AN ORDINANCE relating to Yakima city government administration;
prescribing the organization and specifying the
duties of administrative departments, divisions
and offices;. vesting police authority in airport
security guards and animal control officers;
amending Sections 1.18.020, 1.18.030, 1.18.040,
1.18.050 and 1.18.060; enacting Sections 1.18.062, .
1.18.070, 1.18.080 and 1.18.081 as new sections;
and repealing Sections 1.18.041, 1.18.042 and
1.18.061, all of the City of Yakima Municipal
Code.
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. Section 1.18.020 of the City of Yakima Municipal
Code is hereby amended to read as follows:
"1.18.020 Administrative Organization -- General Pro -
visions. A. The organization and management of the City
administration shall be divided into six departments and
further subdivided into divisions and offices. All officers,
department and division heads identified in this chapter,
together with the City Attorney and City Manager, comprise
the Management Group.
4 B. Administration shall be divided into six depart-
ments as follows:
1. Police: Provides protection of persons and
property from criminal acts.
2. Fire: Provides protection of persons and property
caused by fires.
3. Public Works: Responsible for the design, con -
struction and maintenance of streets, traffic
control systems, water and sewer systems, the
water and sewage treatment plants, and refuse
collection.
4. Community Development: Responsible for compre-
hensive physical, social, economic, human and
environmental plans and programs designed to
encourage and direct proper urban growth, includ-
ing transportation.
5. Parks and Recreation: Provides recreational
services and facilities.
6. Management and Budget: Provides administrative
planning, programming and budgeting for all
departments: and offices; responsible for efficiency
and effectiveness within all departments and
offices in use of manpower and money; central
services for all departments."
Section 2. Section 1.18.030 •of the City of Yakima Muni-
cipal Code is hereby amended to read as follows:
"1.18.030 Police Department. A. Under the direction
of the Chief of Police, this department shall:
1. Provide for the protection of persons and property
and prevent crimes;
2. Detect and apprehend offenders and suspected
persons;
3. Enforce all ordinances and statutes relating to
law enforcement and traffic control;
4. Preservelpeace and order in the City;
5. Perform such other duties as may be required by
law or the City Manager.
B. This department shall consist of three primary
divisions, supervised by divisional commanders responsible
to the Chief of Police, as follows:
1. The Patrol Division shall be responsible for
uniform field personnel and operational patrol
functions and traffic control.
2. The Detective Division shall be responsible for
the investigative functions of the Police Depart-
ment, Bureau of Records and the Youth Bureau.
3. The Administrative Services Division shall be
responsible for administrative services, communica-
tions and complaints; operation of the jail and
training functions."
Section 3 . Section 1.18.040 of the City of Yakima Municipal
Code is hereby amended to read as follows:
"1.18.040 Fire Department. A. Under the direction
of the Fire Chief, this department shall:
1. Provide for the protection of persons and property
and the elimination of fire hazards;
2. Enforce all ordinances and laws pertaining to
fire safety;
• 3. Perform such other duties as may be required by
law and by the City Manager.
B. The department shall consist of three divisions,
supervised by battalion chiefs and the fire marshal who
are responsible to the Fire Chief, as follows:
1. The Fire Suppression Division, under the super-
vision of the Battalion Chief on duty, shall:
respond to all alarms and prevent and extinguish
fires; protect lives and property against loss

from fire; maintain all property and equipment
charged to the Fire Department; and perform such
other duties as may be assigned by the Chief.
2. The Fire Prevention Bureau, under the super-
vision of the Fire Marshal, shall be responsible
for: fire code preparation; enforcement of fire
411 and life safety codes and ordinances; investiga-
tion of fires; promotion of fire prevention,
including litter control, and life safety prac-
tices; public education on fire safety.
3. The Administrative Services Division, under the
supervision of a Battalion Chief, shall be res-
ponsible for administrative services; training,
education and safety of departmental personnel;
repair and maintenance of communications, fire
alarm and related systems; and the operation
of the fire alarm headquarters."
Section 4. Section 1.18.050 of the City of Yakima Municipal
Code is hereby amended to read as follows:
"1.18.050 Department of Public Works. Under the general
direction of the Director of Public Works, the following
offices and divisions shall perform the responsibilities
and duties generally described as follows:
111 1. Street Division. Under the supervision of the
Street Superintendent, this division shall:
(a) Maintain, repair, clean city streets, alleys,
bridges and catch basins, and remove snow
from the city streets;
(b) Maintain and repair sidewalks;
(c) Maintain street right-of-way such as remov-
ing weeds, picking up leaves, pruning or
removal of unwanted trees;
(d) Perform such other services as may be
required by law or the City Manager.
2. Office of Engineering. Under the supervision of
the City Engineer, this office shall:
(a) Provide for the preparation of all estimates,
plans and specifications for all types of
public construction projects;
(b) Provide surveying and inspection services
and maintain suitable files and records of
all official maps, plats, surveys and con-
struction projects;
(c) Prepare legal descriptions and arrange for
the acquisition of all street rights-of-way
by dedication, purchase or condemnation;

