Council Member Dave Edler gave an invocation and led the Pledge of Allegiance

Al Pineda, from Conover Insurance, accepted the proclamation
B Presentations /recognitions /introductions
• Yakima Police Explorers Achievements and Awards
Police Officers Ira Cavin and Dolce Diaz, co- advisors for the Explorers, gave an
overview of the Explorer program and summarized their duties and
accomplishments. Eleven explorers were present.
C Status reports on prior meeting's citizen service requests
• Response to Jim Evans regarding weedy Tots

ACTION Motion carried to approve the Council Committee meeting minutes.

7 Rules and Procedures Committee — August 26, 2010 (reinserted)
• Recommendation to address issues raised by citizens during Audience
Participation through standard City procedures instead of giving
precedence because they were presented during a business meeting,
recommendation that response to issues that cannot be addressed through
standard procedures be extended to four weeks rather than the currently
established two -week time period
ACTION Motion carried to adopt the Committee's recommended process.

5 Audience Participation

7 P.M. — PUBLIC HEARINGS
6 Public hearing to consider an ordinance amendment to modify the Yakima County
Tourist Promotion Area (TPA)
John Cooper, President/CEO of the Yakima Valley Visitors and Convention Bureau,
gave background on the formation and membership of the Tourist Promotion Area. He
explained the petition request to add two more members to the Zone B Yakima area and
distributed statistics on the TPA's hotel representation.
Council Member Adkison stated that Union Gap has notified the City they plan to
withdraw from the TPA. Due to budgeting difficulties, Union Gap has requested to
terminate at the end of the 2010 instead of giving one year's notice City Attorney Cutter
advised there is no authority in the interlocal agreement to waive the withdrawal
provision.
The public hearing was held Jay Wildgen spoke against the request to add two
members and Verlynn Best and Penny Baker spoke in favor of the request.

*13 First reading of an Ordinance amending the 2010 budget and making an appropriation in
the Economic Development budget and authorizing grant funding from SIED for North 1
Street corridor revitalization study services (no action required at this meeting; second
reading scheduled 10 -5-10)
*14 Second reading of an Ordinance amending the 2010 budget and making an
appropriation in the 462 — Transit Operating Fund for extended services

16 Other Business
Council Member Ensey requested Council to review Boards and Commissions and
determine whether some of them are still necessary Staff was directed to provide a
report on the amount of time they spend on each committee The consensus of the
Council was to review the report in 30 days at a regular business meeting
Council Member EttI asked Council if they would be interested in using Elway to poll the
community regarding issues and concerns the Council is discussing. Council decided
they would like to think about this more and bring it back for discussion at a future time.
Staff was directed to contact Eisenhower High School to determine if the statistics class
would be interested in doing a survey of the community, which had been done in the
past.

Mayor Cawley brought up the forms of government issue saying he still had questions
he would like answered It was pointed out that it was difficult to study the issue without
having it better defined Discussion ensued on how to further pursue the subject.
ACTION Motion carried to establish a 3- person committee to bring back in 30 days or
Tess an outline and answers to frequently asked questions for discussion at a study
session or regular business meeting VOTE. 6 -0, Coffey absent
ACTION Motion carried to assign Council Members Edler, Ensey and Lover to the
committee. VOTE. 6 -0, Coffey absent
17 Adjournment — 7 30 p m
ACTION Motion carried to adjourn to September 28, 2010 3.30 p m. for a joint public
meeting with Yakima County in the Council Chambers on the West Valley Neighborhood
Plan. VOTE 6 -0, Coffey absent
