AN ORDINANCE accepting the recommendation of the Planning Commission
and rezoning certain property situated at 3030 Nob. Hill
Boulevard in the City of Yakima, Washington, from R -2,
Two Family Zone, to Planned Development Zone.
WHEREAS, pursuant to due and legal notice, the City Council of
40 the City of Yakima held a hearing on the 29th day of May, 1973, upon
the recommendation of the Planning Commission that real property
situated at 3030 Nob Hill Boulevard in the City of Yakima, Washington,
the legal description of which is set out hereinbelow, be rezoned from
R -2, Two Family Zone, to Planned Development Zone and
WHEREAS, the City Council finds that such recommendation of the
Planning Commission for such rezoning should be approved for the
reasons that such rezoning is in accord with good planning and with
the General Plan of the City of Yakima; that the majority of the
property owners in the vicinity do not oppose the change in classifi-
cation; that the highest and best use of said property is for Planned
Development Zone, now, therefore,

BE IT ORDAINED BY THE CITY OF YAKIMA :
Section 1. The recommendation of the Planning Commission of
the City of Yakima that the following described real property situated
at 3030 Nob Hill Boulevard in the City of Yakima, Washington, and
more particularly described as follows, to wit:
That portion of the west half of the east half of the west
half of the northwest quarter of the southwest quarter of Sec-
tion 26, Township 13 North, Range 18, E.W.M., described as
follows:
Beginning at a point on the west line of said subdivision at
its intersection with the south line of Nob Hill Boulevard;
thence south along the west line 132 feet; thence east parallel
with the north line 165 feet, more or less, to the ea&* line of
said subdivision, thence north along said east line 132 feet to
the south line of Nob Hill Boulevard; thence west to the point
of beginning, all in Yakima County, Washington;
be rezoned from R -2, Two Family Zone, to Planned Development Zone, be,
and the same is hereby, approved and said property is hereby rezoned
to Planned Development Zone, all in accordance with, and to conform to,
the final development plan and program therefor approved by the Yakima
Planning Commission, a copy of which is attached hereto and by
reference made a part hereof.
Section 2. The above change in zoning shall be included and
depicted on the next regularly amended Use District Map prepared by
and for the City.
Section 3. The City Clerk is hereby authorized and directed to
file with the Yakima County Auditor a certified copy of this ordinance.
Section 44 This ordinance shall be in full force and effect 30
days after its passage, approval and publication as provided by law
and by the City Charter.

Home _Federal Savings & Loan Association
The following information is submitted in addition to the
( site plan prepared by this office dated March 9, 1973, to support
the application for rezone from R2 to Planned Development Zone.

1. Market analysis of proposed use.
• I The area which this branch will serve has a population
of almost 12,000. Projection based on past experience over a
period of ten years indicates without question a substantial
-) increase in tne next ten years.
- ,
There is a lack of savings and loan facilities in outlying
areas. There is an especial need for a savings and loan near a
large shopping area and many small businesses which are located
nearby which present a variety of community.services.
/ The West Side of Yakima has been an excellent area for the
development of savings as the Westpark branch of the Home Federal
has proven.
The home Federal, based on experience at Westpark, feels
that the people of Yakima and especially in this West Side
neighborhood, tend and prefer to do business in the area in which
they reside, rather than travel any distance.to downtown or a
large mall or shopping center.
There is a heavy volume of traffic on Nob Hill Boulevard
and this is expected to increase at about 5% per year.
2. Proposed Ownership pattern.

3. Operation and Maintenance Proposal.
• The property will be operated and maintained by the
Home Federal Savings and Loan Association.
4. Waste Disposal Facilities.
Sewers are easily accessible on South 31st Avenue and
Nob Hill Boulevard. Garbage disposal will be by the City of
Yakima.

5. Lighting.
The site will be well lighted.. All lights will be
directed. inward so that traffic an adjacent property owners
will not be distracted or inconvenienced.

The exact time-table cannot be given because the Home

construction would start in ten months.