(d) Negotiate with property owners and prepare
cost estimates and assessment rolls for
all local improvement district projects;
(e) Administer construction contracts and
authorize progress payments on public im-
provement projects;
(f) Coordinate with other departments and pro-
vide survey and cost data needed in planning
projects and applying for state and federal
grants;
(g) Perform such other services as may be re-
quired by law or by the City Manager.
3. Office of Traffic Engineering. Under the super-
vision of the Traffic Engineer, this office shall:
(a) Make traffic studies and recommendations;
prepare and review geometric designs of city
streets and intersections;
(b) Investigate complaints and prepare reports
on requests for parking, speed control,
signing, striping, signal and lighting
installations;
(c) Supervise installation of parking meters,
111 signing and striping of city streets, instal-
lation and regulation of traffic signals,
and the installation of street lights;
(d) Supervise abatement of vision hazards, place-
ment of trees, utility poles, and landscap-
ing in the public right-of-way;
(e) Perform such other services as may be required
by law or by the City Manager.
4. Water Division. Under the supervision of the Water
Superintendent, this division shall:
(a) Maintain and operate all domestic water lines,
pumps, distribution systems, water meters,
service lines and appurtenances, and water
treatment plant;
(b) Review plans of all new water lines and
extensions of lines which are to be connected
to the city water system;
411 (c) Install and maintain fire hydrants;
(d) Maintain maps and records of water system;
(e) Operate, maintain and improve the irrigation
water system, including all lines, pumps,
reservoirs, canals and ditches;

(f) Perform such other services as may be
required by law or by the City Manager.
5. Sewer Division. Under the supervision of the
Sewer Superintendent, this division shall:
(a) Maintain and operate all sewer lines, pumps,
collection systems and appurtenances of
the domestic sewer system;
(b) Maintain storm drains;
(c) Maintain and operate the sewage treatment
plant and industrial waste treatment system;
(d) Perform such other services as may be
•required by law or by the City Manager.
6. Garage. Under the supervision of the Fleet
Superintendent, the garage shall:
(a) Service, maintain and repair city vehicles
and equipment;
(b) Maintain vehicle maintenance and operation
cost records, administer the Equipment
Replacement Fund and recommend rental rates;
(c) Prepare specifications for new and replace-
• ment vehicles and equipment;
(d) Perform such other services as may be required
by law or by the City Manager.
7. Refuse Division. Under the supervision of the
Refuse Superintendent, this division shall:
(a) Collect and dispose of refuse for residential
sections of the City;
(b) Perform such other.services as may be required
by law or by the City Manager."
Section 5. Section 1.18.060 of the City of Yakima Municipal
Code is hereby amended to read as follows:
"1.18.060 Community Development Department. Under the
direction of the Director of Community Development, the follow-
ing offices and divisions shall perform the responsibilities
and duties generally described as follows:
1. Office of Environmental Planning. Under the super-
vision of the Principal Planner, this office shall:
(a) Conduct studies and research relative to the
development and redevelopment of the City
of Yakima and its environs;
(b) Conduct studies and research relative to the
amendment of and additions to the General
Plan of the City, and relative to zoning,
rezoning and subdivision of property;

(c) Administer policies and procedures rela-
tive to annexations to the City, and
relative to the extension of city utilities
to serve property outside the City;
110 (d) Provide all staff assistance and counsel,
secretarial and clerical services required
by the City Planning Commission;
(e) Perform such other duties as may be directed
by the City Manager.
2. Office of Housing and Neighborhood Conservation.
Under the supervision of the Chief of Housing
and Neighborhood Conservation, this office shall:
(a) Conduct studies and research and administer
programs relative to housing, neighborhood
rehabilitation and environment, and community
development and redevelopment;
(b) Provide staff assistance and counsel required
by various housing and neighborhood con-
servation-related committees and groups;
(c) Perform such other duties as may be directed
by the City Manager.
3. Office of Code Administration. Under the super-
vision of the Chief of Code Administration, this
office shall:
(a) Enforce all laws, rules and regulations
relative to zoning, housing, building and
construction codes;
(b) Provide staff assistance and counsel to the
Board of Adjustment, Building Code Board of
Appeals, Board of Plumbing Examiners,
Mechanical Code Examining Board and the
Housing Advisory and Appeals Board;
(c) Perform such other duties as may be directed
by the City Manager.
4. Airport. Under the supervision of the Airport
Manager, this division shall:
(a) Maintain and operate the Yakima Air TerMinal
Building, runways and grounds;
(b) Provide for the protection and security of
air passengers;
(c) Perform such other services as may be
required by law and by the City Manager.

