AN ORDINANCE relating to fire prevention; enacting fire regulations; amending Sections 10.05.010, 10.05.020, 10.05.070, 10.05.075, 10.05.080, 10.05.090 and 11.16.010 of the City of Yakima Municipal Code; enacting Sections 10.05.025 and 10.05.065 as new sections of the City of Yakima Municipal Code; enacting Chapter 10.10, "Fire Hydrants", as a new chapter of the City of Yakima Munici- pal Code; repealing Section 10.05.100 and Chapter 10.36, "Explosives", of the City of Yakima Municipal Code; and declaring an emergency. BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. Section 10.05.010 of the City of Yakima Municipal Code is hereby amended to read as follows: "10.05.010 Adoption of codes. The Uniform Fire Code, 1973 Edition, of the Western Fire Chiefs Association and Inter- national Conference of Building Officials (including Appendix A, 'Recommended Safeguards and Safe Practices for the Protec- tion of Tanks Containing Flammable or Combustible Liquids in Locations that May be Flooded'; Appendix B, 'Recommended Guide to Safe Practice' Protection from Corrosion for Underground Pipe, Fittings and Tanks Containing Flammable Liquids'; and Appendix C, 'Rifle Ranges'), together with the following num- bered and entitled volumes of the National Fire Codes, 1973-74 Edition, of the National Fire Protection Association (including Appendix A of Volume 3 thereof, 'Explosive Materials: Quantity--Distance Tables'; and Appendices A, B, C and D of Volume 6 thereof, 'Sprinkler Systems'): Volume 1, 'Flammable Liquids, Boiler--Furnaces, Ovens'; Volume 2, 'Gases'; Volume 3, 'Combustible Solids, Dusts and Explosives'; Volume 4, 'Building Construction and Facilities'; Volume 5, 'Electrical'; Volume 6, 'Sprinklers, Fire Pqmps and Water Tanks'; Volume 7, 'Alarm and Special Extinguishing Systems'; Volume 8, 'Portable and Manual Fire Control Systems'; Volume 9, 'Occupancy Standards and Process Hazards', Volume 10, 'Transportation'; of which not less than three copies each have been and now am on file in the office of the City Clerk, are hereby adopted and incorporated as fully as if set out in full herein, as the fire prevention code of the City, except as hereinafter amended, and the provisions and regulations thereof are hereby adopted as the provisions and regulations of the City, and the several sections or numbers therein shall constitute, and may be referred to as, the numbers of this chapter." Section 2. Section 10.05.020 of the City of Yakima Municipal Code is hereby amended to read as follows: "10.05.020 Deletions from Uniform Fire Code. The fol- lowing numbered and entitled sections and articles are deleted in their entirety from the Uniform Fire Code, 1973 Edition, adopted by this chapter: 1. Section 1.205 of Article 1, 'Authority of Fire Per- sonnel to Exercise Powers of Police Officers'; 111 2. Section 1.216 of Article 1, 'Compliance with Recognized Standards'; 3. Article 12 in its entirety, 'Fireworks'; 4. Section 13.208 of Article 13, 'Required Vertical Drive- way Clearance'; 5. Section 13.307 of Article 13, 'Fire Alarm Systems'; 6. Article 24 in its entirety, 'Oil-Burning Equipment'." Section 3. Section 10.05.025 is hereby enacted as a new section of the City of Yakima Municipal Code to read as follows: "10.05.025 Deletions from National Fire Codes. The fol- lowing numbered and entitled standards and provisions are deleted in their entirety from the National Fire Codes, 1973-74 Edition, adopted by this chapter: 1. NFPA No. 31 of Volume 1, 'Standard for the Installations of Oil Burning Equipment'; 2. NFPA No. 85 of Volume 1, 'Standard for Prevention of Furnace Explosions in Fuel Oil - and Natural Gas- Fired Watertube Boiler - Furnaces with One Burner'; 3. NFPA No. 85B of Volume 1, 'Standard for Prevention of Furnace Explosions in Natural Gas-Fired Multiple Burner Boiler - Furnaces'; 4. NFPA No. 85D of Volume 1, "Standard for Prevention of Furnace Explosions in Fuel Oil-Fired Multiple Burner Boiler-Furnaces'; 5. NFPA No. 501C of Volume 9, 'Standard for Recreational Vehicles (Travel Trailers, Camping Trailers, Truck Campers, Motor Homes) Installation of Plumbing, Heat- ing and Electrical Systems'; 18. NFPA No. 408 of Volume 10, 'Standard on Aircraft Hand Fire Extinguishers'; 19. NFPA No. 409 of Volume 10, 'Standard on Aircraft Hangars'." Section 4. Section 10.05.065 is hereby enacted as a new section of the City of Yakima Municipal Code to read as follows: "10.05.065 Required vertical driveway clearance. All premises on which buildings or portions of buildings, other than dwellings as defined by Section 1.406 of the Uniform Fire Code, are hereafter constructed, located or occupied, shall be provided with a vertical clearance of not less than four- teen (14) feet above the finished driveway surface, or as other wise required by the Fire Chief, for providing adequate access ways for motorized fire apparatus." Section 5. Section 10.05.070 of the City of Yakima Municipal Code is hereby amended to read as follows: "10.05.070 Establishment of limits in which storage of explosives and blasting agents is to be prohibited. The limits referred to in Section 11.106 (b) of the Uniform Fire Code in which storage of explosives and blasting agents is prohibited are hereby established as follows: Within the city limits of 110 Yakima, Washington." Section 6. Section 10.05.075 of the City of Yakima Municipal Code is hereby amended to •read as follows: "10.05.075 Operation of tank truck vehicles. There is added to Section 15.1104 of the Uniform Fire Code of the City the following subsections: -3- 1 O' l (n) Routes--Duty of City Traffic Engineer-- Deviation. 