounded for a violation of this section unless a is posted at or near the regulated or prohibited parking area notifying that a vehicle parked in violation of the 111- regulation or prohibition is subject to impoundment." Section 3. This ordinance is one to provide for the immediate preservation of the public peace, property, health, safety and welfare of the people of the City of Yakima and an emergency is hereby declared to exist and this ordinance shall be in full force and effect immediately upon its passage, approval and publication as provided by law and by the City Charter.