5. Transit. Under the supervision of the Transit
Manager, this division shall:
(a) Operate and maintain a public bus transpor-
tation system;
(b) Operate and maintain a trolley excursion
system;
(c) Perform such other duties as may be required
by law or by the City Manager.
Section 6. Section 1.18.062 is hereby enacted as a new
section of the City ofyakima Municipal Code to read as follows:
"1.18.062 Airport Security Guards--Powers and Duties.
A. In order that the airport divisionTA may provide
for the protection and security of air passengers and
property pursuant to Section 1.18.060 4 (b) of this chapter,
the position ofAirport Security Guard is created. Airport
Security Guards'yshall be under the direction of the Yakima
Airport Manager.
B. Airport Security Guard, duly sworn in the same
manner as are peace officers, shall have the power and
duty to inspect emplaning passengers at the Yakima Air
• Terminal Building as required by applicable laws, rules
and regulations, and shall enforce laws and ordinances
pertaining to safety of persons and the security of property
within the confines of the Yakima Airport. For that pur-
pose, Airport Security Guards are vested with authority
to carry out the duties specified by this section, including
the authority to arrest with or without a warrant, in the
same manner provided for other peace officers, for violations
of laws and ordinances related to the safety of persons
and the security of property at the Yakima Air Terminal.
C. The Airport Manager, Airport Maintenance Man and
Airport Security Guards, together with officers of the Yakima
Police Department, are hereby vested with authority to issue
parking violation notices for violations of parking regulations
at the Yakima Air Terminal and to impound or cause to be
impounded vehicles parked in violation of parking regulations
at the Yakima Air Terminal, and to otherwise enforce such
parking regulations."
Section 7. Section 1.18.070 is hereby enacted as a new
Am section of •the City of Yakima Municipal Code to read as follows:

"1.18.070 Department of Parks and Recreation. Under
the direction of the Director of Parks and Recreation,
this department shall construct, maintain and operate
public facilities for use and enjoyment by the public
administered by three divisions:
1. The Parks Division, under the supervision of the
Parks Superintendent, shall maintain the city

parks and other public places as directed by
law or by the City Manager.
2. The Recreation Division, under the supervision
of the Recreation Superintendent, shall plan
and implement recreation programs for the general
welfare of the people of the City and perform
such other duties as may be required by law or
by the City Manager.
3. Cemetery. Under the supervision of the Cemetery
Superintendent, this division shall:
(a) Maintain and operate Tahoma Cemetery;
(b) Keep a correct record of all interments,
showing the name, age, nativity, residence,
whether married or single, and time of
interment, of all persons buried in the
cemetery, and of the lot, block and section
in which each person is interred;
(c) Collect and pay to the City Treasurer all
money due the City from the sale of blocks
or parts thereof or labor performed for lot
owners in or about the cemetery;
(d) Perform such other services as may be
required by law or by the City Manager."
Section 8. Section 1.18.080 is hereby enacted as a new
section of the City of Yakima Municipal Code to read as follows:
"1.18.080 Department of Management and Budget. Under
the general direction of the Director of Management and
Budget, the following offices shall perform the responsibi-
lities and duties generally described as follows:
1. Office of General Accounting. Under the super-
vision of the Finance Officer, this office shall:
(a) Compile the annual budget and prepare estimates
therefor;
(b) Maintain a general accounting system for the
city government and exercise budgetary control
over all expenditures by offices and depart-
ments;
(c) Perform internal audits of all city financial
411 affairs;
(d) Prepare a monthly report of the fiscal
activities of all funds for the preceding
month and such other reports as may be
required by the City Manager;

(e) Enforce the provisions of the City's traffic
ordinances pertaining to non - moving traffic
violations, concurrently with the Police
Department. Metermen employed in this office
are hereby vested with authority to enforce
such ordininances by placing notices on
illegally parked vehicles, as prescribed
• by applicable ordinances, and by signing
formal complaints for the issuance of war-
rants by the court for violations of such
ordinances;
(f) Service, maintain and repair parking meters;
(g) Maintain control and a running inventory
of all fixed assets of the City;
(h) Perform such other services as may be
required by law or the City Manager.
2. Office of Utility Accounting. Under the super -
vision of the Supervisor of Utility Accounts,
this office shall:
(a) Receive all customer applications for uti-
lity services;
(b) Collect and maintain data for billing and
collection of all customer utility accounts;