1. Except as hereinafter provided, any freight or bulk haul tank trucks for carriage of flammable liquids, whether loaded or unloaded, desiring to use the streets of the City of Yakima shall follow only the gasoline routes as designated on the gasoline route map on file in the office of the City Clerk. Such tank trucks may deviate from said established gasoline routes only at the street intersection leading directly to the bulk storage station where such bulk storage stations are not located on such routes and cannot be reached by traveling thereon. Pro- vided, however, that such tank trucks may deviate from the established gasoline routes where necessary to do so for the purpose of being serviced or repaired at a service or repair garage approved by the Fire Marshal when any such garage is not located on and cannot be reached by traveling on said routes. Such deviation shall be made only at the street intersection leading directly to any such approved garage. 2. The City Traffic Engineer, with the consent and approval of the Fire Marshal, is hereby directed to erect and maintain at all times proper signs within the City of Yakima directing the rout for freight or bulk haul tank trucks for the carriage of flammable liquids. Said routes may be changed from time to time by the City Traffic Engineer, with the consent and approval of the Fire Marshal, • and such changes shall be effective when the same are noted upon the gasoline route map on file in the office of the City Clerk and when such routes are properly marked by signs to plainly indicate said changed routes. 3. In the case of any emergency or necessity requir- ing a deviation from said gasoline routes now provided for herein or for stopping or parking upon said routes in violation of this title, the owner or operator of any such tank truck shall immediately notify, and request instructions from, the Fire Marshal or any authorized assistant, and shall explicitly carry out any such instruc- tions received. (o) Delivery of flammable liquids on certain streets prohibited. No tank truck shall travel along Yakima Ave- nue or along the first northerly alley or along the first southerly alley immediately adjacent to and running parallel with the said Yakima Avenue between Naches Avenue and 6th Avenue for the purpose of making gasoline deliveries, except only insofar as it shall be necessary for said tank trucks to proceed on Yakima Avenue or on said alleys from the nearest intersecting street thereto.'" 410 Section 7. Section 10.05.080 of the City of Yakima Municipal Code is hereby amended to read as follows: "10.05.080 Establishment of limits in which storage of flammable liquids in outside above ground tanks is to be pro- hibited. The limits referred to in Subsection 15.201 (a) of the Uniform Fire Code in which bulk plant storage of flammable -4- liquids in outside above ground tanks is prohibited, are here- by established as follows: First fire zone and third fire zone. The limits referred to in Section 15.601 of the Uniform Fire Code in which new bulk plants for flammable or combus- tible liquids are prohibited are hereby established as fol 110 lows: First fire zone and third fire zone." Section 8. Section 10.05.090 of the City of Yakima Municipal Code is hereby amended to read as follows: "10.05.090 Establishment of limits in which bulk plant storage of liquefied petroleum gases is to be restricted. , The limits referred to in Subsection 20.105 (a) of the Uniform Fire Code, in which bulk storage of liquefied petroleum gas is restricted, are hereby established as follows: First fire zone and third fire zone." Section 9. Chapter 10.10, "Fire Hydrants", is hereby enacted as a new chapter of the City of Yakima Municipal Code which new chapter, and its various sections, shall read as follows: "Chapter 10.10 Fire Hydrants 111 10.10.010 Purpose of chapter. This chapter is enacted to provide minimum requirements for installation of fire hydrants designated or approved by the Fire Chief of the City of Yakima in the exercise of his duties pursuant to Subsection 13.301 (a) of the Uniform Fire Code. 10.10.020 Fire hydrants required. A. All buildings con- structed or located within the City of Yakima after the effec- tive date of this chapter, also including structures or dwellings within automobile trailer courts, mobile home parks and planned developments, shall be served by fire hydrants, installed in accordance with the provisions of this chapter. B. Fire hydrants installed prior to the effective date of this chapter which do not conform with the requirements of this chapter shall, when replaced, be replaced with fire hydrants conforming to the requirements of this chapter. C. All fire hydrants within the City shall be subject to inspection, testing and approval by the Fire Chief. 