ORDINANCE NO. 152___
, AN ORDINANCE transferring the amount of $25,000 from 199-Federal Shard
Revenue Fund to 000-General Fund and appropriating the
amount of $25,000 within 000-General Fund as 'a 1973 ap-
propriation for that fund.
411 WHEREAS, 199-Federal Shared Revenue Fund contains money available
for transfer as provided by this ordinance, and
WHEREAS, the amount of $25,000 must be transferred from 199-
Federal Shared Revenue Fund to 000-General Fund and appropriated there-
in for payment to Yakima School Distriict No. 7 for the benefit of
KYVE-TV, and
WHEREAS, the City Council finds that the purpose for which the
transfer and appropriation is made by this ordinance is appropriate
for expenditure of money from 199-Federal Shared Revenue Fund, and
WHEREAS, at the time of the adoption of the 1973 Budget it could
not reasonably have been foreseen that such transfer and appropriation
would be required; and the City Council finds that an emergency exists
411 of the type contemplated by R.C.W. 35.33.091 and that it is in the
bet interests of the City to make the appropriation herein provi4ed,
now, therefore,
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. The amount of $25,000 is hereby transferred from 199-
Federal Shared Revenue Fund, from Account 199.519.80.42 of such fund,
to 000-General Fund for appropriation therein as providcd by this
ordinance.
S,ecti,op_2 As the transfer provided by Section 1 hereof becos
effective, the amount of$25,000 is hereby appropriated from 000-
41 , General Fund to Account 011.571.50.41 within the 1973 appropriation for
900-General Fund.
Section 3. The Director of Finance and City Treasurer of the City
of Yakima are hereby authorized to make the necessary transfers to
carry out this ordinance.

Section 4. This ordinance is one making an appropriation and
shall take effect immediately upon its passage, approval and publica-
tion as provided by law and by the City Charter.

Dear Mr. Mc::iicken:
This letter is in response to yours of June 28, 1973 concerning the
$25,000 grant of Federal Revenue Sharing funds for KYVE by the City.
In keeping with the stipulation contained in your letter we are
hereby submitting a list of capital expenditures we intend to make
with the grant.
It is our understanding that upon approval of this list the grant monies
will be transferred to our account at Yakima School District Number 7.
Separate and detailed lists, invoices and other'records of-expenditures
on all purchases made with these monies will be maintained at both the District
Number 7 business office and in the KYVE office, as per an advisory letter of
July 13 to Mr. D. B. Davidson of the School District from Thomas Rasmussen,
• Yakima County Deputy Prosecuting Attorney.
It is our hope that the funds can now be transferred very soon so that we
may proceed with the purchase of the equipment. and secure definitely in
time to put it to effective use in public affairs reporting and other
activities early this fall.
With the grant money we propose to make the following purchases, some
by bid as required by State Law, lower priced bids by negotiating best
possible buys from local vendors:
