AN ORDINANCE relating to public safety; providing control and security
measures for Yakima Air Terminal operations; defining
terms; prohibiting or requiring certain acts and conduct
and providing a penalty for violations; enacting Chapter
6.34, "Airport Ground Control and Security", and sections
thereof as a new chapter and new sections of the City of
Yakima Municipal Code; and declaring an emergency.
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. A new chapter is hereby adopted and added to the
City of Yakima Municipal Code, which new chapter shall be numbered
and entitled Chapter 6.34, "Airport Ground Control and Security", and
which shall contain the sections and shall read as follows:
"CHAPTER 6.34
AIRPORT GROUND CONTROL AND SECURITY
6.34.010 Definitions. As used in this chapter, unless a
different meaning clearly appears from the context, the following
words and phrases shall have the following meanings ascribed to
them:
1. "Restricted Area" means any portion of the Yakima Air
Terminal consisting of the air operations area, terminal
ramp area, general aviation areas and passenger pre-
boarding area as they are defined by this section.
2. "Air Operations Area" means that portion of the res-
tricted area of the Yakima Air Terminal consisting of
taxi ways and runways and property adjacent thereto as
posted or fenced with signs designating the boundaries
of and warning against entry into such air operations
area.
3. "Terminal Ramp Area" means that portion of the res-
tricted area of the Yakima Air Terminal adjacent to the
terminal building concourses and used for loadinz and
unloading of passengers and baggage of air carriers ;:s
designated by red lines and signs on the terminal ramp
warning against entry into such terminal ramp area.
4. "General Aviation Area" means that portion of the Los-
tricted area of the Yakima Air Terminal designated by
directory and warning signs to be used for general
aviation purposes, including loading, unloading and
performing services in connection with a other
than aircraft operated by air carriers.
5. "Passenger Pre-Boarding Area" means that. portion of the
Yakima Air Terminal building separated by barriers from
the unrestrie:ted area therein and posted with a warning
sign, or signs, giving notice th6t entry of persons into
the passenger pre-boarding area is restricted.

6. "Air Carrier" means a person, firm or corporation
gaged in in transporting persons and freight by air
required by applicable laws, rules or regulations to
conduct pre-departure screening of enplaning passengers.
7. "Public Parking Area" means any portion of the Yakima
Air Terminal designated by a sign or signs to be used
for parking of vehicles by the general public.
411 8. "Controlled Parking Area" means any portion of the
Yakima Air Terminal designated by a sign or signs to
be used for parking of specified vehicles or vehicles
of a specified type or for a specified purpose.
6.34.020 Authorit of Airsort Mana•er. The Airport Manager
is hereby authorized to establish practices and procedures for
operations and activities at the Yakima Air Terminal to administer
the provisions of this chapter and other federal, state and local
laws, rules and regulations applicable to airport operations and
activities; and to place and maintain such warning and directory
signs as are required by this chapter or as he deems necessary or
desirable to administer provisions of this chapter and other
applicable laws, rules and regulations.
6.34.030 Entry Prohibited Into Restricted Areas—Exceptions.
A. Eat= Prohibited. It shall be unlawful for any per-
son to enter upon any restricted area of the Yakima Air Ter-
minal which is posted or fenced with signs designating a res-
tricted area or warning against entry into such area, pro-
vided, the prohibition of this subection shall not apply to
persons authorized to enter restricted areas as provided by
Subsection B of this section.
B. The following persons are authorized to eter
tain restricted areas in accordance with the following pro-
visions:
1. The Air?crt Manager and any city erriployr unt:seT
the supervision of the Airoort Manat and desig-
nated by him may enter any restricted area 't any
time.
2. Law enforcement officers performtlia duty in conqec-
don with airrort security may enter any restricted
area at any time.

3. Any employee of an air carrier may enter any res-
tricted area as may be necessary for the employee
to perform his duties as assigned by supervisory
personnel of such air carrier.
4. Enplaning and deplaning passengers of air carriers
may enter the passenger pre-boarding area and ter-
minal ramp area while in the process of enplaning
• or deplaning; provided, no enplaning passenger
shall enter such restricted areas without first
• having been specifically authorized to do so by
a person conducting a final passenger screening
process in accordance with applicable laws, rules,
regulations or other requirements.
5. Owners, operators and other persons connected with
the operation and servicing of aircraft other than
that of air carriers, and passengers and other
persons being served by such aircraft, may enter
the general aviation area and air operations area
as may be necessary to operate and service such
aircraft or to be served thereby.
6. Any person may enter a restricted area when
escorted by the Airport Manager or when escorted
by a city employee under the supervision of the
Airport Manager and designated by him as being
authorized to enter the restricted area as such
escort.
7. Drivers and attendants of fire suppression vehicles
• and equipment, ambulances, and other emergency
vehicles and equipment may enter any restricted
area as may be necessary to respond to a summons
for emergency services.
6.34.040 Required Map Display. Every person, firm or cor-
poration occupying any portion of the Yakima Air Terminal, except
within the Air Terminal Building, pursuant to a lease agreement
with, or a license issued by, the City of Yakima shall post and
display a map, to be furnished by the City, in a conspicuous pub
lic place on the premises, which map shall depict the Yakima Air
Terminal property and facilities and shall indicate restricted
areas and contain a warning against entry into restricted areas
by unauthorizcd persons.
6.34.050 Vehicle Parkim,
A. Controlled Parkina. It shall be unlawful for the
operator of any vehicle to stop or park such vehicle in any
controlled parking area unless the vehicle, or the purpose

for which it is stopped or parked, complies with the desig-
nation of a sign or signs posted at the controlled parking
area.
B. Public Parking It shall be unlawful for the
operator of any vehicle to park such vehicle any place
411 other than in an area designated by signs as a public park-
ing area, unless such vehicle is stopped or parked in a con-
trolled parking area in accordance with Subsection A of this
section.
C. Impoundment. The Airport Manager is hereby
authorized to impound or cause to be impounded any vehicle
parked on Yakima Air Terminal property in violation of the
provisions of this Section. The applicable provisions of
• Chapter 6.84 of the City of Yakima Municipal Code shall
govern the towing, storage, redemption or other disposition
of any vehicle impounded pursuant to this Section.
6.34.060 Firearms, Exploslat2„EpmnsFrohibitrA. It shall
be unlawful for any person, except law enforcement officers, to
be in possession of any firearm, explosive device or weapon
apparently capable of producing bodily harm while such person is
in the passenger pre-boarding area or the terminal ramp area, pro-
vided, sporting and antique or display firearms and weapons may
be encased and checked as baggage for transport on an air carrier
unless prohibited by laws, rules or regulations applicable to or
adopted by the air carrier.
6.34.070 Penalty for Violation. Any person convicted of
violating any provision of this chapter shall be subject to
punishment as provided by Section 6.02.050 of the City of Yakima
Municipal Code."
Section 2. This ordinance is one to provide for the immediate
preservation of the public peace, property, health, safety and welfare

of the people of the City. of Yakima and an emergency is hereby
declared to exist and this ordinance shall be in full force and
effect immediately upon its passage, approval and publication as
provided by law and by the City Charter.
