HomeMy WebLinkAbout09/21/2010 04B Minutes 09-14-2010 Council Intergovernmental Committee Yakima City Council: `ommittee Meeting 0 Intergovernmental Committee Tuesday, September 14, 2010 Yakima City Council present: Rick Ensey, Kathy Coffey, Dave Ettl County Commissioner present: Mike Leita City staff Dick Zais, Michael Morales, Jeff Cutter, Joan Davenport County staff Vern Redifer Guests Joe Walsh (CWHBA) The Committee reviewed the pending agenda issues and decided to begin the review of the West Valley Neighborhood Plan with a public meeting of the Intergovernmental Committee of the Yakima City Council and County Commissioners The meeting will be held September 28, at 3 30 p m in Council Chambers, in lieu of the next regular IG meeting Continued review of GMA Interlocal Agreement Joan Davenport explained the format of the current ILA draft (the underlined and cross out language was accepted) Commissioner Leita called attention to the Targeted Public Investment Corridor language in Infrastructure Services and Level of Service (Section F), and indicated those particulars such as the corridor issues may or may not be appropriate for the ILA. Councilmember Ettl suggested adding operational type details as attachments to the ILA. Mr Leita urged the Committee to consider recomissioning the joint board and recommended that the IG Committee could act as the joint board while also maintaining its traditional functions Staff was asked to draft language to amend the ILA to commission the joint board and to draft templates for the attachments Discussion turned to items 10 — 15 on the critical issues matrix. Vern Redifer characterized item 15 (Development Process) as very important for inclusion in the ILA Mr Leita reported that the County Commissioners are looking at planning fees (item 12) in the 2011 budget process He believes it would be very practical and appropriate for the joint board to consider the fee schedules Dick Zais said the City Council has set a priority on Capital Facility Planning (Item 13) Mr Leita stated that the commitment for this level of planning and review must be included in the ILA. He mentioned the Mill District development as this type of effort. In regard to Urban Area Development when Public Sewer is not available (Item 14), Mr Leita noted that the County has extensive experience on this issue with the various cities throughout Yakima County The next meeting of the Intergovernmental Committee will be Tuesday, September 28, 3.30 p.m., in City Council Chambers This will be a Public Meeting of the Intergovernmental Committee of the Yakima City Council and Yakima County Commissioners to begin review of the West Valley Neighborhood Plan proved by r - 1 g/ ((0 Rick Ensey, Chair Date •
