ORDINANCE NO. /5(M; AN ORDINANCE relating to Funds and Accounts; creating a Trolley Fund as a special fund and designating its purpose, sources of funding and means of expenditure therefrom; enacting Chapter 3.95, "Trolley Fund", and its various sections as a new chapter and sections of the City of Yakima Municipal Code; and declaring an emergency. BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. Chapter 3.95, "Trolley Fund", and its various sec- tions set out hereinbelow are hereby enacted as a new chapter and new sections of the City of Yakima Municipal Code to read as follows: "Chapter 3.95 Trolley Fund 3.95.010 Fund Created--Purposes. There is hereby created a special fund to be known as the Trolley Fund. The money in the fund shall be used to pay for the acquisition, delivery and refurbishing of trolley cars for use by the City on Yakima Valley Transportation Company railroad lines. 3.95.020 Source of Funds. Money to be deposited in the Trolley Fund shall be derived from contributions and grants to the City from private persons and government entities, from allocations and transfers of money to such fund made by the Yakima City Council, and from such other sources as may be designated from time to time by the Yakima City Council. 3.95.030 Expenditures. Expenditures from the Trolley. Fund shall be made only for the purposes specified in Section 3.95.010 of this chapter. No expenditure shall be made from such fund unless the Yakima City Council shall approve such expenditure by passing an ordinance appropriating money within the fund for the purpose for which the expenditure is to be made, or by inclu'd- ing an appropriation for such purpose in the budget." Section 2. This ordinance is one to provide for the immediate preservation of the public peace, property, health, safety and welfare of the people of the City of Yakima and an emergency is hereby declared to exist and this ordinance shall be in full force and effect immediately upon its passage, approval and publication as provided by law and by the City Charter.
