AN ORDINANCE of the City Council of the City of Yakima, Washington,
providing for the submission to the qualified electors
of the city at a special election to be held therein
on November 2, 1971, of a proposition of whether or not
the city should issue its unlimited tax levy general
1• obligation bonds in the principal amount of $1,100,000
for the purpose of providing funds to pay the cost of
acquiring, constructing, equipping and making certain
capital improvements to the fire department facilities
of the city, and declaring an emergency.
WHEREAS, one of the existing stations of the city fire depart-
ment is old, outmoded, poorly located and inadequate to furnish the
city and its inhabitants with proper fire protection; and
WHEREAS, a new additional station to serve the southeast portion
of the city is necessary; and
WHEREAS, the fire department officials and the City Manager have
prepared a plan for the acquisition, construction, equipping and
making of capital improvements to the fire department facilities of
the city which, when carried out, together with existing fire depart-
ment facilities, will provide an adequate and complete fire department
system throughout the city; and
WHEREAS, in order to provide the money necessary to carry out
said plan it is deemed necessary and advisable that the city issue
and sell its unlimited tax levy general obligation bonds in the prin-
cipal amount of $1,100,000; and
WHEREAS, the Constitution and laws of the State of. Washington
provide that the question of whether or not such bonds may be issued
and sold for such purposes must be submitted to the qualified elec-
tors of the city for their ratification or rejection; and
411 WHEREAS, it is further deemed necessary and advisable that said
proposition be submitted to such qualified electors at a special elec-
tion to be held at the time of the election to be held on November 2,
1971; now therefore,
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1 It is hereby found and declared that it is necessary
for the public welfare, benefit and safety of the residents that it
carry out the plans hereinafter provided.
` 1, Section 2. The city shall:
A. Abandon Fire Station No. 1, acquire a site north of the
central business district on the east side of the railroad tracks
and construct and equip a new fire station thereon.
B. Acquire a site near or on Nob Hill Boulevard in the
vicinity of the railroad tracks and construct and equip a new
fire station thereon.
C. The above - mentioned two new stations shall be architec-
turally suited to their neighborhood, sprinkler - protected with
fire resistive materials and approved roof coverings, air- condi-
tioned, shall have bays for apparatus large enough to house new
• equipment to be acquired and space for the storage of reserve
apparatus, drilling, training, eating and sleeping facilities
and room for future growth. Each such station shall be construc-
ted with a hose - drying tower, offstreet parking areas and land-
scaping. Fire Station No. l shall have constructed, in conjunc-
tion with it, fire administration offices.
D. Construct and equip a five -story drill tower, together
with smoke training building, a drafting pit, and other site
improvements.
E. Acquire two new quad pumpers and hold two existing 750
g.p.m. pumpers in reserve.
411 F. Make various miscellaneous capital improvements to exist-
ing fire stations and fire department facilities.
The city may make such changes in the above - described plans as
the City Council may find to be necessary and advisable, either prior
to or during the actual,course of construction thereof and as the

funds therefor may permit, as long as such changes do not substan-
tially affect the overall plans and the fire-fighting services to be
rendered as hereinabove provided.
Section 3. For the purpose of providing the money necessary
to acquire, construct, equip and make the improvements described in
Section 2 hereof, the city shall issue and sell its unlimited tax
levy general obligation bonds in the principal amount of $1,100,000.
In the event the proceeds of sale of said bonds are 'insufficient
to make all of the improvements hereinabove authorized, the city
shall use the available funds to pay the cost of those improvements
deemed most necessary by the City Council.
Section 4. Said bonds may be sold in such amounts and at such
time or times as deemed necessary by the City Council and as permitted
by law, shall bear interest at a rate or rates as shall be fixed upon
the sale or sales thereof, and shall mature serially in from two to
twenty years from date of issue. Both principal of and interest on
111 said bonds shall be payable out of annual tax levies to be made upon
all the taxable property within the city without limitation as to
rate or amount. The exact date, form, terms and maturities of said
bonds shall be as hereafter fixed by ordinance or ordinances of the
city.
Section 5. It is hereby found and declared that an emergency
exists requiring the submission to the qualified electors: of the city
of the proposition of whether or not the city shall issue such bonds
for such purposes at a special election to be held therein on Novem-
ber 2, 1971.
The Yakima County Auditor, as ex officio supervisor of all elec-
tions held in Yakima County, is hereby requested to also find the
existence of such emergency, to call and conduct such special election
and to submit to the qualified electors of the city the proposition
hereinafter set forth.

The City Clerk is hereby authorized and directed to certify said
proposition to the Yakima County Auditor in the following form:

FIRE DEPARTMENT FACILITIES BONDS,

Shall the City of Yakima, Washington, acquire two new
fire station sites and construct and equip new fire stations
thereon with all necessary facilities for complete fire stations,
construct and equip a five-story drill tower with necessary
training facilities and acquire new fire-fighting equipment,
and to provide the money therefor.-issue its general obligation
bonds in the principal amount of $1,100,000, such bonds to
bear interest at a rate or rates to be fixed upon the sale or
sales thereof, to mature serially in from two to twenty years
from date of issue and to be paid, both principal and interest,
out of annual tax levies to be made upon all the taxable property
within the city without limitation as to rate or amount, all as
more specifically provided in Ordinance No. 1334 of the city,
passed and approved September 13, 1971?

Section 6. For the reason that the laws of the State of Washing-
0 ton require that this ordinance be certified to the Yakima County
Auditor at least forty-five days prior to said November 2, 1971, elec-
tion date, an emergency is hereby declared to exist, and for the
immediate preservation of the public peace, property, health and safe-
ty this ordinance shall become effective immediately upon its passage,
approval and publication as provided by law.

ing of said Council held this 13th day of September, 1971.
