AN ORDINANCE accepting the recommendation of the Planning Commission and rezoning certain property situated at 4406 West Nob Hill Boulevard, in the City of Yakima, Washington, from R -1, Single Family Zone, to a Planned Development Zone. • WHEREAS, pursuant to due and legal notice, the City Council of the City of Yakima held a hearing on the 1st day of March, 1971, upon the recommendation of the Planning Commission that real property situated at 4406 West Nob Hill Boulevard, within the City of Yakima, Washington, the legal description of which is set out hereinbelow, be rezoned from R -1, Single Family Zone, to a Planned Development Zone, and WHEREAS, the City Council finds that such recommendation of the Planning Commission for such rezoning should be approved for the reasons that such rezoning is in accord with good planning and with the General Plan of the City of Yakima; that the majority of property 411 owners in the vicinity do not oppose the change in classification; that the needs of the City and community do require such change and that the highest and best use of said property is for Planned Develop- ment Zone, now, therefore, BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. The recommendation of the Planning Commission of the City of Yakima that the following described real property situated at 4406 West Nob Hill Boulevard in the City of Yakima, Washington, and more particularly described as follows, to wit: The East 191 feet of the North 186 feet of the Northwest quarter of the Southwest quarter of Section 27, Township 13 North, Range 18, E.W.M., EXCEPT roads along the North and East sides thereof; EXCEPT a strip of land six feet wide along the North side of the • Northwest quarter of the Southwest quarter of said Section 27, said strip lying south of public road along the North side of said subdivision, under instrument recorded September 14, 1907, in Volume 60 of Deeds, page 520; be rezoned from R -1, Single Family Zone, to a Planned Development Zone, be, and the same is hereby, approved and said real property is hereby rezoned to a Planned Development Zone, all in accordance with, and to conform to, the final development plan and program therefor approved by the Yakima Planning Commission, a copy of which is attached hereto and by reference made a part hereof. Section 2. The above change in zoning shall be included and depicted on the next regularly amended Use District Map prepared by and for the City. Section 3. The City Clerk is hereby authorized and directed to file with the Yakima County Auditor a certified copy of this ordinance. Section 4. This ordinance shall be in full force and effect thirty days after its passage, approval and publication as provided by law and by the City Charter. Daily staff will be a full time secretary and the president each afternoon. There will also be committee meetings afternoons and occasionally evenings. Probably within a year there will be an additional full time staff person employed by the National Education Association who will work with all the local education associations in Yakima, Kittitas and Klickitat counties. The facility will be owned by the members of the Yakima Education Association, a non - profit incorporation, but directed by the Executive Board. The development will be consistent with the general plan of the area in that no major alteration in the structure is planned. The existing • structure is in harmoney with the surrounding area which is zoned for single family residence. -The proposed four laning of Nob Hill Boulevard will tend to change property usage in this area. The parking area will be adequately screened by shrubbery plantings. This location is suitable because of its accessibility to the personnel involved. Many of the Association members live in the west area of Yakima. Also Nob Hill provides easy access to all parts of Yakima and to the highways and freeway for people from out of Yakima who will have cause to use the facility. It is also easily accessible to the airport. The building and site is adequate to accomodate the proposed development. Purchase and Maintenance Details The amount of the down payment is to be fifty -five hundred dollars and monthly payments will be approximately one hundred and forty dollars. Assessment of the nearly five hundred members will provide sixteen hundred dollars per year from the present building fund and another fifteen hundred dollars per year from the present rent and utilities fund. Planned development costs will be provided from the present ten thousand dollar building fund less the down payment of fifty -five hundred dollars. • The balance, therefore, to be used will be forty -five hundred dollars, and will provide for parking and landscape development over the planned three • year period. r , l YAKIMA EDUCATION ASSOCIATION 504 WEST CHESTNUT, YAKIMIA, WASHINGTON 98902 WEA•NEA Rezone Application page 2 January 25, 1971 Maintenance of the landscape such as snow removal, leaf raking, lawn mowing, and watering will be provided for by a regualarly hired part -time maintenance person. He will also be responsible for interior care of the building and will be paid from the present rent, utility, and janitorial portion of our budget which is a part of our present lease situation. Develop Time Table The major portion of the development of this property will be completed during the spring and summer of 1971. The shrubs that are to be planted around the parking areas will be planted as early in the year as possible so that they will have the maximum possible time to grow and develop during the initial stages of this development. This is to expedite the harmonizing of the property with the surrounding area. A listing of the items to be completed during the years indicated is as follows l�l 41, 1. Develop and gravel parking areas. 2. Fill in unused drive ways and repair lawn where necessary. 3. Build mounds of dirt on northside of parking area as indicated on plot plan. 4. Plant shrubs and trees on north and northeast' side of parking area. 5. Removal of carport that is presently attached to house on east side. 6. Installation of exterior lighting. ILL 1. Plant hedge along south side of property. 2. Installation of small sign on lawn in front of building indicating the dame of the building. 3. Plant shrubs on east and southeast of parking area. 1. Complete landscaping as indicated on plot plan.
