HomeMy WebLinkAbout08/21/1978 Adjourned Meeting 64 Adjourned Meeting August 21, 1978 The City Council met in session on this date at 12:00 Noon in the Council Chambers of City Hall, Yakima, Washington, Mayor Betty L. Edmondson presiding, Council members Lynn Buchanan, Don Hinman and Nadine Lee, and Assistant City Manager Dick Zais present on roll call. Council members Beauchamp, Sparling and Wonder absent and excused. Mayor Edmondson stated that this is a Council Study Session continued from the meeting of August 14, 1978, to review the Community Development Block Grant Program for 1979. She reported there will be a public hearing on this tonight and again at 3:00 P.M. on August 28, 1978. Mayor Edmondson distributed a letter that had been received from Greg Kipp, Law and Justice Planning, in support of the Battered Women Ser- vices Program. Carol Darby, Director of Community Development, informed Council that staff had called for proposals for the Community Develop- ment Block Grant Program. She stated that the eligible list is not listed in any pattern of priority. She recommended that the Community Development Block Grant should be kept for physical capital improvement as she does not believe the City has the money to get into social pro- grams. Ken Crawford, Chief of Housing and Neighborhood Conservation, reviewed with Council the various programs, as follows: Streets -- Requested Amount $175,000 - He reported that this has been increased by $15,000 to include the improvements to the intersection of 4th and "I ". This is a continu- ation of a program adopted previously, and the first five streets on the priority list of 19 have been completed. This year's budget is for the streets listed under numbers 6 through 10, and maybe'll. Yakima Neighborhood Health Services -- Requested Amount $600,822 Their request is to increase their services to help people find the medical services they need. He stated that for the last two years they have submitted applications and each time it has been denied. He reported that the eligibility of the program is questionable under HUD guidelines. Yakima School District -- Requested Amount $40,000 The requests.;, is for two tennis courts at Davis High School. They have also requested funds for fencing of the play area at Barge - Lincoln School, in the amount of $6,500. Craftsman Corps -- Requested Amount $69,287 This is a program utilizing volunteers to help with critical home repair programs. Ms. Darby stated that there are approximately 25 people on the waiting list for this program. Housing Authority -- Requested Amount $36,000 YWCA Battered Womens Program -- Requested Amount $91,600 ($26,600 for counselling, and $65,000 for acquisition and relocation of facility used as shelter). He reported that they do get some funds from YWCA and United Way. Patti Nagle, speaking for this program, stated that about 1/3 of the women come from the target area. Public Service Program -- Requested Amount $82,676 Program is designed for counselling of landlord /tenant rights and default counselling. Mayor Edmondson interjected that she is proud that the City is certified in this program. 65 Adjourned Meeting August 21, 1978 Rehabilitation Grants -- $442,635 He stated that to date, 255 applications have been processed. They have completed about 75 houses and have a waiting list of about 45. He anticipates $600,000 for Section 3-12 Loans from HUD. HUD has asked us to go into multiple dwelling/non-owner occupied rehab grants. He stated that the owner will have to have ownership for at least one year to be eligible. He stated that the loan limit will be $27,000 per unit at 3% interest. He also reported that II/ since 1975 we have received $400,000 of 3-12 monies from HUD. PP & L Ditch Covering -- Requested Amount $400,000 (Reduced from $650,000) He stated that there are four ditch companies taking water from this ditch, plus eight individuals. The ditch must be kept for- ever. He stated that the estimate of the City Engineer is $400,000, however, C.D. taff feels that this is a low estimate. Councilman Hinman inquired if some of the maintenance costs will disappear if the ditch is covered. Mr. Crawford stated that he believed so. Administration -- Requested Amount $76,485 He stated that each department gives them 2% and they do not participate in the Equipment Rental Fund. Council members discussed the time frame for making a decision on the Community Development Block-Grant Program Applications. Mr. Crawford indicated that it has to be in to HUD by October 14, 1978, and they would like at least a month to prepare the applications.
