ORDINANCE NO. ,1282
AN ORDINANCE accepting the recommendation of the Planning Commission
and rezoning certain property situated at 809-811 South
14th Avenue, in the City of Yakima, Washington, from
R-2, Two-Family Zone, to a Planned Development Zone.
411 WHEREAS, Pursuant to due and legal notice, the City Council of
the City of Yakima held a hearing on the 25th day of January, 1971,
upon the recommendation of the Planning Commission that real property
situated at 809-811 South 14th Avenue, within the City of Yakima,
Washington, the legal description which is set out hereinbelow, be
rezoned from R-2, Two-Family Zone, to a Planned Development Zone, and
WHEREAS, the City Council finds that such recommendation of the
Planning Commission for such rezoning should be approved for the
reasons that such rezoning is in accord with good planning and with
the General Plan of the City of Yakima; that the majority of property
owners in the vicinity do not oppose the change in classification;
410 that the needs of the City and community do require such change and
that the highest and best use of said property is for Planned Develop-
ment Zone, now, therefore,
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. The recommendation of the Planning Commission of the
City of Yakima that the fallowing described real property situated at
809-811 South 14th Avenue in the City of Yakima, Washington, and more
particularly described as follows, to wit:
Lots 5 and 6, Block 7, Bonnie Brae Addition to North Yakima,
Washington (now Yakima, Washington), according to the official
plat thereof recorded in Volume "A" of Plats, page 127, records
of Yakima County, Washington;
be rezoned from R-2, Two-Family Zone, to a Planned Development Zone,
be, and the same is hereby, approved and said real property is hereby
rezoned to a Planned Development Zone, all in accordance with, and to
conform to, the final development plan and program therefor approved
by the. Yakima Planning Commission, a copy of which is attached hereto
and by reference made a part hereof.
Section 2. The above change in zoning shall be included and
depicted on the next regularly amended Use District Map prepared by
411 and for the City.
Section 3. The City Clerk is hereby authorized and directed to
file with the Yakima County Auditor a certified copy of this ordinance.
Section 4. This ordinance shall be in full force and effect
thirty days after its passage, approval and publication as provided by
law and by the City Charter.
PASSED BY THE CITY COUNCIL, signed and approved this 25th day of
January, 1971.

In compliance with the Zoning Ordinance, Chapter 12.50.030, the following
information is submitted:
1. The boundaries of the site: 92.67 feet (South 14th Avenue) by
125 feet (Washington Street).
2. Names and dimensions of all streets bounding or touching the site
of the proposed location: curb -to-
South 14th Avenue on west boundary; total easement 60 ft.; curb 30 ft.
Washington Street on south boundary :total easement 100 ft.; curb-to-
of all buildings curb 80 ft
3. Horizontal and vertical dimensions /and structures proposed to be
located on the site: Horizontal - 41 feet X 90 feet; Vertical -
30 feet maximum with part one story, part one and a half stories,
and part two story construction.
4. Proposed location and dimension of "common open space ": see drawing.
5. Proposed public dedications: None.
6. Location, dimension and design of offstreet parking facilities,
. showing points of ingress to and egress from the site: see drawing.
There is sufficient room for all cars to back at a 90 angle from
the parking stall, and pull forward at a 90 angle, thereby entering
directly onto the street in a forward direction and avoiding backing
onto the public right of way.
7. Location and direction bearing of all major physiographic features,
such as railroads, drainage canals and shorelines: Not considered
important in connection with this application.
8. Existing topographic contours and intervals of not more than 5 feet,
together with proposed grading and drainage and landscaping: Not
considered important in connection with this application.
9. Proposed land uses and densities: Residential, multiple family,
six living units, on approximately 11,600 square feet.
10. Building types and intensities: See drawing; Part 2 -story and
part single story construction', and part story and a half; four -
one bedroom units and two -two bedroom units, frame construction,
exterior some masonry and wood siding.
11. Pedestrian and vehicular circulation pattern:. Shown on drawing to
the extent of importance herein.

The following is a written program, in compliance with 12.50.030 for
development, setting out detailed information concerning the following
subjects as they need be involved in or provided for by the planned
development project:
40 1. Market analysis of proposed use: None submitted.
A high demand for this type of residential facility has been demon-
strated in this area.
2. Proposed ownership pattern: Single ownership with rental units.
3. Operation and maintenance proposal: To be maintained by owner,
partially assisted by tenants.
4. Waste disposal facilities: City sewer and garbage services.
5. Lighting: Existing street lighting with possible addition of photo-
electric cell actuated night light or lights directly on premises.
6. Water supply: City facilities.
7. Public transportation: Normal city bus services nearby.
8. Community facilities: Larson Park immediately adjacent across
Washington Street, Yakima Valley College nearby.
9. General timetable of development: Plan on early 1971 construction
start, with the entire development to be put up as soon thereafter
as the contractor can reasonably complete the work.
