HomeMy WebLinkAbout1975-1780 IMPROVEMENT OF DOWNTOWN AREA; PASSAGE OF ORDINANCES 1718, 1719, AND 1720. , . ORDINANCE NO. /WO 411 AN ORDINANCE of the City Council of the City of Yakima, Washington, approving the improvement of the downtown area of the city by the acquisition, construction and installation of off-street parking facilities, improvements to pedestrian spaces, and general improvements to such area; authorizing the publication of notice of action and filing of an Environmental Impact Statement therefor, and ratifying and confirming the passage of Ordinances 1718, 1719 and 1720 of the City. ' WHEREAS, the City of Yakima has, for a substantial period of time, considered the making of parking and other improvements to the downtown area of the city; and WHEREAS, a plan for certain public improvements to such area including the acquisition, construction and installation of off- street parking facilities, improvements to pedestrian spaces and general improvements to such area (herein called the "Project") has been developed by the City as set forth in the preliminary plans therefor prepared by N. G. Jacobsen and Associates, dated September, 1974; and • WHEREAS, a draft environmental impact statement concerning the project was prepared by the City, circulated for public and governmental review and discussed at a public hearing thereon held by the City on April 21, 1975 and has now been placed in final form; and WHEREAS, on the basis of the final environmental impact statement now on file with the City, and the public and governmental comments on the Project and statement, the City Manager has recommended that the City proceed with said Project; and WHEREAS, the Council has fully considered the environmental impacts of the Project, said environmental impact statement and the public and governmental comments thereon; NOW, THEREFORE, BE IT ORDAINED by the City of Yakima as • follows: Section 1. Acquisition, construction and installation of the Project is hereby ordered to be commenced as soon as feasible and the City Manager is hereby authorized and directed to file an environmental impact statement therefor, copies of which are now on file with the City Clerk, with the Washington State Department of Ecology, the Washington State Ecological Commission, the Office of the Governor and such other public agencies as the City Manager deems appropriate or as may be required by law. Said statement is hereby found to be complete and sufficient to meet all requirements of the City and of state law. Section 2. The Clerk of the Council is hereby authorized to publicize notice of the actions authorized by this Ordinance as provided in RCW 43.21C.080. Section 3. The actions of the City heretofore taken in passing 111 the following ordinances of the City are hereby in all respects approved, ratified and confirmed: ORDINANCE NO. 1718 AN ORDINANCE adopting a plan for the establishment of a pedestrian mall. ORDINANCE NO. 1719 AN ORDINANCE providing for the establishment of a parking and business improvement area within the City of Yakima, Washington, for the purpose of promoting retail trade activities, the acquisi- tion and construction of parking facilities and other improvements, all in accordance with Resolution No. D-3198 of the City of Yakima, Washington, providing that a portion of the costs of said improvements shall be paid by special assessments on all businesses located within said area, and creating a Parking and Business Improvement Area Fund. ORDINANCE NO. 1720 411 AN ORDINANCE of the City of Yakima, Washington, providing for the improvement of a downtown area of the city by the acquisition, construction and installation of off-street parking facilities, improvements to pedestrian spaces, and general improvements to such area, and by doing all other work required in connection with such improvements, all pursuant to Resolution No. D-3199 of the City passed and approved October 21, 1974; creating a -2- local improvement district therefor, providing for the payment of a portion of the cost of said 411 improvements by special assessments upon the property in said District, providing for the creation of Local Improvement District No. 1001 Fund and for the issuance and sale of local improvement district warrants and notes or bonds.
