AN ORDINANCE relating to the Park and Recreation Commission, adding two "Youth
Commissioner" members to the Park and Recreation Commission, stating
their ages for appointment, specifying a two -year term of service, and
staggering specific initial term expiration dates for the initial Youth
Commissioner appointees, requiring a majority of five members to pass
motions regarding business of the Park and Recreation Commission, and
amending Chapter 1 35 entitled "Park and Recreation Commission" of the
City of Yakima Municipal Code, specifically Sections 1 35 010, 1 35 020,
and 1 35 030
WHEREAS, the Park and Recreation Commission advises the City Council and the
Parks and Recreation Manager regarding the formulation of policy, planning and programs to
maintain and operate City of Yakima parks and recreational programming, and
WHEREAS, during discussion and collaborative direction, it was determined that two
new Youth Commissioners are needed to represent Yakima's youth in helping set the direction
for Yakima's parks, and
WHEREAS, the City Council believes it to be in the best interest of the City of Yakima
and its citizens to create and designate two seats on the Park and Recreation Commission as
"Youth Commissioners ", now, therefore
BE IT ORDAINED BY THE CITY OF YAKIMA.
Section 1 Sections 1 35 010, 1 35 020, and 1 35 030 of Chapter 1 35 entitled "Park
and Recreation Commission" of the Yakima Municipal Code are amended to read as follows

There is created a park and recreation commission to consist of nine members
who shall be appointed by the city council, who shall serve without compensation
and who shall all be residents of the City Two of the nine appointed
commissioners shall be designated as "Youth Commissioners" and shall be
between the age of sixteen (16) years of age through twenty -two (22) years of
age at the time of appointment. The director of public works, or his /her designee,
shall be an ex officio member of and secretary of such commission, but shall not
be entitled to vote on any matter voted on by the commission
1 35.020 Terms of office
A. Appointments made to membership on the commission for terms of office
pursuant to YMC 1 35 020 prior to its amendment by this section shall be
adjusted as follows the two terms set to expire December 31, 2006, shall be
extended to June 30, 2007, the two terms set to expire December 31, 2008, shall
expire June 30, 2008, and the three terms set to expire December 31, 2010, shall

expire June 30, 2009 Beginning with the effective date of the 2010 ordinance
amendment, the two Youth Commissioners shall be appointed for the following
initial terms regarding Youth Commissioners one Youth Commissioner shall be
appointed for an initial term expiring June 30, 2011, and the other Youth
Commissioner shall be appointed for an initial term expiring June 30, 2012
B Upon the expiration of respective terms of office for respective members
referred to in subsection A of this section, successors shall be appointed for four -
year terms ending on June 30th of the applicable year, except for Youth
Commissioners who shall be appointed for two -year terms ending on June 30 of
the applicable year Upon the resignation of any member, the city council shall
appoint a new member to serve the unexpired term Any member absent from
three consecutive regular commission meetings shall hereby be disqualified to
continue as a member of the commission The commission shall recommend
removal by the city council and shall request appointment of a replacement to
serve out the balance of the disqualified member's term
1 35.030 Organization— Meetings.
During January of each year, the commission shall elect from its membership, a
chairman, vice - chairman and such other officers as the commission members
deem necessary to organize and carry out the functions and duties of the
commission The commission shall adopt a time for holding regular monthly
meetings, and regular monthly meetings shall be held unless cancelled by notice
from the secretary of the commission Special meetings may be called by the
chairman to be held at any time pursuant to notice of such meeting given as
required by law A majority of the entire membership of the commission (five or
more members) must adopt a motion regarding the business of the commission
1 35.040 Functions and duties.
A. The commission generally shall serve in an advisory capacity to the city
council, city manager and director of public works 'concerning formulation of
policy and plans for development, management and operation of the city parks
and recreation program
B In addition to the general duties specified in subsection A of this section, the
commission shall advise and assist the city counciil, city manager and director of
public works in specific areas including, but not limited to, the following
1 Reviewing of parks and recreation budgets,
2 Promoting park and recreation programs to the community;
3 Setting standards for park maintenance,
4 Setting goals for short-term and long -term future of the city park system,
5 Serving as citizens' input concerning parks and recreation, generally;
6 Monitoring and evaluating the park system
Such duties shall be coordinated to assist the city in carrying out a program of
recreation for the general welfare of the people of the city, and to assist the
division of parks and recreation in performing its duties as required by law or by
the city manager
Section 2 If any part or provision of the ordinance codified in this chapter, or its
application to any person or circumstance is held invalid, iit is the intent of the city council of the
city of Yakima that the remainder of this chapter, or its application of the provisions to other
persons or circumstances is not affected
Section 3 This ordinance shall be in full force and effect 30 days after its passage,
approval and publication as provided by law and by the City Charter

SUMMARY EXPLANATION
Staff respectfully requests City Council consideration of an ordinance to add two youth
commissioner positions to the Park and Recreation Commission This proposal to add the
Youth Commissioners surfaced several years ago during a City Council study session with the
S Park Commission If passed by the City Council, this addition would provide an active role for
interested and motivated youth to participate in their local government and provide a voice for
Yakima's young people regarding Parks and Recreation issues
