Roll Call Council: Mayor Kathy Coffey, presiding,Assistant Mayor Dulce Gutierrez, Council Members Kay Funk, Brad Hill, Holley Cousens, Carmen Mendez, and Jason White Staff: City Manager Cliff Moore,Assistant City Manager Ana Cortez and Acting City Clerk Jodi Stephens 2. Agenda preview for December 4, 7, & 11, 2018 draft agendas City Manager Moore briefed Council on the December 4, 7, and 11 draft agendas. Council discussed the format of the agenda preview meetings and agreed the purpose is for Council members to get updated at the same time. Assistant City Manager Cortez informed Council there are some 2018 budget adjustments that need to be addressed. Moving forward, Finance will begin providing quarterly reports as well as a mid-year budget review to address any necessary adjustments. Council Member Cousens provided a letter from Greg Lybeck regarding concerns with the City's funding cuts to the SunDome. Mayor Coffey reminded Council that the SunDome is owned by the County and has its own funding mechanisms. Assistant City Manager Cortez discussed required changes to the Clean City Program, which will be presented on December 4, 2018.After Council discussion, it was Council consensus to set a date fora public hearing on December 11, 2018 regarding refuse rates. 3. City Manager update • City Manager Moore provided an update on the following issues: letter to Yakima School District regarding Safe Routes to Schools; letter to the Lodging Tax Advisory Committee regarding Sun Dome operations funding; Seasons loan issue; police department update; staff update; possible next steps for permanent low-barrier shelter; Community Integration Committee update; meeting with the Greenway Board scheduled for December 13; draft letter to County Commissioners regarding 2163 funding; Chamber Board representation request; Strategic Plan/Council retreat; and a proposed Council quarterly roundtable, which Council members deemed unnecessary. 4. Council Committee update Council Member White mentioned the positive discussions at the Public Safety Committee meeting regarding changes taking place at the Police Department and would like a presentation by the Police Page 1 of 2 443 Department on those changes. Council Member Mendez reported on the recent Partnership Committee meeting. 5. Adjournment MOTION: Gutierrez moved and Mendez seconded to adjourn to a City Council Business Meeting on December 4, 2018, at 6 p.m. at City Hall in the Council Chambers. The motion carried by unanimous vote.
