Transit and Transportation Planning Committee Minutes for the August 19, 2010 Meeting City Council Members Staff Other Micah Cawley Chris Waarvick, Public Works Director Paul Overby, Selah Dave Ettl Ken Mehin, Transit Manager City Councilman Joe Rosenlund, Streets Manager Transit There are no updates about the Nob Hill property yet. The Terrace Heights service will be ending on December 4 unless the community comes up with a revenue stream to support the service by mid October 2010 All five new buses will be here by the first week of September Two have already arrived All will be on the road by mid September Ridership is down by 4% compare to 2009 We have 26 vanpool vans on the road now; up by five since January 2010 We are offering free rides to the Fair this year as usual from the Gateway parking lot. Street and Traffic Operations Clearview Requirements and Potential Changes to YMC Joe Rosenlund, Streets & Traffic Operations Manager, described the issues related to the existing clearview requirements in the Yakima Municipal Code The existing requirements work well in most situations but can be onerous in residential areas and insufficient on arterials roads A comparison was made between the existing requirements and national guidelines and some alternatives were discussed The Committee recommended forwarding the issue to the Planning Commission to enable public discussion on the matter and determine any changes in the municipal code for approval by the City Council Mill Site Redevelopment Transportation Issues Joe Rosenlund gave the status of the transportation study that was being done by the Washington Department of Transportation Comments on the project are due on August 20 The city is submitting comments as a group to make sure all concerns are addressed and there are no conflicting statements in the comments A brief discussion was held regarding some of the improvement options and limitations of the study • Status of 40 Avenue Corridor Study The Committee was shown two sets of preliminary plans identifying the general alignment and impacts of improving 40 Avenue between Lincoln Avenue and River Road The basic difference in the plans is width of the road is narrower in one concept to avoid impacts to adjacent properties Both concepts have an estimated construction cost in the area of $2 5 million excluding right -of -way and engineering The Committee gave their approval to proceed with a public meeting to receive public comments regarding the proposals They asked staff to try to schedule the meeting on a date when all council members would have an opportunity to attend Next Meeting The next meeting of the Transit/Transportation Planning Committee will be Thursday, September 16 at 10 30 a m The committee has changed the meeting time to minimize scheduling conflicts fhico le •