10.10.030 Submission of plans and approved installation II! required. A. Two copies of detailed plans and specifications, accurately indicating the location of all proposed fire hydrants, valves and attendant water lines, shall be submitted to and approved by the City Fire Chief and Director of Public Works prior to commencement of construction thereon. B. All required hydrants and mains shall be placed in service prior to issuance of a building permit or commencement of building construction relative to any new structures to be serviced thereby. -5- 10.10.040 Plans and installations to conform to specifi- cations and standards--Adoption of standards by reference. A. Fire hydrants, connecting pipe lines, valves and appurtenances, including plans and installation details not specifically regulated by this chapter, shall conform to design standards and specifications promulgated by the owner of the attendant water system, to specifications of the Fire II/ Chief and Director of Public Works of the City of Yakima and to accepted standards of sound engineering practices. B. Fire hydrants, connecting pipe lines, valves and appurtenances further shall conform to the specifications and standards published in the following publications, of which not less than three copies have been and now are on file in the office of the Yakima City Clerk, which are here- by adopted and incorporated as fully as if set out in full herein: 1. 'Guide For Determination of Required Fire Flow', published by the Insurance Service Officer of the Municipal Survey Service, dated June, 1972. 2. 'City of Yakima--Fire Department--Fire Hydrant Thread Details, Four Inch (4") Coupling Thread Specifica- tion Standard No. 60427', dated August 23, 1954. 3. 'The following AWWA Standards, published by the America Water Works Association: 110 Standard C100 - Iron Pipe Standard C200 - Steel Pipe Standard C300 - Concrete Pipe Standard C400 - A-C Pipe Standard C500 - Valves Standard C600 - Pipelaying 10.10.050 Fire hydrant type and installation require- ments. A. All public fire hydrants, which shall include those hydrants situated on a street right-of-way or public utility easement and maintained by the City or a water district, and • all private fire hydrants, which shall include those hydrants situated on private property for fire fighting purposes, shall be restricted primarily to use for fire fighting purposes and shall be maintained accessible for immediate use for such pur- poses at all times. B. All fire hydrants shall have two national thread standard hose outlets of two and one-half inches in diameter, and one outlet of four inches in diameter with six threads per inch in accordance with City of Yakima--Fire Department-- Fire Hydrant Thread Details--four (4) inch Coupling Thread Specification Standard No. 60427, dated August 23, 1954, as adopted by reference by Subsection 10.10.040 B of this chapter. C. All fire hydrants shall stand plumb. D. All fire hydrants shall be set to finished grade with the lowest outlet thereof no less than 18 inches above grade and with no less than 36 inches of unobstructed area for the operation ot hydrant wrenches on all outlets and the control -6- valve. Flush type hydrants, which hydrants are installed below grade, are prohibited except upon written approval of the Fire Chief pursuant to a showing of extreme necessity. E. All fire hydrants shall be installed with the pumper port facing the nearest street, unless the Fire Chief desig- nates a different public highway or direction as a more likely route of fire truck approach or location for pumping. F. All fire hydrants, shall be adequately protected against vehicular damage in a manner prescribed by the Fire Chief. G. All fire hydrants shall be equipped with an auxiliary gate valve installed between the service line and the hydrant to permit repair or replacement of the hydrant without dis- ruption of water service. H. All fire hydrant installations on dead end mains or temporarily dead end mains shall include provisions for loop- ing, together with minimum easements of 16 feet therefor, unless the Director of Public Works approves for good cause a different installation design. I. All private fire hydrants situated on private property for fire fighting purposes which are connected to the City of Yakima water system shall be equipped with a detector-check meter and be subject to monthly service charges in accordance with Sections 7.68.275, 7.68.280 and 7.68.282 of the City of Yakima Municipal Code. 10.10.060 Fire hydrant water supply requirements. A. All fire hydrants shall be supplied by water of a municipal water system or a water district unless otherwise authorized by the Fire Chief. B. All fire hydrants installed in residential zones after the effective date of this chapter shall be supplied by eight inch circulating mains, provided that the Director of Public Works may approve installation of six inch mains for lines no longer than 600 feet between intersecting mains which complete a desirable grid iron. C. All leads from service mains to fire hydrants shall be at least six inches in diameter. 