AN ORDINANCE relating to licenses and business regulations; requir-
ing an ambulance driver and attendant permit and making
exceptions to such requirement; amending Sections
5.09.060 and 5.09A.030 of the City of Yakima Municipal
Code; and declaring an emergency.
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. Section 5.09.060 of the City of Yakima Municipal
Code is hereby amended to read as follows:
"5.09.060 Ambulance driver and attendant permit
required--Exceptions.
A. Except as provided by Section 5.09.130 of this chap-
ter, it shall be unlawful for any person to drive, operate
or use any vehicle as an ambulance or serve as an attendant
therein unless such person is the holder of a valid ambulance
driver and attendant permit issued pursuant to this chapter,
or the holder of a temporary permit, which the City Clerk is
authorized to issue, provided that such a temporary permit
shall be valid for a period not to exceed thirty days from
its date of issue and shall be issued only while an applica-
tion is pending for an ambulance driver and attendant permit.
B. No permit, as required by subsection 'A of this sec-
• tion, shall be required for students enrolled in a state
accredited course in mobile intensive care paramedic training
or other emergency medical treatment training and who, in
the course of such training, act as an ambulance attendant
only while accompanied by another attendant who holds such
a permit."
Section 2. Section 5.09A.030 of the City of Yakima Municipal
Code is hereby amended to read as follows:
"5.09A.030 Qualifications of applicant--Standards for
issuing license.
A. No mobile intensive care business license shall be
issued by the City Clerk unless it appears to him, after inves-
tigation of the qualifications of the applicant, that the
following qualifications of the applicant are satisfied:
1. The applicant is the holder of a valid ambulance
service business license issued pursuant to Chapter 5.09
of the City of Yakima Municipal Code;
110 2. Except for students not required to hold an
ambulance driver and attendant permit pursuant to sub-
section 5.09.060 B of the City of Yakima Municipal Code,
that all drivers and attendants of applicant are the
holders of valid ambulance driver and attendant permits
as required by subsection 5.09.060 A of the City of Yakima
Municipal Code;
3. Except for students not required to hold an
ambulance driver and attendant permit pursuant to subsec-
tion 5.09.060 B of the City of Yakima Municipal Code,
that all ambulance attendants of applicant have been
examined and qualified as physician's trained mobile
intensive care paramedics by the health officer of the
Yakima County Health District or by the University of
411 Washington's School of Medicine or by their designated
representatives;
B. If the investigation of the City Clerk results in
his determination that the qualifications of the applicant are
satisfied, as provided by subsection A of this section, then
the City Clerk shall issue a mobile intensive care business
license to applicant."
Section 3. This ordinance is one to provide for the immediate
preservation of the public peace, property, health, safety and welfare
of the people of the City of Yakima and an emergency is hereby declared
to exist and this ordinance shall be in full force and effect immediately
upon its passage, approval and publication as provided by law and by
the City Charter.