(c) Maintain a uniform utility accounting system
for the water and sewer utilities as required
by state law;
(d) Perform such other services as may be
required by law or by the City Manager.
3. Office of Treasury. Under the supervision of the
City Treasurer, this office shall:
(a) Be responsible for the receipt, custody and
disbursement of all city funds, all local
improvement district funds, and other trust
funds, keeping accurate accounts of all
collections and disbursements for each fund;
(b) Be the - custodian of all city investments and
bank collateral, investing idle funds as
may be prudent and lawful;
(c) Prepare and submit all financial statements
4 and reports required by law;
(d) Prescribe the times at and manner in which
monies received, by the several offices and
departments of the City shall be paid into
the Treasury or deposited in a bank;
(e) Make deposits of City funds in banks in the
manner prescribed by law;

(f) Purchase and sell bonds for benefit of local
improvement district funds and the Local
Improvement District Guaranty Fund;
(g) Sign all checks of the City and designate
in writing a representative to sign such
checks in the event of the Treasurer's
absence or inability to act;
(h) Maintain an office for the purpose of receiv-
ing all money paid as bail by non-moving
traffic violation citations;
(i) Perform such other services as may be
required by law or by the City Manager.
4. Office of Data Processing. Under the supervision
of the Systems Analyst, this office shall:
(a) Analyze and make recommendations for auto-
mation of systems within the various offices
and departments;
(b) Design, program and maintain systems for
approved applications;
(c) Maintain a working relationship with Yakima
County's Data Processing Department in the
operation of the City-County Joint Computer
Center.
(d) Perform such other services as may be required
by the City Manager.
5. Office of Purchasing. Under the supervision of the
Purchasing Agent, this office shall:
(a) Purchase all supplies, materials and services '
for the City, except the service of specialists,
upon properly executed requisitions;
(b) Store all supplies and materials not delivered
to the various departments;
(c) Supervise the care and maintenance of City
Hall;
(d) Supervise the disposal of surplus property;
(e) Maintain and manage an insurance program
covering City buildings and equipment;
(f) Perform such other services as may be required
by law or by the City Manager.
6. Office of Personnel. Under the supervision of the
Personnel Officer, this office shall:
(a) Prepare and maintain a classification and
pay plan based on the duties, authority and
responsibility of positions in the municipal
service;

(b) Administer procedures for the appointment;
promotion, discipline, and separation of
employees, including recruitment, testing,
counseling and selection services for all
departments and offices;
(c) Establish and maintain a personnel record
system;
(d) Administer all rules and regulations pertain-
ing to civil service, and provide staff
assistance to the Civil Service Commissions;
(e) Perform such other services as may be
required by law or by the City Manager.
7. Office of Records. Under the supervision of the
City Clerk, this office shall:
(a) Receive, on behalf of the City Council, all
petitions, claims, filings for office and
similar official communications.
(b) Maintain a journal of Council proceedings,
record all ordinances and resolutions, post
notices and make publications as required
by law;
(c) Maintain all Council records, books, papers,
410 bonds and other valuable documents of the
City unless otherwise provided for by other
applicable law;
(d) Supervise City elections as the law may
require;
(e) Administer the City licensing laws;
(f) Supervise Animal Control Officers in enforce-
ment of laws and ordinances relating to
dogs and other animals;
(g) Administer central telephone services,
reproduction services, and Word Processing
Center.
8. Office of Training and Safety. Under the super-
vision of the Training and Safety Officer, this
office shall:
(a) Develop and administer a safety program for
110 all employees to reduce accidents;
(b) Develop and administer a training program
for all employees to improve individual and
organizational capabilities;
(c) Perform such other duties as may be required
by law or by the City Manager."

Section 9. Section 1.18.081 is hereby enacted as a new
section of the City of Yakima Municipal Code to read as follows:
"1.18.081 Animal Control Officer--Duties and Authority.
A. In order that the City Clerk may supervise Animal
Control Officers in the enforcement of laws and ordinances
relating to dogs and other animals pursuant to Section
1.18.080 7 (f) of this chapter, the position of Animal
Control Officer is created. Animal Control Officers shall
be under the direction of the City Clerk and shall receive
technical supervision the Chief of Police.
B. The Animal Control Officer shall enforce all ordi-
nances pertaining to the regulation, control and licensing
of dogs and other animals in the City, concurrently with
the Police Department. For that purpose, he is vested
with authority to impound animals when required or authorized
to do so by applicable city ordinances, to issue notices
to persons who he has reason to believe have violated such
ordinances, to sign formal complaints for the issuance
of warrants by the court for violations of such ordinances,
to cooperate with the health officer exercising jurisdic-
tion in the City regarding investigation of dog bites
and the quarantine of dogs for rabies examinations, and
with authority to otherwise perform his duties imposed
by this section and other ordinances of the City."
Section 10. Sections 1.18.041, 1.18.042 and 1.18.061 of

the City of Yakima Municipal Code are hereby repealed.
Section 11. This ordinance shall be in full force and effect
thirty days after its passage, approval and publication as provided
by law and by the City Charter.
