Dave Ettl County Commissioner present: Mike Leita City staff Dick Zais, Michael Morales, Jeff Cutter, Joan Davenport County staff Vern Redifer, Terry Austin, Steve Erickson Guests Joe Walsh (CWHBA) Continued review of GMA Interlocal Agreement. Commissioner Leita proposed that the changes to the current draft be accepted then discussion can proceed regarding critical issues 4 -5 -6 (frontage improvements, focused public incentive corridors and annexation considerations) He noted that critical issues 1 -2 -3 have been incorporated into the document and issues 7 -8 -9 will be handled in the 4 -Party Agreement. Dick Zais reported that city and county staffs are meeting regularly to work on critical issues Vern Redifer used section G. Annexation 3 Development Process Within Pending Annexation Areas to illustrate the process staff is following Commissioner Leita suggested the Committee focus on identifying a corridor that can be used as a case study He reminded that there is also a responsibility to discourage urban ® development outside of the Urban Growth Area Michael Morales urged policies that will prevent a competitive disadvantage between various cities within Yakima County Steve Erickson noted that uniformity in County -wide Planning Policies is desired, and if achieved will prevent a competitive disadvantage Mr Leita asked staff to bring to the next meeting topics that could or should be added to the ILA He also suggested that the discussion on items 4 -5 -6 be formatted in a way that clearly shows which items have not been agreed upon Mr Redifer talked briefly about different funding mechanisms and mentioned latecomer agreements Discussion moved to how different types of development affect revenues and the potential for infill and incentives The next meeting of the Intergovernmental Committee will be Tuesday, September 14, 3.30 p.m Topics will include potential additional issues for the ILA and discussion of targeted corridors / .,-7 Ap v roved . y ! l/ , .
