JULY 7, 1981
The City Council met in session on this date at 11:45 a.m. in Room 104
at the Yakima County Courthouse, Yakima, Washington. Council members
present were Mayor Betty L. Edmondson, Lynn Buchanan, Lynn Carmichael,
Bruce Crest, Shirley Doty and Don Hinman. Council member Henry
Beauchamp absent. County Commissioners present were Graham Tollefson
and Jim Whiteside. Commissioner Chuck Klarich absent. Union Gap Mayor
John Hodkinson was also present.
Mayor Hodkinson of Union Gap presented the Union Gap Council Statement
No. 2, in writing, as requested at the previous meeting. Council member
Carmichael asked about Item No. 8 which stated, "Union Gap wishes to
adopt the Urban Area Plan as our Outside Utility Policy" stating she
doesn't quite understand what they mean. Mayor Hodkinson explained that
the Union Gap Council would like to adopt the Regional. Area Plan,
• 11/ including whatever we get into, to also cover the area outside the City
Limits of Union Gap, depending on haw things turn out. Mayor Hodkinson
answered questions regarding the Union Gap City Council position
statement, with reference to Item No. 7, Union Gap will service anyone
outside the City Limits charging them 150% of the inside City rate and
150% monthly charges also. All expenses will be borne by the property
owner. They will be doing some LID's the same as inside the City.
Council member Hinman noted that there was not a response by Union Gap
about their participation in the Regional Planning Commission. Mayor
Hodkinson stated that "yes, we would like to be a part of the Regional.
Planning Commission." He further stated that although it was not
written down on the paper, the additional land was discussed as being
part of Union Gap's service area, whichever way that goes -- whether it
would be brought into the service area or taken out, they feel that the
end of the service area should be the outside edge of the planning
boundary, which falls in with Statement No. 6 of the position statement.
There was further discussion regarding the Urban Area Boundary, service
and planning boundaries, airport planning boundary, urban density, urban
area standards, sewer services for County residents, etc. After
discussion, it was the consensus of the City Council and County
Commissioners that the Planning staffs of both entities get together to
discuss subdivisions, Issues 9, 10 and 11, the development standards,
and No. 6, and they will adjourn at this time to meet in two weeks to go
over those standards with both staffs.
