November 12, 1980
The City Council met in'session on this date at 3:00 P.M. in the Council
Chambers of City Hall, Yakima, Washington. Council members present were
Mayor Betty L. Edmondson, Henry Beauchamp, Lynn Carmichael, Bruce Crest,
Shirley Doty and Don Hinman. Cbuncil member Lynn Buchanan present after
3:20 p.m.
Mayor Edmondson announced that this meeting was scheduled for the
purpose of studying the budget.
1. EQUIPMENT RENTAL/GARAGE DIVISION
City. Manager -Zais Commented that this Division has been
particularly impacted by inflation. and rising costs of
energy. Willis White, Director of Public Works, stated that
the a 3.5% decrease from 1980 as far as
expenditures are concerned and revenues are down by about
3.8%. He briefly explained the function of the various
service units and briefly reviewed the budget forecast for
1981. Discussion followed on the intent of the equipment
rental program; and the City Manager gave a brief history of
its inception. (Council member Buchanan present after 3:20
p.m.) Mr. White explained the increase in the facility
maintenance budget is due to inflation of utility costs.
Council member Hinman inquired if an energy and conservation
audit had been performed at the City Shops Complex or if one
is being contemplated. He mentioned that the State Energy
Office has seminars to train people to do an energy audit.
Referring to the fleet maintenance service unit 634, Mr. White
recommended a reorganization to create a Shop Supervisor and
delete a Mechanic I position. He explained the current
organization in the fleet maintenance division, reporting that
the Mechanic II positions are also functioning as Shop
Supervisors and he is requesting a Shop Supervisor in order to
utilize the Mechanic II's for repair work. Concern was
expressed by the Council regarding this request, questioning
the need for another management position. Discussion then
followed on the position of Budget Analyst; several Council
members stating that possibly that position should be under
the Finance Department. City Manager Zais stated that that
position could be part cf the Finance Department, however,
Public Works would then pay their share for that service.
City Manager Zais recapped the discussion, stating that
Council would like to continue the Mechanic I position,
pethaps downgrading a Mechanic II to fill that position and
reclass a Mechanic II to do a Shop Supervisor role, and
transfer the Budget Analyst to the Finance Department, if that
position is needed. Council member Hinman suggested listing
the energy audit items as a separate item in the budget. City
Manager Zais stated that the computer printouts can not
provide that information, but it can be hand calculated. Mr.
Zais commented that the 1980 expenditures for fuel will exceed
the budget and the short fall will be made up by carry over
funds. Mr. White reviewed the narrative for the replacement
reserves service unit 636. Following discussion on the
departments and equipment in the equipment rental program,
City Manager Zais stated he could provide the Council with the
criteria replacement schedule.
2. TRANSIT
Council member Hinman stated that since the sales tax for
transit operations has passed, perhaps Council should make a
special effort, maybe via a Council Committee, to examine What
we want to do with the Transit system in the next four to five
years. Mayor Edmondson suggested that this idea be considered
When the Transition Plan is discussed. Mr. White distributed
a memo dated 11/10/80 regarding the Transit Division 1981 and
1982 cash flow. He reviewed Alternative B in the memo.
Council members then discussed the personnel in this division;
questioning the increase of Transit Operators When there isn't
any increase in service. Dan Newton, Transit Manager,
explained that there was a change in the bus routes last July
and additional Transit Operators were hired at that time,

which was not reflected in the 1980 budget. Mr. White
comnented that he is requesting an inter-fund loan for the
Transit Division at the beginning cf the year because the
funds from the sales tax do not come until April. Council
member Hinman requested that the information on cost per
passenger carried be given under the performance indicator.
Mayor Edmondson stated that Council may want to have another
meting regarding Council member Hinman's suggestion and on
the Transition Plan.
