SPECIAL MEETING - URBAN AREA PLAN
The City Council net in session on this date at 12:00 Noon in the Coun-
cil Chambers of City Hall, Yakima, Washington, for the purpose of dis-
cussing the Urban Area Plan. Council members present were Mayor Lynn
Carmichael, Clarence Barnett, Henry Beauchamp, Lynn Budhanan, Shirley
Doty, W. K. "Pete" Moore and Jack Sparling. Yakima County Commissioners
present were Chuck Klarich, Graham Tollefson and Jim thiteside.
Mayor Carmichael stated that the purpose of this meeting is to discuss a
proposal, made by the County, to adopt an ordinance setting interim
standards for the division and development of land within the Yakima
II/ Urban Boundary. She stated that the City has some concerns regarding
the interim ordinance which Council wanted to relate to the County.
Commissioner Klarich commented that since the implementation may take a
long period of time, it is important to establish a procedure that would
eliminate the._duplicate review of any development. He stated there are
details that need to be refined, but that can be done at this or other
joint meetings. Mayor Carmichael stated that the City does not dupli-
cate the County's review process. She further stated that a time sch-
edule had been agreed upon and staff has indicated they are on sdhedule.
She expressed concern that to deviate from this schedule may create
problems. Commissioner Klarich said that this request was initiated
because of problems that occurred during a recent development, which the
County had approved. He reported that the during City review, addi-
tional requirements were placed upon the development which are not
required by the County. Dick Anderwald, Yakima County Planning Dir-
ector, reported that there is no legal way the County can follow the
standards of the City and that the adoption of this ordinance would
eliminate 90% of the duplicate review process. He further commented
that there are standards the City uses which are non-legislated. Mayor
Carmichael cannented that those are administrative policy issues.
Council member Moore agreed that those administrative policies should be
outlined in an ordinance. Commissioner Klarich outlined the procedure
the County would follow for a development located in the County which
would request utility services from the City. He commented that the
City Would be notified by letter about the project, which would give the
City ample time to contact the County about any concerns that might
arise. Larry Wright, City Assistant Community Development Director,
outlined the differences between the City and County requirements for
developments and recommended that the interim ordinance not be adopted.
Following further discussion regarding this request, it was the general
consensus of the Council to refer this matter to staff for further
review and request them to meet with the County staff to review the
status of the common zoning ordinance and schedule another joint meeting
within 30 days.
There being no further business, the meeting was adjourned at the hour
of 1:40 p.m.
