AN ORDINANCE annexing property to the City of Yakima, and zoning said
property.
WHEREAS, proceedings have been held in accordance with all appli-
cable laws for the annexation to the City of Yakima of the property
hereinafter described, and
WHEREAS, the Planning Commission of the City of Yakima duly held
a public hearing on the zoning of said property hereinafter described
and annexed and, as a result of said hearing, duly recommended that
said property be annexed to the City of Yakima and zoned as herein-
after specified, and
WHEREAS, a hearing was duly held on such annexation by a Review
Board as required by law and as a result of such hearing the Review
Board made and entered its findings and recommendations with respect
to such annexation and recommended to the City Council that the said
property be annexed to the City of Yakima, and
WHEREAS, pursuant to due and legal notice, the City Council held
a public hearing on said annexation on July 13, 1970, and duly con-
tinued such hearing from time to time, and held a final public hearing
on August 24, 1970; and, as a result thereof, finds that such property
should be annexed to the City of Yakima and further finds that the
property should be zoned as hereinafter set forth for the reasons
that such zoning and classification is in accord with good planning
and with the General Plan of the City of Yakima, that the majority of
the property owners in the vicinity do not oppose the classification
or the annexation, that the needs of the City and community do require
the hereinafter set forth zoning classification, and that the highest
and best use for said property is as hereinafter determined, now,

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
Section 1. Effective November 4, 1970, the following described
property contiguous to the City of Yakima is hereby annexed to the
City of Yakima, Washington:

Beginning at the Southeast corner of the Northwest quarter of
the Northwest quarter of the Southeast quarter of Section 31,
Township 13 North, Range 19, E.W.M.; thence westerly along the
south line of said subdivision to the Southwest corner of the
Northwest quarter of the Northwest quarter of the Southeast
quarter of Section 31; thence southerly along the east line of
the Southeast quarter of the Northeast quarter of the Southwest
quarter of Section 31 a distance of 325 feet; thence westerly
and parallel to the north line of said subdivision to the west
line of said subdivision; thence northerly along said west line
325 feet to the Southwest corner of the Northeast quarter of
110 the Northeast quarter of the Southwest quarter of Section 31;
thence northerly along the west line of said subdivision to the
Northwest corner of said subdivision; thence easterly along the
north line to the Northeast corner of said subdivision; thence
easterly along the north line of the Northwest quarter of the
Northwest quarter of the Southeast quarter of Section 31 to
a point 297 feet west of the Northeast corner of said subdivi-
sion; thence southerly and parallel to the east line of said
subdivision 350 feet; thence easterly and parallel to the north
line of said subdivision 297 feet to the east line of said sub-
division; thence southerly along the east line of said subdivi-
sion to the Southeast corner of the Northwest q uarter of the
Northwest quarter of the Southeast quarter of Section 31,
Township 13 North, Range 19, E.W.M.
Section 2. The owner of the hereinbefore described real property
annexed to the City of Yakima shall be required to assume existing
indebtednesses of the City of Yakima.
Section 3. In accordance with the recommendations of the Planning
Commission of the City of Yakima, effective at the time of its annexa-
tion, said property is hereby zoned as Planned Development Zone in
41, accordance with and to conform to the final development plan and pro-
gram for such annexed property, a copy of which plan and program is
attached hereto and by reference made a part hereof.
Section 4. The next regularly amended Use District Map prepared
by and for the City of Yakima shall show said property as hereinbefore
zoned and classified.
Section 5. The City Clerk is hereby authorized and directed to
file a certified copy of this ordinance with the County Auditor of
Yakima County and the Board of County Commissioners of Yakima County.
Section 6. This ordinance shall be in full force and effect
thirty days after its passage, approval and publication as provided
by law and by the City Charter.

1. Statement of goal and objectives, i.e., why it would be in the public
interest and be consistent with the General Plan.
Yakima's need for a centrally located mobile home park is increasing as
mobile home living becomes a way of life for more people. Our plan is to build
a mobile home park which has all the advantages of city living yet to give it
the spaciousness and isolation of a small community. Four stages of development
are planned to complete the project (explained in number 6 below).
2.'A market analysis adequate to meet the requirements of the Planning Commis-
sion under the provisions of Section 12.50.040 of this chapter.
No additional market analysis was requested by the Planning Calanission in
Section 12.50.040 other than that which was given in No. 1, part b. of 12.50.030.
3. Evidence of resources available to develop the project.

I estimate a obile Hone Park of this size will require 4 to 5 years for
complete occupancy; therefore, we have divided the park into four development
units. (See nap under Plan Elements part a.)
Unit nuriber 1 will include the recreational and laundry facilities and are
• planned for 170 and 1 71.
Unit number 2 for 1 72.
Unit nuifiber 3 for 1 73.
Unit /umber 4 will be developed last because there will be a small amount
of fill required in this area.. Since there vill be a certain amount of material
come out of the streets driveways and patios, we will fill it into this area.
The open storage will either be developed with Unit number 1 or temporarily
located in Unit number 3.
In view of the fact that there will be a high standard set forth in the
mobile home park, there will be a number of model hones set up in the park
area, depicting the mobile hone parkls requirements. Some of these re-
quirements would be the size and kind of home 9nd its general appearance,
the proper applications of skirtings and awnings, and landscaping that is
neat and applicable. These model mobile hones will be made available for
purchase. To limit traffic into the park area, 1 would also like to set
up a limited nunber of mobile hones for sale in an area on Washington
Avenue. This would be on a temporary bases and upon the filling of the
park would be removed.