10.10.070 Fire hydrant location and number requirements. A. The maximum distance between fire hydrants in single family zones shall be six hundred feet, except that areas of single family zones impressed with public buildings, including schools, shall comply with subsection B hereof. 111 B. The maximum distance between fire hydrants in other than single family zones shall be four hundred feet, with hydrants being located as nearly as possible at street inter- sections. C. The length of any fire hydrant lead, or the combined length of any hydrant lead and six inch dead end service main, shall not exceed 500 feet for any fire hydrant. -7- D. Not more than one fire hydrant shall be installed. on a six inch main between intersecting mains and not more than two fire hydrants shall be installed on an eight inch line between intersecting mains. E. Pursuant to, or in addition to, the minimum require- ments of this section, all fire hydrants shall be located and installed in a manner so as to be capable of delivering fire flow of at least 1000 gallons per minute in excess of the average maximum system demands determined by the Fire Chief. 10.10.080 Additional fire hydrant location and number requirements for certain buildings. Notwithstanding other requirements of this chapter, the following additional regulations shall apply to all buildings of which any portion is more than 150 feet from the curb or edge of the nearest established street or public highway, except single family dwellings: 1. The required number of fire hydrants shall be deter- mined on an average of 330 feet computed on an imaginary line parallel to, and not less than 50 feet from, the structure. 2. Fire hydrants shall be a minimum of 50 feet away from a building or structure. 3. Buildings having a required fire flow of less than 2500 gallons p2r minute may be permitted to have hydrants on one side of the building only. 4. Buildings having a required fire flow of 2500 or more gallons per minute shall be serviced by fire hydrants with a main which loops around the building or complex of buildings and reconnects or extends to another grid system. 5. All fire hydrants must be accessible to Fire Depart- ment trucks and fire apparatus over roads or ways capable of supporting same. 6. Location of fire hydrants shall be subject to approval of the Fire Chief, considering such factors as utility, topography and building location, who may pursuant to written request approve minor deviations from the provisions of this section." Section 10. Section 11.16.010 of the City of Yakima Municipal Code is hereby amended to read as follows: "11.16.010 Adoption of codes by reference. Commencing 110 January 1, 1975, the following numbered and entitled standards of the National Fire Codes, 1973-74 Edition, of the National Fire Protection Association: NFPA No. 101 of Volume 4, 'Code for Safety to Life from Fire in Buildings and Structures', 1973 Edition; NFPA No. 70 of Volume 5, 'National Electrical Code', 1975 Edition; -8- NFPA No. 75 of Volume 5, 'Standard for the Protection of Electronic Computer/Data Processing Equipment', 1972 Edition; NFPA No. 76A of Volume 5, 'Standard for Essential Electrical Systems for Health Care Facilities', 1973 Edition; NFPA No. 79 of Volume 5, 'Electrical Standard for Metalworking 410 Machine Tools', 1973 Edition; NFPA No. 493 of Volume 5, 'Standard for Intrinsically Safe Process Control Equipment for Use in Class 1 Hazardous Locations', 1969 Edition; NFPA No. 496 of Volume 5, 'Standard for Purged and Pressurized Enclosures for Electrical Equipment in Hazardous Locations', 1972 Edition; and the rules and regulations for installing electrical wires and equipment of the Electrical Inspection Division of the Department of Labor and Industries of the State of Washington, Edition of 1975, of which not less than three copies each have been and now are on file in the office of the City Clerk, are hereby adopted and incorporated as fully as if set out in full herein as the electrical code of the City of Yakima." Section 11. Chapter 10.36, "Explosives", and every section therein, and Section 10.05.100, all of the City of Yakima Municipal 411 Code are hereby repealed in their entirety. Section 12. This ordinance is one to provide for the immediate preservation of the public peace, property, health, safety and wel- fare of the people of the City of Yakima and an emergency is hereby declared to exist and this ordinance shall be in full force and effect immediately upon its passage, approval and publication as provided by law and by the City Charter.
